Terms of Reference (ToR)

STRENGTHENING CSO CAPACITIES AND INSTITUTIONALIZING ACTION PLANS FOR NFLG - ALIGNED NUTRITION GOVERNANCE

Project Activity: Consultancy for organizing tailored capacity enhancement for CSOs aligned with NFLG strategic guidelines and facilitation and endorsement of CSO’s action plan by LL-NFSSC. 

Project Duration: Maximum 60 working days

Implementation Period: 1 September to 15 November 2026

BACKGROUND

Action Against Hunger | Action Contre la Faim (ACF) is an international humanitarian organization committed to ending child hunger and recognized as a leader in the fight against malnutrition. ACF saves the lives of malnourished children while providing communities with access to food, safe water, and sustainable solutions to hunger. As a non-governmental, non-profit organization, we are committed to principled humanitarian action as outlined in our International Charter of Principles: independence, neutrality, non-discrimination, free and direct access to affected populations, professionalism, and transparency. 

As part of the CHANGE project, training on Nutrition Friendly Local Governance (NFLG) and Multi Sectoral Nutrition Plan (MSNP III)  has been conducted to civil society organizations (CSOs) in Madhesh Province. Following these training courses, CSOs have developed action plans in coordination with members of Local Level Nutrition and Food Security Steering Committee (LL-NFSSC). To ensure ownership, these action plans need to be presented and formally endorsed by respective LL-NFSSCs. In addition, orientation is required for members of LL-NFSSC on the NFLG framework and scorecard indicators to support local implementation. 

A consultant will be engaged to conduct orientation sessions on NFLG and score card developed to LL-NFSSC members and support the review and endorsement of CSO-developed action plans during LLNFSSC meetings across 35 municipalities  in Madhesh Province.

PURPOSE OF THIS ASSIGNMENT

The purpose of this consultancy is to organize tailored capacity enhancement for CSO aligned with NFLG strategic guideline and facilitate the development and endorsement of CSO’s action plan by LL-NFSSC in Madhesh Province in Nepal. 

The consultancy will aim at: 

  • Orient LL-NFSSC members on the concept, indicators, and implementation mechanisms of Nutrition Friendly Local Governance. 
  • Enhance understanding of indicators and facilitate completion of NFLG score card in coordination with different section chiefs within LL-NFSSC members.
  • Present and discuss on CSO developed action plans including refinement where necessary. 
  • Support the formal endorsement of action plans through LL-NFSSC meetings. 
  • Document key commitments, decisions, and recommendations from the meetings.

SCOPE OF WORK AND KEY ACTIVITIES

The consultant will undertake the following activities over 60 working days spread across the period from 1st September to 15th November 2026. 

KEY ACTIVITIES:

1. Preparation Phase

  • Review and finalize project documents including the CSO-developed action plan and scorecard tools 
  • Develop and finalize presentation materials and facilitation guides 
  • Prepare a municipality-wise implementation schedule covering all 35 municipalities in coordination with BWSN project staff.

2. Orientation and facilitation

  • Conduct a one-day orientation session for LL-NFSSC members in each municipality on NFLG
  • Present the CSO-developed municipal action plan jointly with CSO representatives.
  • Facilitate discussion, review and refinement of the action plan based on feedback from committee members.
  • Facilitate formal endorsement of the finalized action plan through the LLNFSSC meetings.

3. Documentation and Reporting

  • Maintain participant attendance for each meeting.
  • Document key discussion points, commitments, and decisions made during each session.
  • Compile municipality wise endorsed action plans and NFLG scorecard results

KEY DELIVERABLES

The consultant will produce the following deliverables:

  1. NFLG Orientation Package: (PowerPoint presentations, facilitation notes, handouts)
  2. Field execution: Conduct orientation and facilitation sessions across all 35 municipalities.
  3. Endorsement documentation: Documents  from all municipalities where action plans are approved.
  4. Reporting: Municipality-wise meeting reports and consolidated final reports. 

All the deliverables must be submitted and shared with ACF for review and approval prior to finalization. 

TIMELINE

Duration: 60 working days 

Period: 1st September 2026 to 15th November 2026

Assignment is to be completed within 60 days from the date of signing including preparation, field visits, documentation and reporting. 

 REPORTING AND SUPERVISION

The consultant will report directly to the designated focal point at ACF, with regular updates to the relevant stakeholders as per need and agreement during the hiring process. Weekly progress reports are required, and all deliverables must be approved by ACF Nepal.

PAYMENT TERMS

  • Total Fee: To be negotiated based on the consultant's proposal and experience (daily rate basis for 60 days).
  • Payment Schedule: 20% upon contract signing; 50% upon submission of the draft Reports; 30% upon final approval of all deliverables.

CONFIDENTIALITY AND ETHICS

The consultant must adhere to ethical standards, maintain confidentiality of sensitive data, and ensure all work complies with relevant laws and best practices. 

This ToR may be amended by mutual agreement between ACF and the consultant.

QUALIFICATIONS AND REQUIREMENTS

  • Education: Master's degree or higher in Public Health, Nutrition, Social Science Health Systems, Public Health Policy, or a related field.
  • Experience: Minimum 7 years of relevant experience in Nutrition Governance, Nutrition, WASH, or advocacy programming, with proven track record in capacity building of CSOs in the sector of Nutrition Advocacy and Governance.
  • Skills: Strong understanding of NFLG strategic guidelines, MSNP frameworks, and local nutrition governance structures.
  • Facilitation skills: Demonstrated ability to design and deliver participatory workshops, moderate multi stakeholder dialogues, and build consensus. 
  • Communication skills: Excellent writing and reporting skills in English and Nepali, with capacity to produce clear, structured outputs for both technical and policy audiences.
  • Partnership experience: Prior engagement with CSOs, government agencies, and consortium partners in Nepal or similar contexts.
  • Other: Fluency in English and Nepali. Availability to work during the specified period, with flexibility for virtual and in-person engagements

The application must include:

  • Curriculum Vitae (CVs) for all proposed consultants.
  • In case of Organization (registration, VAT/PAN, profile, audited financial report, tax clearance)
  • Cover letter outlining how the applicant meets the specifications, confirming availability within the stated timeframe, and providing contact details for three professional referees
  • Technical proposal describing the proposed methodology, workplan, team roles and timeline
  • Financial proposal detailing the daily rate and estimated level of efforts including all costs related to travel, accommodation, and other assignment-related expenses (if any)
  • Sample of previous work relevant to the assignment
  • Organizational documents (if applicable)
