Human Rights and Environment Development Centre (HuRENDEC) Nepal, Kalikot and Social Empowerment and Building Accessibility Center–Nepal (SEBAC-Nepal), Kailali JV hereby invites application, for the below mentioned position, from interested Nepalese candidates who is reliable, accountable, have an ability to deliver results for TB-SWAp-III program which is being funded by TBSU/HELVETAS Swiss Intercooperation Nepal in all 10 districts of Karnali province. The project is designed to provide technical assistance for trail bridges in Karnali Province.

1.Position Title: Technical Coordinator (level-9)-1  

Job Location: Joint venture (JV) of HuRENDEC and SEBAC-Nepal’s Provincial Office, Surkhet   (with frequently field visits in targeted districts/ municipalities)

Subordinate: Technical officer, Account officer and auxiliary staff

Report to:  Program coordinator

Major roles and responsibilities 

• Overall responsible for technical management of TB-SWAp-III program in Karnali Province.
• Coordinate and provide technical assistance to the Palikas/IDOs and NGOs in Karnali Province.
• Find out the gap on technical and social capacity of the Palika/IDOs/DCCs/NGOs.
• Monitor the progress/quality of new constructed/maintenance bridges using PMIS/TBSIS data system. Up to date data entry and compile PMIS / TBSIS system.
• Assure the consistency with the TBS/LIDP (prioritizing RM, MM, Rehab and NC and applying the prioritization formula in particular) and approval by the Palika Council.
• Develop and maintain working relationship with the Palikas, IDOs, Provincial authorities, NGOs, and UCs.
• Attend the stakeholder’s meetings including Palikas, IDOs, NGOs, UCs and provincial authorities. 
• Assist the Palikas/IDOs in finalization of their annual Bridge Planning and Budgeting.
• Assist and ensure that all Palikas and IDOs prepare and submit Procurement Plan.
• Ensure that NGOs are submitting NGO monthly progress report timely.
• Review progress vs. plans with the Palikas/IDOs/NGOs and UCs.
• Continuously assess the HR-capacity available in Palikas/IDOs/NGOs and work to full the capacity gap.
• Monitor that Palikas, IDOs integrate TIM into DTMP. Monitor that the Prioritized / Completed bridges are identified in TIM. 
• Strengthen maintenance by institutionalizing it within municipalities based on Maintenance guide line.
• Facilitate / assist and ensure that Palikas/IDOs prepare and update DBR with bridge condition. 
• Ensure that Palikas/IDOs includes bridge maintenance as a priority in their bridge planning based on DBR
• Provide technical guidance to the team to prepare cost effective, environmental friendly, socially acceptable and economically viable bridge design. 
• Monitor each bridge at the critical milestones to assure the technical quality of the bridges.  Ensure that all the bridges are safe and sustain the design load. 

Key Skills and Qualifications:

• Bachelor’s degree in civil engineering;
• At least 3 year experience in similar positions preferably in trail bridge program;
• Good understanding of rural transport infrastructure and current issues of trail bridge program in Nepal;
• Familiarity with the functioning of the line agencies of the GoN, NGOs, private sector and development partners;
• Good coaching, mentoring, facilitation and communication skills; 
• Good understanding of Conflict Sensitive Program Management;
• Readiness to conduct field visits in remote areas with simple facilities;
• Good verbal and written communication in Nepali and English;
• Ability to represent and interact independently with Palikas/IDOs/Provincial authorities.
• Understanding on Local context and Local Language will be appreciated
