PRODUCTION OF ANIMATION VIDEO

1.   Background

VSO has been in Nepal since 1964 and currently implementing its programmes in 20 districts of five Provinces. Currently, VSO Nepal programme focuses on Education, Sexual and Reproductive Health and Rights, Youth, Livelihoods, Gender & Inclusion, Governance, Climate Change and Resilience. Through the Volunteering for Development (VFD) approach, VSO aims to be more responsive to and actively engaged in supporting disadvantaged groups.

VSO’s Strengthening Access to Holistic, Gender Responsive, and Accountable Justice in Nepal (SAHAJ) aims to reduce vulnerability towards different forms of Gender-Based Violence (GBV) particularly against Women and Girls, break the culture of silence around GBV and increase access to security and justice services. This is a consortium project led by Voluntary Service Overseas (VSO) with International Alert (IA) and partners namely Forum for Women, Law and Development (FWLD); Antenna Foundation Nepal (AFN); Emory University; SAMAGRA and MAHURI Home. SAHAJ is one of the projects within UKAID’s Integrated Programme for Strengthening Security and Justice (IP-SSJ). The project covers total of 13 districts in Province no. 2 and Lumbini Province.

SAHAJ through the uses of different approaches worked to establish positive social norms. Various Diffusion’s component was designed to strengthen coordinated effort in transforming harmful social norms and practices around GBV with specific considerations on breaking the culture of silence and increasing justice-seeking behaviour.

Mainly the approaches such as Family-Centred Approach (FCA) and School Centred Approach (SCA) of SAHAJ worked to bring in positive transformation through diffusion by a) creating enabling environment to expedite positive changes on social norms around breaking the culture of silence surrounding GBV b) publicizing the changes regarding social norms and, C) Reinforcing new behaviour and norms.

To exhibit the procured and impact of those innovative approaches the proposed consultancy will serve to expand the scope of transformative norms and behaviours. The two animated videos showcasing the development of the strategy of the approaches (each less 2 to 5 minutes) will be developed in Nepali and English Language. To create consistency with our evolving organizational brand guidelines and expanding track record, efforts should be taken to ensure the video files can be easily refreshed regularly with updated brand assets (logos, font, colours, etc.).

Through this work, SAHAJ encourages innovative ideas and contents that can gain quick attention for further references as a key knowledge product and bring the change in harmful social norms and promote activities that tend to associate the credibility and reliability of SAHAJ.

2.   Objective

Production of Animation Videos on procedures of adopting FCA and SCA:

Identify and create Animated video on SAHAJ’s two major approaches (FCA and SCA) to be used as a knowledge product acknowledging the branding, promotion and dissemination of the key messages which includes

  • Highlight underlying principles of the approaches.
  • Demonstrate a cost-effective method for spreading the beneficial impact of family, community, and school-based approaches to participants' networks, resulting in long-term social changes.
  • Feature the work with and successful engagement of men and boys to transform gender norms,
  • Messaging that the approaches have been supporting on women’s mobility and public outreach, financial independence and justice seeking behaviours can increase the family honour,
  • Promote breaking the culture of silence against all forms of GBVs
  • “Gender Relations, Gendered Social Norms, and Masculinities,” which discusses the context of societal gender norms and their impact on behaviours.
  • Develop influential character(s) for the videos

3.   Production process and deliverables:

Key deliverables

  • Identify the best animation video contents, format, length and the character for the videos of 2 approaches (FCA and SCA) preferable length- 2-5 minutes each in both Nepali and English Language
  • Develop a 3D (Preferable) or 4D animation Video
  • All the deliverables should be made in between  31st May 2021-10th June 2021
  • All the video should cover the above-mentioned strategic interventions (but not limited to) of SAHAJ.

