AAWAAJ

Aawaaj is a non-governmental and non-profit social organization established in 1999 by the joint initiatives of professionals with strong hope to demonstrate capacity against violence and discrimination of children and women in Midwestern region, Nepal . The sexual and domestic violence of young children and women has not yet discussed openly. Although increasing instances of abuse are being reported in newspapers in urban areas, there is a tendency of denying and concealing different forms of violence by the family and community at large in rural areas. Sexual abuse, exploitation, trafficking, and domestic violence and conflict based violence against children and women are quite interlinked, and sometime exist together. Patriarchy, poverty, unemployment, low literacy, gender inequity, insecurity, lack of awareness about rights and not fulfilling responsibilities are the root causes of violence. There are number of organizations working at the national level, however there is a big gap in the program strategy of donors, government, I/NGOs to work with boys and men against violence on women and children. It is essential to work with boys and men to prepare better manhood and socialized against such wrong behavior as problems of violence that mostly comes from boys and men at large. Aawaaj focused on three important aspects of human rights “Safe, Strong and Free.” Everyone has these rights and they are indispensable for human life. The basic and the most effective ways of protecting rights are “Say No”; “Go Away” and “Talk to Someone”. CRC and CEDAW are the guiding principles of Aawaaj for the policies, practices and programs related to fight against the violence. Aawaaj has been working with women and children from socially excluded groups to increase opportunities, better access to resources and services, improving social equity and improving environments of existing system at community and government level. On the pretext of pursuing the social norms, powerful people are violating the rights of powerless people especially women and children in the families, communities, institutions and public places persistently. The feelings of powerless that experience such discrimination / violence is hidden and too often unheard so Aawaaj facilitates those unheard voices and aims to break the silence that has been tolerated by women and children through out their life. Aawaaj efforts made a huge difference in the lives of children and women by mobilizing and activating the existing forums, local groups, and through effective networking. Social mobilization has been proven an effective vehicle to prompt action and to establish social respect and dignity for the children and women who faced sexual and domestic violence . Projects have surprisingly gained confidence on how to deal with such problems at the local context. Aawaaj creates community support mechanisms against sexual and domestic violence and these support mechanisms are created at family and community level to foster a feeling of ownership against violence so that it can be institutionalized within the community system.

We seek an end to all forms of violence against women and children like; trafficking sexual abuse, exploitation, domestic violence and child marriage in karnlai province since 1999 A.D.

1. NGO: Background Information:

Sexual abuse, exploitation, trafficking, and domestic violence against children and women are quite interlinked and sometime it exists together. Patriarchy, Poverty, alcoholism, unemployment, low literacy, gender inequity, insecurity, lack of awareness about rights and not fulfilling responsibilities are the underline root causes of gender based violence.  

AAWAAJ attempts to create community support mechanisms against sexual and domestic violence of children and women in Midwestern region of Nepal. These support mechanisms are created at family and community level to foster a feeling of ownership against violence so that it can be institutionalized within the community system.

AAWAAJ has been working with women, children and marginalize socially excluded groups for increasing opportunities, access to resources and services, improving social equity and improving environments of existing system at community and government level. The suffering of powerless that experience such discrimination/violence is hidden and too often unheard so AAWAAJ facilitates those unheard voices and aims to break the silence that has been tolerated by women and children throughout their life. 

Apart from sexual and domestic violence AAWAAJ has also been working to create awareness on reproductive health, general health and hygiene, safe migration, HIV/AIDS prevention, care and support. Besides, other effective programs have to be launched against child labour, polygamy, child marriage, child trafficking, exploitation that are contributing to political instability, conflict and extreme poverty. The situation can be improved with carefully designed development initiatives and a better coordination with the line agencies. The Aawaaj is thus established to work on rights based approach with marginalized section of people with joint collaboration and synergic effect with government agencies and development actors.

2. Project Summary 

As per Aawaaj's assessment we found that a lot of organizations are working on the issue of ECM doing advocacy, empowering communities, coordinating with local duty-bearers, however we feel the gap in all these areas of interventions. 

