Formulation of a 3-Year Health Services Improvement Plan 

1. Introduction & Background

The Community Development Society (CDS), with the financial support of PSF Luxembourg, is implementing the project “Empowering Women and Children: Health and Sanitation Improvement” across six specific wards (Wards 3, 4, 5, 6, 8, and 9) of Khadadevi Rural Municipality, Ramechhap.

The project focuses on four core pillars:

  • Empowering women, children, and youth.
  • Improving community access to health services.
  • Enhancing the quality and operational effectiveness of local health institutions.
  • Strengthening localized sanitation and hygiene conditions.

Ward-level health institutions—including Health Posts, Primary Health Care Centers (PHCCs), and Outreach Clinics (ORCs)—serve as the vital first point of contact for the community. To optimize these services, CDS facilitates regular interaction and review meetings to identify service gaps, strengthen institutional accountability, and enhance coordination among health workers, ward representatives, and community members.

Within this framework, this Terms of Reference (ToR) outlines the scope, objectives, methodology, and expected deliverables for a consultant/firm to facilitate a 3-Day Health Services Improvement Plan Workshop and subsequently draft a comprehensive, evidence-based Three-Year Health Services Improvement Plan for Khadadevi Rural Municipality.

Objectives

The primary goal is to strengthen local health governance and improve service delivery through a highly participatory, evidence-based planning process.

The specific objectives of the assignment are to:

  • Assess Existing Systems: Conduct a comprehensive assessment of current health facilities, infrastructure, financial/resource processes, and service delivery mechanisms at the Rural Municipality (RM) level.
  • Identify Gaps: Perform a thorough gap analysis concerning human resources, infrastructure, essential medical equipment, and service utilization.
  • Conduct Situation Analysis: Map out the Strengths, Weaknesses, Opportunities, and Threats (SWOT) characterizing current health service delivery.
  • Facilitate Participatory Planning: Organize and lead inclusive stakeholder workshops to ensure local ownership of the planning process.
  • Develop Ward-Wise Actions: Formulate localized, ward-specific action plans targeting maternal health, child health, non-communicable diseases (NCDs), and community sanitation.
  • Produce the Final Strategy: Draft a realistic 3-Year Health Services Improvement Plan featuring clear, measurable indicators, targets, and built-in sustainability strategies to ensure equitable health access.

Required Attachments Checklist

Applicants must ensure the following documents are attached with Technical and Financial proposal:

  • Copy of Firm Registration Certificate (applicable for firms)
  • Copy of PAN/VAT Registration Certificate
  • Tax Clearance Certificate for the latest fiscal year
  • Signed CVs of the proposed consultants/experts
  • Evidence of similar previous works (e.g., reference letters or sample cover pages of previous health plans completed).

Deadline and Submission Address:

Proposals must be submitted by office hours on 29th Jestha 2083 (12 June 2026). Submissions can be sent via email to cdsprocurementcommittee@gmail.com or delivered in person to the office. The primary criteria for selection will be subject matter expertise, the proposed budget, and availability.