Strategic Interventions/ Process to meet the deliverables

  • Inception Workshop with the project team
    • Discuss and brainstorm the concept of animation video (visual style (narration, music, plots) + contents + influential character + coverage areas/theme)
  • Finalization of the overall concept and plans
    • A detail work plan on characters, key messaging ideas, contents, quality of the
    • video, length and rationale for the identified tools)
    • The developed process of Motion 3D or 4D animation should carry the following approval from the team:
      • The script, Voice Over Recording (Script), Style Frame, Storyboard and Animation
  • Scripts/storyboard outline for approval before proceeding
  • Package and delivery
    • Final formats of 4 videos 1) HD, 2) non-HD versions, and 3) Web-ready versions
    • Archive package of all usable footage including production design files and B roll.
  • Closing workshop (Organise by the project team with the consultant)- Virtually
    • Identify dissemination platforms to reach out to the public
    • Dissemination strategies/frequencies
    • Further recommendation for the project team
  • Develop the animation project that covers change as intended through the implementation of SAHAJ; the videos should check the following details:
    • Colours: Uses of VSO’s Brand
    • Characters: Should represent the people of Province number 2 and Lumbini Province with some other as per relevance.
    • Specific styles: The soft learning sharing animation or visual style that can diffuses the message.

4.   Reporting Line

The Consultant will work in close coordination with SAHAJ Project’s Communications and Learning Specialist and Research Manager.

5.   Equipment for the Assignment

All the equipment needed for this assignment will be provided by the contractor, no equipment to be purchased under this assignment.

6.   Required Qualifications and Experience

The consultancy firm will be required to have.

  • Minimum 3 years experience in animation and normal video production both in production and post-production for the development organization also for national and international level standards.
  • Extensive experience in Pre- Production, Production and Post- Production of Animation, documentaries on Social Norms, GBVs, Audiovisual stories of change.
  • Must have a proven track record in all required areas of production (including scriptwriting, planning, cinematography, editing and mixing)
  • Video and animation video presentation in context to Terai part of Nepal associating social norms will be prioritized.
  • Proven Knowledge in storytelling and producing documentaries for national, international and local development organizations preferably on social norms or behavioural change
  • Ability to innovate the concept and outstand the product among the competitive consumer market
  • Well-equipped with updated software and hardware to ensure smooth and high-quality production
  • Worked on the various thematic areas of Harmful Social Norms and its impact through digital marketing
  • Works that reflect positive effects on human life by using the arts, education, and knowledge transfer

7.   Duration of Assignment

The consultancy period will be for 20 days effective from the contract signing date.

The consultant will submit a detailed work plan schedule which will be approved by VSO Nepal.

8.     Remuneration and Payment Procedures

The consultancy firm’s payment will be based on the financial proposal developed for this consultancy.

Payment will be made in two instalments:

a. 1st instalment of 30% payment will be made upon signing the contract and completion of Inception Workshop

b. The final instalment of 70% will be made after the successful delivery of the final animation.

9.   Intellectual Property

The contract will be work for hire. Therefore, all planning and work products and all final outputs of this project will be the property of VSO. Except for purposes of this assignment, no information about the planning or production of the videos may be disclosed or used by the consultant without the written permission of the VSO Nepal.

10.   Logistics and Quality Assurance Procedures

  • The production house is required to set out their approach to ensuring complete compliance with international good practice with regards to ethics and protocols particularly with regards to safeguarding children, vulnerable groups and those in fragile and conflict-affected states. Consideration should be given to:
  • Administrative, technical and physical safeguards to protect the confidentiality of those participating in the News and Article related issues.
  • DO NO HARM to any lingual, sex, culture and sovereignty with the content.
  • Data protection and secure maintenance procedures for personal information.
  • Age-appropriate assent processes based on reasonable assumptions about comprehension for the ages of children they intend to involve in the documentary.

11.  Application Procedure

Consultancy firms are required to submit the following:

  • Letter of interest
  • A technical proposal which includes objectives and method with a detailed timeline.
  • At least two samples of previous productions in line with the technical and creative requirements of the project- Links to the YouTube or cloud-based platforms (Private or public link)
  • Financial proposal indicating consultancy fee and a breakdown of expenses.
  • Copy of company registration certificate
  • Copy of PAN/VAT registration certificate
  • Latest Tax Clearance Certificate FY 076/77
