2  Project background

In the face of the COVID crisis, the effectiveness and efficacy of leaders have been placed under greater public scrutiny.How leaders are responding to COVID, the priorities they are setting, with whom and how they are consulting people, and whose interests they are serving, all have an impact on the lives of their constituents. The quality of their responses and the manner by which they arrive at these collective decisions are particularly important todeliver to the promise of equitable and inclusive development, i.e., to respond to the needs and rights of groups who have been traditionally marginalised, under-represented, and disproportionately affected by crises and economic shocks.

Women leaders – in formal and informal settings – are part of these leadership formations.In this video project, SNV and ISF-UTS will feature the stories of women leaders who are responding to COVID and mapping out preventative measures for a more resilient future.

Assignment overview

3.1  Aims

The video aims to build a case to integrate women’s leadership strengthening and gender transformative approaches in WASH development programming. The video shall,

  • Showcase the specific contributions women leaders are making in COVID-19 responses,
  • Present the immediate results or potential impacts their contributions are making to transform gender relations and inequitable access to (WASH) development, and 
  • Underscore the importance of transformative leadership – that transforms gender roles – in building more resilient societies that do not leave any group behind.

3.2  Target audience

Primary: WASH decision-makers, policymakers, and practitioners to prioritise gender transformative approaches in WASH leadership

Secondary: Non-WASH development practitioners to raise awareness about women’s transformative leadership efforts in practice

3.3  Scope of works

The filming agencywill travel to one or two sites in Nepal (Sarlahi and/or Dailekh)to film two women leaders in their home and work environs, record their key messages, and take additional footage of landscape and facilities for the film’s B-roll. On-site, the filmmaker will be accompanied by an SNV staff who will be responsible for conducting the interview.

The filming agency (or professional) is expected to film, in 4k where possible (or the highest possible quality resolution), and submit all raw video footage to SNV. Additionally, they are expected to take high-resolution photos of video subjects (in portrait and landscape), in no less than 300 dpi.

The quality, content, and technical requirement of the footage shall comply with the project brief/guidance that SNV will share before filming commences.

The filming agency will be responsible for the following:

  • Logistical arrangements (equipment, travel, board and lodging [if needed], etc), following SNV rates and arrangement for this assignment,
  • Directing the technical shoot and video subjects, and ensuring proper lighting and audio (no sound interference) quality,
  • Taking photos of video subjects and their environs,
  • Gathering written or recorded consent from all people who appear on the footage,
  • Completing pertinent information/details about people filmed, locations, etc., and filing footage accordingly,
  • Sending packaged footage with all details to SNV by WeTransfer or similar tech, and
  • Other works discussed and agreed upon during the project briefing phase.

3.4  Work principles

  • The health and well-being of everyone involved in this video project are paramount. Throughout the project, the agency is expected to comply with WHO COVID-19 precautionary measures, making sure that agency staff, SNV staff, and all video subjects practise safety protocols at all times. 
  • Dates of filming are flexible and may change depending on government-issued COVID-19 measures and restrictions. Should a video subject be unavailable due to health concerns, the agency shall agree to rescheduling the shoot. 
  • All footage shall comply with international standards of child protection, and theEuropean Union’s General Data Protection Regulation (GDPR).
  • All video subjects shall be treated and featured with utmost dignity and respect.Before filming, film maker is expected to introduce themselves, the project, and how footage will be used by SNV. All footage shall show video subjects’ authentic selves, realities, and environs, in a dignified and respectful manner.
  • Copyright and intellectual property rights: By entering into a contractual agreement with SNV on this project, it is understood that SNV will retain exclusive concomitant copyrights on all video formats (and photos) delivered as part of this assignment, in all media, in perpetuity.
  • As stated in Clause 3.3 above, the quality, content, and technical requirement of the footage shall comply with the project brief/guidance that SNV will share before filming commences.All footage submitted will need to be presented to SNV for review, comment, and approval. Three to five review rounds are planned. Additional review rounds may be added to achieve the desired standard. Footage that do not meet the quality and standards of the project brief/guidance will require re-filming at the cost of the agency.

3.5  Deliverables

  • All raw footage, filmed in 4k (or equivalent highest possible quality resolution)
  • Separate audio recording (video subject narration) – to be confirmed
  • At least 15 high-resolution images of video subjects (portrait and landscape), in different backgrounds/settings, in no less than 300 dpi
  • Accompanying consent forms (or video recording files)

4  Qualifications

  • At least five (5) years of demonstrable professional experience in film making.
  • Possesses an extensive and specialist range of (portable) video and audio equipment.
  • Availability to travel to (and around) districts selected by SNV.
  • Availability throughout the duration of the project is a must.
  • Excellent coordination and communication skills.
  • Experience in filming for development a plus.

5  Timeline and duration 

The assignment is estimated to cover a maximum of seven (7) working days for project briefing and communications, travel to and fro sites, actual filming, review rounds for approval, and management/submission of all raw footage to SNV.

All footage are due for submission to SNV and the video’s project manager on or before Wednesday19 May. 

All footage shall be reviewed by SNV for compliance with the project brief. SNV’s feedback on the footage will be communicated within one week of SNV’s receipt of all footage.

6  Application requirements
