Dolakha Health Promotion Project

1. Project Manager

Job Title: Project Manager (1)

Working Hours: Full Time (100%)

Reporting to: Project Focal Person, Green Tara Nepal

Accountable to: Green Tara Nepal

Duty Station: Dolakha (Field Office) with frequent travel to project locations/Palikas

Job Purpose:

Green Tara Nepal (GTN) has been implementing a health promotion project in Baiteshwor and Tamakoshi rural municipalities, and Jiri municipalities of Dolakha district from Nov 1, 2022. The project aims to strengthening local health systems including schools and health facilities by capacity building and raising awareness through sustainable health promotion in Dolakha district, Nepal. This project has been funded by BMZ and technically supported by ChildAid Network (CAN).

The project aims that all community members of those selected municipalities, especially schoolchildren, adolescents and mothers, are healthy and well-behaved due healthy behaviour, a safe and sustainable health-promoting school environment and a functioning public health system. S/he should manage and support to mobilise community people for improving child, adolescent and maternal health, hygiene and sanitary practices of the women and adolescent girls, and healthy behaviours of communities through health promotion and women empowerment approaches both at the schools and in communities.

Personal specification:

Must have Master Degree or equivalent in public health, health promotion, social science, women studies, or other relevant subject with work experiences of more than 3 years in project management, MEAL, documentation and conducting research. S/he should be self-driven and act as a role model.

Required Competencies:

  • Minimum of 3 years of prior experience working in the area of health promotion, GON coordination at local levels. 
  • Extensive involvement in project implementation, human resource mobilization, monitoring, supervision and evaluation, and financial management, coordination with local stakeholders, organization and funders. 
  • Ability to support engagement with a range of stakeholders including school children, adolescents, as well as mothers and create and use networks.
  • Demonstrated ability to coordinate and communicate with the GON and NGO counterparts at the district and local level for designing and implementing gender and social inclusion strategies and action plans.
  • Excellent interpersonal, facilitation, communication, negotiation, networking and coordination skills and ability to form working relationships with a range of people quickly and actively contribute to the team.
  • Critical thinking and outcomes focused and able to successfully deliver to tight timescales and within demanding environments.
  • Excellent reporting and writing skills in English and Nepali languages
  • Excellent computer skills (MS Word, WordPerfect, Excel, PowerPoint) both in English and Nepali.

Specific duties and responsibilities

a. Program planning and implementation (40%)

  • Develop detail implementation plans (DIP) and budget specifying activities, timeline and responsibilities at the field level ensuring adherence to project deliverables. 
  • Provide direction and necessary support to the Field team for smooth operation of the project; and to ensure proper implementation of the project activities at the field level.
  • Ensure regular visits in each project locations; and monitor and supervise the team to be updated about programme status, opportunities and challenges. 
  • Support field team to prepare detail work-plan (DIP) on monthly, quarterly and yearly bases.
  • Conduct regular meetings with the team to review field operation plans and to ensure proper execution of the activities to meet the deliverables on time.

b. Monitoring, Evaluation, Research and Capacity building (30%)

  • Support to conduct a baseline and end-line survey (including development of research protocol development for NHRC- proposal and research tools).
  • Support to develop monitoring and evaluation tools and M&E database and keep the up-to-date records in the M&E system.
  • Supervise and monitor field staffs and admin and finance officer and provide necessary support and feedback to accomplish activities as per their job description. 
  • Ensure reported data are of quality, without any data falsification and fabrication. 
  • Ensure field staffs are in regular contact with the authorities at schools, health facilities and community stakeholders. 

c. Documentation and reporting (15%)

  • Document and report the processes, outputs and outcomes as set up in the logical framework and monitoring and evaluation plan.
  • Develop periodic progress and programmatic reports as required for the organization including donor reporting.
  • Provide update regarding programme status, challenges and opportunities to the line Manager including monthly summary reports, quarterly narrative reports and summary report. 
  • Regularly review programmatic progress, document them, and develop reports, case studies, photographs, etc.
  • Coordinate for research activities including baseline and end-line intervention in the field.

d. Coordination and advocacy (10%)

  • Conduct regular visits to the municipalities, schools and health facilities; hold meetings with stakeholders; and carry out advocacy for building a sustainable health promotion system at the local levels.
  • Form a Rural Municipality Advisory Committee (MPAC) in each Palika and conduct joint meetings.
  • Arrange joint visits with government counterparts of local and district levels, funding organizations and other stakeholders whenever necessary.

e. Administrative/ financial (5%)

  • Work closely with admin/finance department to ensure financial compliance.
  • Assure proper mobilization of human resources for synergistic effects
  • Support in analysing and report writing of several research/studies
  • Promote the work of the programme, for example, through service events, displays and exhibitions, media, reports and publications in collaboration with the Project Focal Person and the Country Director GTN.
  • Perform tasks as assigned by the line Manager.

2. Field Coordinator

Job Title: Field Coordinator (3)

Working Hours: Full Time (100%)

Reporting to: Project Manager

Accountable to: Green Tara Nepal

Duty Station: Palika in Dolakha district (with frequent travel within Palika)

Job Purpose:

Green Tara Nepal (GTN) has been implementing a health promotion project in Baiteshwor and Tamakoshi rural municipalities, and Jiri municipalities of Dolakha district from Nov 1, 2022. The project aims to strengthening local health systems including schools and health facilities by capacity building and raising awareness through sustainable health promotion in Dolakha district, Nepal. This project has been funded by BMZ and technically supported by ChildAid Network (CAN).

