SAJHA AAWAJ

1. Background 

Nepal National Dalit Social Welfare Organization (NNDSWO) is a pioneer organization in combating “caste-based discrimination and untouchability’’ and promoting equality and dignity of Dalit in Nepal. , established in 1982, is a first registered non-government organization by Dalit for Dalit rights.

NNDSWO in consortium with Finn Church Aid (FCA) and Media Advocacy Group (MAG) has been implementing a project named "Supporting Collective Voice and Action against Caste Based Discrimination in Nepal - SAJHA AAWAJ in five districts namely Kalikot, Jajarkot, Surkhet, Siraha, Mahottari and Kathmandu with the main financial support from European Union and co-finance from FCA. This three years-long project was started in November, 2017 and will be included in November, 2020.

The project aims at eliminating caste-based discrimination (CBD) by creating an enabling environment for CBD affected people to restore their dignity and enjoy rights to non-discrimination, effective participation and access to services and justice. The project intends to build solidarity of wider communities against CBD, support for implementation of laws and policies against CBD. It also contributes to strengthen democratic institutions and promote partnership at local level for economic empowerment of the target groups. The project has been implemented in five districts namely. 

2. Description of the assignment 

The new constitution of Nepal ensured the rights of Dalit and other marginalized communities as fundamental rights. These rights can only be realized when the different layers of government reflect them in their laws and policies. Nepal government has implanting Untouchability Act of 2011 to elimination of caste-based discrimination and Untouchability, However, caste-based discrimination cases are increasing day by day. During the pandemic of COVID-19 lockdown period  32 caste based discrimination cases of untouchability issues were released  this type of violences are recurring in the project coverage and other parts equally. Thus for effective policy advocacy, NNDSWO is going to prepare documentary (video) of caste-based discrimination and untouchability affected people.

3. Objective of the assignment

The main objective of this assignment is to develop documentary ( Short Video) for the awareness promotion in the action areas on the issues related human right and non-discrimination in the documentary format whereas the specific objectives of this assignment are to;

  • To highlight through compelling filmmaking and personal case studies the challenges faced by  caste-based discrimination.
  • To highlight key data/statistics gathered through the project that imparts knowledge of the scale of the problem to our target audience.
  • To put forward a compelling case for government action to overcome the highlighted problems, and to make clear recommendations for what action can be undertaken by our key audience to create lasting change. 

Audience: Government officials. target both federal and provincial governments, as well as key government bodies including the National Dalit Commission, Nation Human Right Commission

4. Scope of the assignment 

The scope of work involves followings:

4.1 Structuring the process of documentary development

  • NNDSWO will be organized the meeting and discussion with the consultant to share the context and content of the documentary ( short video).  
  • Consultant will visit caste based discrimination incidents area to collect for the required data and information.

4.2 Developing Documentary ( Short Video)

Develop documentary (Short Video)  on information of incident of caste based discrimination responsible for combating CBD and  updated  anti-discrimination policies, plans and laws.

5. Key Deliverables

The main deliverables of this assignment will be:

Documentary (approximately 15- 20 min length) of cast based discrimination incidents affected people.

6. Team composition and work division

The overall responsibility to develop the documentary will be of independent consultant. The consultant may propose team members for this assignment. However, NNDSWO will assign a team member who will support in coordination, supporting for shaping the documentary.

7. Timeline

The total duration for this assignment will be 22 days to be commenced from 8th Feb 2021 to 28th  Feb. 2021.

8. Essential Qualifications and Experience: 

  • Comprehensive experience creating compelling documentary films that highlight caste based discrimination, human rights and/or social justice issues in Nepal, with a strong focus on promoting the voices of marginalised groups. Experience creating films with a specific focus on Dalit communities, slavery, and human trafficking issues, and how gender intersects with these issues, is highly desirable. 
  • Strong understanding of creating films that focus on framing complex messages for a government and/or high-level audience that compel audiences to take action. 
  • At least five years’ directly relevant professional experience. 
  • Fluency in English and Nepali language, with excellent communication skills (knowledge of the local language of Karnali and province 2. is desirable, but not essential.) 
  • Experience of working in province 2 and Karnali  is desirable but not essential.

9. Requirement of Consultancy: 

Please submit a proposal including the following: 

  • A cover letter describing briefly how your experience meets the requirements of the assignment. 
  • A technical proposal including your understanding of our needs, a work plan including the overall approach, proposed methods, etc. 
  • A description of the consulting organization or individual applicant, including the curriculum vitae of primary consultant and short biography/ies of any additional members of the team, highlighting expertise needed to support the technical proposal and references. 
  • A financial proposal for the completion of the deliverables. 
  • Examples of relevant previous work as outlined in the essential qualifications section above An Individual or firm both can apply. Profile of the firm/team mem
  • NNDSWO will evaluate the proposals as per the procurement rule of the organization and award the assignment based upon technical and financial feasibility. Only the successful applicant will be contacted. The total costs of the assignment can be negotiated with the consultant.

10. Selection criteria 

NNDSWO select consultants through a competitive procurement process. The consultants will be evaluated based on the following selection criteria: 

  • Strength of artistic/impactful vision for documentary 
  • Financial proposal (competitiveness of rates proposed proportional to quality of what is offered) 
  • Human resources proposed for the assignment 
  • Experience and expertise of the filmmakers 
  • Examples of past work and how closely these align with the needs of this project
