1. Background

Nepal Voters' Right Forum (NVRF) is a unique, non-partisan, and inclusive network of civil society organizations and individuals representing traditionally marginalized and excluded groups in Nepal. NVRF primarily raises awareness among citizens (voters) about the fundamental values of democracy and empowers them to exercise their voting rights fearlessly, freely, fairly, and with discretion. NVRF is registered as a not-for-profit and non-governmental organization with the District Administration Office (DAO) Kathmandu on February 22, 2017. 

NVRF have been implementing various short-term and medium-term projects in partnership with national and international organizations including European Union, International IDEA, DanChurchAid, etc. 

To strengthen our pool of experts and ensure high-quality delivery across NVRF's projects, we invite Expression of Interest (EOI) interested individuals and firms for inclusion in our Consultant and Vendor Roster (2026–2028). The Consultant Roster will serve as a reference for short-term consultancy, and special assignments across various technical areas. The Vendor Roster will be used for the procurement of goods and services, as needed.

4. Documents to be submitted:

Interested individuals/firms should submit:

• Updated CV or organizational profile
• PAN/VAT Certificate 
• Registration Certificate (for company/firm)
• Tax Clearance Certificate (for company/firm)
• Samples of previous work.

5. Selection & Use of Roster

• Selected applicants will be included in NVRF’s expert roster for up to three years, with opportunities for short-term assignments or annual supplies.
• Inclusion in the roster does not guarantee immediate assignment but ensures consideration for future opportunities.
• Eligible vendors who provide complete information may be invited to participate in future procurement processes. Assignments will be offered based on expertise, availability of project funds and needs.

• All personal data submitted will be treated confidentially and used solely for roster management purposes.
• NVRF reserves the right to accept or reject any applications in whole or in part and alter the provisions of this EOI as deemed necessary without assigning reasons whatsoever.
