Lumanti Support Group for Shelter is a non-government organisation dedicated to the alleviation of urban poverty in Nepal through the improvement of shelter conditions. At Lumanti, shelter means the whole living environment, therefore, Lumanti's activities are wide-ranging. They include shelter upgrades, micro-finance, education and children's programmes, good governance, gender equity and advocacy. Lumanti means "memory" in the Newari language. The organization was established in 1993 in the memory of Ramesh Manandhar who died in a plane crash in 1992. Ramesh was a driving force behind moves in the early 1990's to raise awareness about urban poverty and shelter conditions.

1. Background & Objectives
Lumanti Support Group for Shelter was registered in 1994 as a non-government organization dedicated to alleviate urban poverty in Nepal through an integrated approach of improving shelter conditions.
Lumanti seeks to conduct a comprehensive review of its current salary structure to ensure internal equity, external competitiveness, and alignment with sector standards. The consultant will:
- Analyze the existing salary framework, grades, and benefits.
- Benchmark salaries against comparable organizations (NGOs, INGO’s, or similar sectors as well as National Labour laws).
- Recommend a revised salary structure that is fair, sustainable, and motivating for employees.
2. Scope of Work
The consultant will perform the following tasks:
A. Salary Structure Review
- Evaluate existing pay scales, increments, and benefits.
- Identify gaps, inconsistencies issues
- Assess internal equity (fairness across roles, experience, and seniority).
B. Market Comparison & Benchmarking
- Collect salary survey data from similar organizations (local/international NGOs, private firms).
- Compare against sectorial standards (e.g., Payscale, local labor market reports).
- Identify competitive positioning (below/above market).
C. Recommendations & Implementation Plan
- Propose a revised salary structure (grading system, pay ranges, allowances).
- Suggest performance-linked incentives.
- Provide a cost-impact analysis for proposed changes.
- Develop a phased implementation roadmap.
3. Methodology
The consultancy will follow these steps:
- Conduct desk research on existing policies, payroll system and payroll data.
- Hold stakeholder consultations (management, HR, staff representatives).
- Use survey tools & benchmarking databases.
- Presentation of draft report for feedback.
- Submission of final report incorporating inputs.
4. Deliverables
- Inception Report (Workplan & Methodology)
- Draft Salary Analysis Report (Including situational Analysis, Gaps, Benchmarking)
- Final Report (Proposed salary structure, recommendations, cost analysis)
5. Duration & Budget
- Timeline: Two months from the date of agreement.
6. Qualifications & Expertise Required
The ideal consultant will have:
- Proven experience in compensation & benefits reviews.
- Sound knowledge of Nepal’s labor laws and market dynamics.
- Familiarity with development sector salary structures.
- Strong data analysis & benchmarking skills.
- Excellent report-writing & presentation abilities.
