CALL FOR EXPRESSION OF INTEREST (EOI)
For Project Partners
1. Background
Welthungerhilfe/WHH is one of the largest private aid organizations in Germany with a dual mandate in both development cooperation and humanitarian aid being non-profit making, non-denominational and politically independent. Welthungerhilfe fights against hunger and works together with civil society organizations in the countries where it operates. Welthungerhilfe’s vision is to create a world in which all people can exercise their rights to a self -determined life in dignity and justice, free from hunger and poverty
WHH is operational in Nepal since 2012, the current program portfolio covers 14 districts, 7 thematic areas, 22 partner organizations and various civil society organizations and networks. The overall goal of WHH Nepal is to work hand in hand with civil society organizations in Nepal to empower socially marginalized and economically poor citizens to reinforce their resilience and to ensure their right to adequate food and nutrition.
Together with partner NGOs, WHH is planning to implement the project Pathways to Resilience: Ecosystem Restoration, Climate Adaptation /Mitigation, Loss & Damage Response, and Biodiversity -Based Food Systems in Nepal. Nepal is increasingly vulnerable to the impacts of climate change, environmental degradation, and socio -economic transformations that threaten the resilience of rural livelihoods and food systems. These challenges are particularly acute in two ecologically distinct yet interconnected regions: the Madhesh landscape in southern Nepal and the mountain regions of Karnali and Sudurpaschim Provinces in western Nepal.
In Madhesh Province, climate change combined with the rapid degradation of the Chure watershed is undermining the ecological functions that sustain agriculture and rural livelihoods. Unsustainable land use practices, deforestation, and weak watershed management have accelerated soil erosion, reduced groundwater recharge, and increased sedimentation in rivers. Consequently, communities are experiencing more frequent and severe droughts, floods, water scarcity, declining agricultural productivity, and crop losses. These changes have affected smallholder farmers, women, dalits, and landless households whose livelihoods depend heavily on natural resources
Similarly in mountain communities in Karnali and Sudurpaschim Provinces also face persistent food and nutrition insecurity despite living within landscapes rich in forest biodiversity and natural resources. Geographic remoteness, fragile mountain ecosystems, limited market access, climate -related shocks, and widespread youth outmigration have weakened local food systems and increased dependence on imported foods. The erosion of local agrobiodiversity and declining community engagement in natural resource management further undermine resilience and sustainable development opportunities.
Against this backdrop, the programme seeks to promote integrated landscape resilience by combining ecosystem restoration, climate adaptation, biodiversity conservation, sustainable natural resource management, and community-led food system transformation. It will also strengthen local institutions and partnerships to ensure the long-term sustainability of the interventions. By working across the Madhesh and western mountain landscapes, the programme aims to strengthen the adaptive capacity of vulnerable communities, reduce climate -related risks and losses, enhance food and nutrition security, and foster resilient livelihoods that are both environmentally sustainable and socially inclusive.
The project has following components and NGOs are requested to apply accordingly as per their interest, experience and competencies.
Component 1: (Mahottari and Dhanusha Districts) : From Vulnerability to Resilience: Ecosystem Restoration, Climate Adaptation, and Loss & Damage Response in Madhesh Province, Nepal
Component 2 (Achham, Dailekh and Jumla Districts): Forest Biodiversity, Neglected Crops, and Communities’ Agency: Towards Resilient Food Systems in the High Hills of Western Nepal
