PeaceWin Nepal is a women leadership-focused, non-governmental, non-profit social organization. It was established locally in 2047 B.S. (September 26, 1990) and registered at the District Administration Office, Bajura, on 5th Poush 2049 B.S. (December 20, 1992, A.D.) with the vision of “Competent Individuals, Happy Families, and a Prosperous Society.” The organization primarily works with disadvantaged groups, especially children and women, promoting and protecting their social, economic, and cultural rights. PeaceWin Nepal addresses various social issues such as Chhaupadi, child marriage, malnutrition, gender-based violence, and ethnic and other forms of discrimination through integrated approaches and mainstreaming strategies.

In collaboration with Welthungerhilfe (WHH), PeaceWin Nepal/WAC and SAMABIKASH Nepal have been implementing the “Women in Climate Resilient Agri-System for Enhanced Nutrition Security (WE-CAN)” project since December 2024. The project focuses on fostering climate-resilient local food systems and empowering women in SanfeBagar Municipality and Chaurpati Rural Municipality of Achham District, Sudurpashchim Province. PeaceWin Nepal invites eligible and qualified individual consultants or consulting firms to submit a Technical and Financial Proposal for the assignment titled: “Facilitation of Training of Trainers (ToT) on Community Participation in Government Planning and Budgeting (Government 7-Step Planning Process System)”

Objective of the Consultancy:

The overall objective of this consultancy service is to enhance the capacity of participants on community participation in government planning and budgeting through structured training. The consultant will conduct Training of Trainers (ToT) sessions on government planning and budgeting and provide technical support in preparing local plans aligned with prevailing planning policies. This will enable informed and effective decision-making in the local planning process. Please refer to the Terms of Reference (ToR) for detailed information regarding the scope of work and expected deliverables.

Submission Deadline:

The complete set of proposal documents must be submitted by 7th Falgun 2082 (February 19, 2026) during office hours. If the submission deadline falls on a public holiday, proposals will be accepted on the next working day.

Submission Options:

Interested consultants may submit their quotation documents in person at Peacewin Nepal office, Martadi, Bajura or at the District Project Support Office, Sanfebagar, Achham Or via Courier upon Prior request. The organization reserves the right to accept or reject any or all quotations without assigning any reason and without incurring any obligation.

Required Documents to be Submitted:

• Application Letter
• Updated Resume/CV
• Educational Qualification Certificates
• Copy of Citizenship Certificate (for individual consultants only)
• Relevant Supporting Documents - Additional certificates, publications, or evidence of similar consultancy work to strengthen the application
• Technical Proposal - Including methodology, proposed approach, timeline, and outline of contents
• Financial Proposal -Detailed budget with proposed consultancy rate (Note: The quoted rate must remain valid for one year)
• Additional Documentation -PeaceWin Nepal may request further documents or clarifications during the evaluation process

Note: Quotations submitted without proper sealing will not be considered. Any quotation submitted without proper sealing or without password protection (in PDF format) will be excluded from the selection process. Proposals must be submitted either in a sealed envelope or via email in PDF format with password protection.
