Human Welfare and Environment Protection Center (HWEPC) is a Non-Governmental, non-profit making and service-oriented social development organization established in 1991 in Dang District, Lumbiiini Province of Nepal. Based in the Mid-Western Region of Nepal, a region that is comparatively backward in terms of socio-economic status and geographically remote and excluded by the center, established with a vision of creating a prosperous and self-reliant society with socio-economic, educational, and environmental development, HWEPC has been able to make significant contributions in the field of human welfare and environment conservation the since the time of its establishment.

HWEPC is going to implement "Batawaran ra Bikas" Climate Smart Rural Development (CSRD) project in Dang's Gadawa and Rapti  Rural Municipality with the support of the International Organization-World Green Climate Association  (IO-WGCA). The project's goal is to contribute to sustainable local economic development through green environmental technologies and climate risk management. The medium-term objective is for local Governments and communities to use greener technologies and methods for sustainable economic development and environmental management. In this background, HWEPC  is seeking different qualified, following experienced positions. 

1. Position: Monitoring, Evaluation, and Documentation Officer – One 

Location: Dang (Rapti and Gadawa Rural Municipality) 

Key Responsibilities: 

  • Support project team for effective implementation of M&E plan maintaining the beneficiary database management. 
  • Ensure the documentation and reporting quality with a compilation of qualitative and quantitative information collected from the field. 
  • Support in developing required forms and format and facilitate the field staff to carry out essential qualitative and quantitative information as prescribed format regarding project requirements. 
  • Support in developing Monitoring and Evaluation framework and essential tools for carrying out effective monitoring to capture the desired result.
  • Develop a comprehensive data-based reporting format and figure out the achievements with evidence shared to stakeholders, beneficiaries, and authorities to influence them to replicate and scale-up of best practices with sustainability. 
  • Assemble and compile success stories, change stories from the field, and generate knowledge by capturing the results of the project interventions and sharing a wider range of like-minded stakeholders, beneficiaries, and authorities to influence them to establish achievement. 

Knowledge and Experience: 

  • Bachelor degree in any discipline from a recognized institute,
  • Minimum 5 years of experience in working with I/NGOs,
  • Strong knowledge of MEAL practice/approaches, data management, and analysis,
  • Proven skill in capacity building, development, and facilitation of the meeting, workshop, and training developing the course content and manual,
  • Good in project report writing in English, data management, writing case/success stories based on the qualitative and quantitative information, documentation and presentation, 
  • Well versed in English and Nepali languages and have good knowledge of essential computer skills, 
  • Excellent communication and interpersonal skills,
  • Demonstrated ability to work in complex environments under tight deadlines,
  • Ability to work effectively with an ethnically diverse team in a sensitive environment,
  • Proven ability to learn quickly, facilitate program implementation to achieve stated results and objectives. 

2. Position: Admin, Finance and Logistic Officer 

Location: Dang, Rapti, and Gadawa Rural Municipality. 

Key Responsibilities: 

Admin:

  • Ensure that all the staff has a file containing, Contract, CV application form, covering letter, Job description, and diplomas.
  • Check the attendance sheet of project staff.
  • Prepare administrative forms for the use at the office level.
  • To follow up the database of days off, sick leaves, and private leaves of the project.
  • Management of staff file as Contract, job description etc. 
  • Preparation of the salary sheets for related staff of the project.
  • Preparation of monthly admin report and sending to the Program manager.

Finance:

  • The cash flow of the organization and specifically the related project's expenses.
  • To Check and identity of clients and compares signatures against registered authorizations before issuing advances.
  • To issue a cheque for different kinds of advances and payment during the month after they check all required documentation (requisition, Quotations, Bids, Purchase orders, Contract etc) is prepared and ready for purchase.
  • To justify the advances daily and collect all the related documents supporting the bill and attach them with the bills.
  • To check all Internal and Purchase order forms and their required supportive documents for their amount calculation accuracy, codifications, date, signature, and approval of the project manager and concerned authorities.
  • To pass the daily cash transaction in the journals and for all the transactions, he/she should make sure that the related account codes and budget line codes are correct prior to the entry.
  • To maintain up-to-date, accurate & well-documented records of all financial transactions and ensure that documents are correct and complete.
  • To Check and review all financial documents; ensure their integrity and accuracy, and make sure that all paid bills and invoices are well calculated, codified, translated, stamped and approved by the concerned relevant project manager considering HWEPC  Financial Policies.

