QUALIFICATIONS & EXPERIENCE
Educational Qualification
- Bachelor's degree (B.E. / B.Tech) in Civil Engineering preferred.
- Diploma in Civil Engineering (Overseer) with strong field experience will also be considered.
Experience
- Minimum two (2) years of relevant experience in hydropower project construction or operation.
- Proven experience working directly with contractors in a supervisory or coordination capacity.
- Demonstrated experience in liaison and coordination with Government of Nepal (GON) institutions such as Department of Water Resources and Irrigation (DoWRI), Department of Electricity Development (DoED), and district/local level government offices.
- Prior experience in coordination with Nepal Electricity Authority (NEA) is a strong advantage.
KEY DUTIES & RESPONSIBILITIES
- Conduct regular site visits to monitor construction progress.
- Participate in site meetings, pre-construction meetings, and progress review meetings with the contractor.
- Record and communicate contractor instructions, clarifications, and site decisions in writing.
- Review and validate invoices, abstracts of cost, and supporting documentation submitted by the contractor for payment.
- Maintain a comprehensive and organized filing system for all project documents — including drawings, specifications, contracts, correspondence, approvals, and reports.
- Manage incoming and outgoing communications: draft, register, track, and archive all official letters, memoranda, notices, and emails.
- Prepare, circulate, and maintain records of minutes of meetings (MOMs) — site meetings, progress review meetings, and stakeholder meetings.
- Support digital documentation using project management tools, MS Office applications, or project information management systems as required.
- Facilitate submission and follow-up of applications, compliance reports, inspection requests, and other regulatory documentation with GON offices.
- Support the preparation of reports and responses required for regulatory inspections and monitoring visits.
- Draft professional correspondence including official letters, internal memos, notices, and requests on behalf of the project office.
- Prepare weekly and monthly progress reports, summarizing construction status, issues, and action items.
- Write clear and accurate minutes of meetings (MOM) promptly after each meeting and circulate to stakeholders.
- Communicate effectively with both technical and non-technical stakeholders — contractors, government officials, NEA representatives, local communities, and senior management.
- Maintain professional communication standards in both Nepali and English, both written and verbal.
- Read, interpret, and apply the Bill of Quantities (BOQ) to field conditions and payment verification activities.
- Understand item descriptions, specifications, and measurement methodologies as defined in the BOQ.
- Review and approval of construction drawings, quality control for civil and hydro-mechanical works of the project.
- Prepare IPC
- Coordinate with Local Administration, Forest Office, Police and Ward Office of Sitganga Municipality.
- Solve local issues in coordination with Head Office.
