Aasaman Nepal (ASN) with the vision of happy and healthy children is currently working in 16 districts of Nepal, irrespective of geographical location. Dedicated to children's education, health and rights, ASN works in various developmental themes; Health and nutrition, education, child protection, natural resource management, livelihood, and humanitarian response.

Assessment and identifying job creation opportunities for Youth, with a focus on female Youth
1. Project Background
Promoting Citizen Empowerment and Inclusive Democracy in Province 2 (Nagarik Sakriyata) is a four-year project funded by the European Union and it aims in the target areas that a comprehensive understanding of local governance has occurred, and practical implementation has been anchored into day-to-day reality as well as in the regular calendar of events between local government and citizens. It is being implemented in Rajgadh and Bishnupur Rural Municipalities in Saptari, Karjanaha and Kalyanpur Municipalities in Siraha and Isnath and Baudhimai Municipalities in Rautahat districts.
The project aims to work with local as well as provincial government while keeping the empowerment of marginalized citizens at the core of its mission. The project provisions for agricultural and market-oriented vocational skills/training to youths (especially for youth girls) for their socio-economic empowerment. This is to strengthen and empower the youth networks at local level in agriculture and viable market job opportunities that will support them for income generation and establish strong linkage with local government.
2. Objectives of the assessment
The assessment targets to link the youths to the local government in order to access or request funds to enable them to start new economic activities. The recommendations of this assessment will be used to assess and identify market-based work opportunities and therefore up-skilling for employability of targeted Youth-led CSOs, especially young women from marginalized communities, Dalit and Muslim.
The main objective of the assessment is to find out viable enterprise and employment creation sectors based on market situation and existing skill base of the targeted beneficiaries. The assessment shall focus on identifying potential skills training courses that could increase the employability and small business entrepreneurship developments among Youth-led CSOs, especially young women from Dalit, Muslim, and marginalized communities.
3. Scope of work
The assessment is to be conducted in Isnath and Baudhimaipalikas of Rautahat district; Karjanha and Kalyanpurpalikas of Siraha district and Bishnupur and Rajgadhpalikas ofSaptari district. The assessment should be carried out in consultation with key informants from the local government representatives, local stakeholders, entrepreneurs, local traders/market, youth groups, local NGOs working on youth entrepreneurship, and vocational training centers located in three districts of province two.
4. Methodology
Individual consultant/firm should devise the best approaches for undertaking the market assessment. The following guiding principles should be taken into consideration:
- Desk review of secondary data including project document and existing reports.
- Interviews with local government representatives, local stakeholders, entrepreneurs, local traders/market, youth groups, local NGOs working on youth issues/entrepreneurship, private companies, vocational training centers.
- Focus group discussions with employed and unemployed youths belonging to the target groups in the areas of project implementation.
- The questionnaires must be developed in consultation and feedback from Aasaman Nepal and WHH, Nepal
5. Target groups/Survey Locations
The assessment will be carried out in Rajgadh and Bishnupur Rural Municipalities of Saptari district, Karjanha and Kalyanpur Municipalities of Siraha district and Isnath and Baudhimai Municipalities of Rautahat district. It will focus on Youth-led CSOs, especially young women from Dalit, Muslim and marginalized communities for agricultural and market-oriented vocational skills/training to youths (especially for youth girls) for their socio-economic empowerment.
6. Reporting and key deliverables
- Detail report with in-depth analysis of qualitative and quantitative data including list of viable skill sectors for vocational training and support.
7. Consultancy Timeframe
The study is expected to start by the first week of March 2020. The final report on the study should be submitted to ASN within the timeframe provided below.

8. Required documents and qualifications (individual consultant/firm)
- Bachelor's degree in social sciences or related field.
- Minimum three years of relevant professional experience in research and studies related toincome generation and vocational training activities.
- Individual or the consultant firm must have sound knowledge of the policies, rules, and regulations pertaining to vocational skill training and employment sector in Nepal.
- Consultant has demonstrated excellent analytical and writing skills.
- Must have strong background and experience in data collection and analysis.
- Must possess excellent statistical and quantitative data analysis skills.
9. Payment Modality
- 30% of payment will be made upon the signing of the contract.
- 30% upon submission of draft assessment report and the remaining 40% will be paid after the acceptance of the final report.
10. Application Procedures
Interested private firms and individuals, who meet the above requirements, should apply by submitting their Expression of Interest (EoI) with Concept Note (not more than 5 pages). The outlines should include the methodology, similar work experiences, brief technical description and capacity of team proposed and estimated budget to accomplish the aforementioned tasks with subject line “assess and identify job creation opportunities for Youth, with a focus on female Youth, Nagarik Sakriyata project” to the following email address. The closing date for applications is 26 February 2020. Only short-listed applicants will be contacted for interview. The short-listed applicant will be required to present their proposed methodology and previous similar experience. Any decision for disqualification rests solely with ASN.