Field Coordinator (FC) represents as a lead in the Palika for the Dolakha Health Promotion (DHP) Project Funded by ChildAid Network. Work in close coordination with selected Palikas in Dolakha district, schools and health facilities. S/he should mobilise community people for improving child, adolescent and maternal health, hygiene and sanitary practices of the women and adolescent girls, and healthy behaviours of communities through health promotion and women empowerment approach both at the schools and in communities.

Job Summary:

This is a Field-based position and should spend more that 75% of her/his time in assigned location (assigned Palika). Rest of the time should be spent in coordination, communication, monitoring and supervision of the health promoters, capacity building, and report writing. This role may require occasional extra-hour working. S/he should adopt a community development/capacity building approach to their work; this includes adopting a rights-based approach where the post-holder will work with duty bearers and stakeholders. The post-holder should work with government agencies especially with Palika representatives, Chief Administrator, relevant Coordinators, health facilities, schools, community organisations and community people.

Qualifications and Experiences:

  • Minimum Bachelor degree in Public Health or related field;
  • Experienced in community level programming (planning, implementation, monitoring and evaluation) in a participatory way;
  • Ability to work with local government, community stakeholders, specially, children, adolescents and women from poor and marginalised communities.

Specific duties and responsibilities

a) Program Planning and Implementation

  • Support and ensure proper implementation of the project activities at the field level along with the adherence to project deliverables and timeline.
  • Ensure regular visits in each project locations; and support, capacitate, monitor and supervise the team, and get updated about programme status, opportunities and challenges. 
  • Conduct regular meetings with the team to review field operation plans and to ensure proper execution of the activities and their proper documentation. 
  • Coordinate with Stakeholders at Palika, schools, health facilities, communities for meeting, advocacy and other project activities updates.

b) Recording and reporting

  • Maintain daily dairy of work/activities performed by yourself and your supervisees.
  • Regular reporting of the service data in the reporting format.
  • Keep up-to-date records (detail information of activities and the stakeholders at the local level).
  • Maintain minutes of all meetings attended/ facilitated- areas discussed, decisions made and Data entry of relevant meetings and surveys.
  • Maintain M&E Database.
  • Submit report timely to the stakeholders and Line Manager.

c) Training/coaching

  • Support in organising training, review meetings and capacity building activities at the schools, health facilities and community levels.
  • Coordinate for training of FCHV, HMGs, women group leaders, HFOMC, SMC, PTA on right-based approach and advocacy, especially related to personal health and hygiene, nutrition and SRHR.

d) Administrative/ financial

  • Work as a supervisor of all Health Promoters or field-based staffs. Monitor and provide on-site coaching to Health Promoters.
  • Receive petty cash/ manage expenditure, maintain financial documentation and submit report as per GTN standard.

e) Others

  • Manage specific projects including the coordination of staff to ensure all budgets, targets and evaluation criteria are achieved. 
  • Suggest innovative ideas for achieving targets.
  • Perform duties as assigned by the Line Manager.

3. Admin and Finance Officer

Duty Station: Field Office in Dolakha district

Job Purpose:

Job Summary

Admin and Finance Officer (AFO) is a full time position and accountable to manage and maintain day to day administrative, financial and logistic activities in the field. S/he should keep records of the financial transactions, administrative activities and logistic storage and distribution, and support Project manager and other field team for smooth performance of the activities in the field.

Qualifications and Experiences:

  • Minimum Bachelor’s degree in accounting, finance, management or equivalent.
  • Min. 2 years’ experience in financial system, documentation, vouchering, taxation etc. 
  • Ability to work with local government, community stakeholders, specially, women, children and adolescents from poor and marginalised communities.

Specific duties and responsibilities

  • This is a full-time field based position. The staff should work for her/his time in assigned responsibilities. This role may require occasional evening and weekend working. 
  • Responsible for overall administrative and financial management, budget planning, implementation of organizational policies and procedures and day to day financial transaction of the program.
  • Skill and Knowledge of preparing journal voucher, control ledger, Bank reconciliation and other related financial reports as per the provided formats of the donor
  • Maintain good written and verbal communication skill in English and Nepali; good skills on computer applications (Excel and other Financial Software), Preparation of auditing and must have sound knowledge of taxation
  • Maintain the good working relationship with the vendors, bank, program colleagues and other related stakeholders for smooth handling of the project finance function.
  • Coach all the field staffs and community based groups and to ensure the required documents are maintained in the community level financial transactions.
  • Develop and update organizational documents in coordination with the Admin and Finance Manager and GTN team for the authorization process of SWC, CDO, Tax Office, Municipality and other concern agencies.
  • Manage daily office operations and maintain courtesy with donor and guest visiting to office.
  • Develop and or Review the TOR and MOUs with any parties before signing the contract
  • Ensure the proper procurement process to purchase any service from the organization
  • Ensures the internal audit report and submit it to the Management Committee on the quarterly basis
  • Strengthen the system of book-keeping, inventory and fix assets of the organization, routinely monitor and update to the management committee.
  • Conduct periodic monitoring visits to project area and provide feedback to team during meeting.
  • Prepare monthly plan and submit report regularly.
  • Takes part in the review meeting conducted by the supervisor and the organization regularly
  • Update list of materials/equipment in the office, insurance documents, hand over forms/formats
  • Update list of incoming and out-going materials including office stationaries
  • Other job-specific duties as assigned by the Line Manager/GTN.
