Position: Technical Advisor - Management Information System (MIS)

The U.S. Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed and consumed worldwide. USP’s drug standards are enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries.

The Promoting the Quality of Medicines Plus (PQM+) program, funded by USAID and implemented by USP, improves access to quality-assured priority medicines and addresses the proliferation of poor- quality medical products in low- and middle-income countries. PQM+ will strengthen medical product quality assurance systems through cross-sectoral and systems strengthening approaches and the application of international quality assurance standards across the pharmaceutical system. By sharing scientific expertise and providing technical support and leadership, PQM+ helps create resilient and robust local health systems that address diseases like HIV/AIDS, tuberculosis, malaria and neglected tropical diseases, as well as improves maternal, newborn and child health.

USP is seeking for a Technical Advisor - Management Information System (MIS) in support of PQM+ program implementation in Nepal.

Summary of the Position

Under the guidance of the Deputy Chief of Party, the MIS Advisor design, develop, and improve new or existing MIS systems to help analyze, collect and process data/information in order to generate reports about the current status and perspectives of the PQM+ Nepal program. The MIS Advisor will provide IT support to the program office and will be responsible for troubleshooting system hardware, software, networks, and operating systems. This is a non-supervisory position

Roles and Responsibilities

A.  Program Support: 

  • System design/modify for data housing of inspection module of National Regulatory Authority and develop interoperability of the designed software with the existing system of the NRA.
  • Orientation and continuous training to NRA on functioning of added system and support in troubleshooting of the system.
  • Support to prepare standard operating procedure and user guide related to the existing and added IT system 
  • Ensure data integrity and proper storage of all IT related software of NRA.
  • Analyze data quality of NRA regarding efficiency for Risk Based-Post Marketing Surveillance planning (MedRS tool).
  • Conduct gap analysis for interoperability of DAMS with MedRS tool.
  • Technical assistance to DDA to strengthen information management systems functionality and interoperability.
  • Support National Medicines Laboratory (NML) to enhance data integrity and information management (integration of identified laboratory instrument to central server through licensing).
  • Support NML to prepare standard operating procedure and user guide related to the information management system infrastructure (management of data from various instrument through central server).
  • Build capacity of NML on electronic data management (user privileges, data security, data backup etc.)

B.  Operational Support:

  • Responsible for troubleshooting system hardware, software, networks, and operating systems
  • Develop specifications of IT related procurements and able to evaluate and asses the potential vendor in finalizing procurement process. 
  • Make recommendations about purchase of information technology resources
  • Train staff about the potential uses of existing technology

Basic Qualifications

  • Minimum of Bachelor’s degree in MIS, ISM, or Business Computer Science, Information Technology, or any IT or MIS related degrees. 
  • Minimum of five (5) years of work experience in the field of Information Technology or MIS

Preferred Qualifications

  • Master’s degree in MIS, ISM, or Business Computer Science, Information Technology.
  • Practical experience of Data Warehousing, data extraction, manipulation, and analysis
  • Advanced computer skills of Microsoft Tools, including Excel and PowerPoint
  • Prior experience in USAID or donor funded project
  • Strong people management skills, including of virtual, matrixed teams
  • Excellent client relationship management skills 
  • Excellent written and verbal communication skills
  • Ability to work in cross-cultural settings. 
  • Ability to demonstrate highest degree of ethics and integrity.