Logistic:

  • To read and understand all policies and procedures.
  • Implementation of transport, maintenance, procurement, storing, and asset management policies and procedures.
  • Check and verification of procurement documents and ensure that standard formats are used.
  • Make sure that the best quality goods and services are purchased at a reasonable price.
  • Collecting quotation and follow up of purchasing process.
  • Make sure field logistic reports are received on time.
  • Report the status of field offices logistic report to logistic program manager.
  • Arrange accommodation for staff from the field office while on an official mission.
  • Make sure that all newly purchased assets are registered in the asset management database.
  • Report any security issues or incidents to your line manager.
  • Make sure safety and security of organization assets and office building.
  • Any other tasks assigned by the program manager.

Knowledge and Experience: 

  • Bachelor degree in BBS/ BBA  from a recognized institute,
  • Minimum 5 years of experience in working with I/NGOs in a related field. 
  • Strong knowledge of accounting software  ( FAMAS preferable ) 
  • Excellent communication and interpersonal skills,
  • Demonstrated ability to work in complex environments under tight deadlines,
  • Ability to work effectively with an ethnically diverse team in a sensitive environment, 

3. Position: Social Mobilizer com irrigation community Technician (Sub-Overseer) – One 

Location: Dang, Rapti and Gadawa Rural Municipality. 

Key Responsibilities: 

  • Conduct feasibility survey of different potential irrigation schemes, irrigation ponds, recharge pounds, water revitalization work structures, bioengineering structures work as per community demand.
  • Prepare detailed design and estimate of approved irrigation schemes, irrigation ponds, recharge pounds, water revitalization, and bioengineering structures. 
  • Take the lead in installing solar irrigation systems, irrigation pounds, recharge pounds, water revitalization structures, bioengineering structures.
  • Facilitate formation of Users Committees for the approved irrigation schemes and organize orientations for them in consultation with field coordinator.
  • Facilitate the signing of an agreement with Users committees for constructions of the schemes wherever applicable.
  • Support the project team in the procurement of the goods and materials for the construction of the irrigation schemes.
  • Monitor and carry out quality control during installment of irrigation schemes, irrigation ponds, recharge pounds, water revitalization structures, bioengineering structures, and other infrastructures and submit the report to the field coordinator. 
  • Regularly monitoring and supervision of irrigation ponds, recharge pounds, water revitalization structures, bioengineering structures, and other infrastructures
  • Carry out any other official tasks as assigned by the Supervisor at all times. 

Knowledge and Experience: 

  • Assistant Sub-Engineer  from a recognized institute or equivalent
  • Minimum 3 years of experience in working with I/NGOs in a related field. 
  • Knowledge of field-based supervision.
  • Good team player.
  • Better skill in an integrated approach.
  • Excellent communication and interpersonal skills ( local Taru language ) 
  • Demonstrated ability to work in complex environments under tight deadlines,
  • Ability to work effectively with an ethnically diverse team in a sensitive environment
  • Two Wheeler License.

4. Position: Social Mobilizer (JTA / plant) (Two)

Knowledge and Experience: 

  • +2 from a recognized institute,
  • Minimum 5 years of experiences in working with I/NGOs in related field. 
  • Strong knowledge of social mobilization and group formation  
  • Knowledge in pant and off-season  vegetable 
  • Facilitation for income generation activities
  • Knowledge of saving credits

Location: Dang, Rapti and Gadawa Rural Municipality. 

5. Position: Social Mobilizer (One) 

  • Knowledge and Experience: 
  • +2 from a recognized institute,
  • Minimum 5 years of experience in working with I/NGOs in related field. 
  • Strong knowledge of social mobilization and group formation  

Location: Dang, Rapti and Gadawa Rural Municipality.

6. Position: Office support staff/ Messanger 

Knowledge and Experience: 

  • SLC from a recognized institute
  • Minimum 1years of experience in working with I/NGO/Bank. 
  • Excellent communication and interpersonal skills ( local Taru language ) 

Location: Dang, Deukhari field office.