Karnali province did not have any strategic document that guide or synchronize the local initiatives that are ongoing in the province. Once major hurdle to the development of an evident based provincial action plan is the lack of proper situation analysis document for Karnali province, another is the lack of coordinated effort of NGOs/CBOs. 

This project aims to analyses the situation of early marriage in Karnali Province, and vis-à-vis build alliance among concerned NGO/CBO stakeholders working against child marriage. This will be a preparatory work to take the issue of early child marriage forward in a more systematic and synchronized manner in Karnali. 

In Karnali province, child marriage is probably the most systematic form of violence on girls. From Aawaaj experiences, a married girl is usually pulled out of school and sent to live with her husband and in-laws, away from her own family and peer networks–among the girls we worked with, over half of the girls experience some form of domestic, psychological, physical, or sexual violence.

To synergize the work of the different collaborators, as for now the provincial government does not have strategies document to implement early child marriage in the Karnali province. One hurdle for development of a strategy/action plan against child marriage is the lack of proper status that will help evidence based strategy development at provincial level. Aawaaj being a strong actor working on this issue, it can facilitate the processes. 

Karnali province is less active to make gender friendly policies in local and provincial level. Thus, it is needed for NGO/CBO to come together and advocate as well as support both provincial and local government in fighting child marriage in Karnali. 

3. Project Objectives:

The overall objective of this activity are:

a) To identify the situation of early child marriage in Karnali.

b) To initiate an alliance of NGOs/CBO working against child marriage.

4. Scope of work:

The major scopes of the work are:   

  1. Develop guidelines/format/tools for situation analysis by the consultant. 
  2. Identification with probable district based alliance members
  3. Orientation to respective individual/organizations executing the situation analysis. 
  4. Workshops based on finding from the situation analysis

5. Methodology

The consultant will create detailed plan for all key processes and activities leading upto the action plan for alliance. They will also create a detailed methodological framework including tools, methods and action plan in consultation with the stakeholders.

6. Outputs/Deliverables:

  • Development of guidelines/format/tools for situation analysis.
  • Execution of the situation analysis.
  • Preparation of status report on child marriage in karnali.
  • Participation in workshops of the alliance.

7. Participants/Stakeholder:

  • CSO/Alliance members, parliament members, Planning commission members, Secretary of Social and law ministry, 79 Municipality mayors, deputy mayors, executive officers, information officers of municipalities, Municipality members  and women leaders.

8. Location:

  • The ministries and the headquarters of all ten districts of Karnali Province.

10. Consultant’s Qualification and experience:

The consultant should have at least Master’s level degree. 

  • At least 10 years of experience working in related field.
  • The organization/individual consultant should have previous research experience in GBV, women and children issues, Humanitarian action and social development field. 
  • Work experience in survey, guidelines and strategy development on GBV/Child marriage elimination.
  • Sound knowledge on GBV/social development issues, Child Protection policies, strategy, Child protection in Emergencies and key child protection issues within karnali.
  • Sound knowledge on government policy and act related with children and women. 
  • Knowledge and skills to analyze quantitative and qualitative data.
  • Capacity to influence to stakeholders through presentation with collective knowledge and sharing best experience. 
  • Good facilitation, analytical research, reporting and proposal writing skill. 
  • Willingness to travel. 

11. Consultant selection Criteria: 

  • Study of research, analysis and report writing in the field of child protection.
  • Technical and financial Proposal evaluation.
  • An experienced woman who has worked on issues of GVB.

12. Payments:

  • Aawaaj pays the consultancy fee to the consultant as agreed between both the parties by contract agreement.
  • The consultant should submit the total assignment cost in the proposal with detail breakdown including applicable government taxes of Government of Nepal.
  • Applicable taxes will be deducted as per the rules of the Government of Nepal.

Bidders are expected to submit a lump sum financial proposal to complete the entire assignment based on the terms of reference. The lump sum should be broken down to show the detail for the following:

  1. Consultancy fees (Fixed cost contract)
  2. The bidder should claim for payment with invoice/reports as required for the release of amount.
  3. Submission of Financial Proposals with above subject line should be sent above mentioned address in a sealed envelope or email within the deadline.
  4. Rates should include applicable taxes/vat as per government existing rules.
