Lumanti Support Group for Shelter is a non-government organisation dedicated to the alleviation of urban poverty in Nepal through the improvement of shelter conditions. At Lumanti, shelter means the whole living environment, therefore, Lumanti's activities are wide-ranging. They include shelter upgrades, micro-finance, education and children's programmes, good governance, gender equity and advocacy. Lumanti means "memory" in the Newari language. The organization was established in 1993 in the memory of Ramesh Manandhar who died in a plane crash in 1992. Ramesh was a driving force behind moves in the early 1990's to raise awareness about urban poverty and shelter conditions.

Background

Lumanti Support Group for Shelter, a non-government organization actively contributing to the improvement of the living conditions of low-income people in Nepal through improved shelter, is currently seeking applications from qualified Nepalese citizens for the post of Sub – engineer for Resilient Communities through Vulnerable Earthquake Recovery (ReCoVER)

ReCoVER is a CRS led multisector recovery project (Jan 2021 – Dec 2023) that will support 6,240 most vulnerable families affected by the 2015 earthquake. Using a targeted, tailored approach to reconstruction, ReCoVER will assist 4,000 vulnerable families in the earthquake affected districts of Nepal to build back safer homes. The project will support additional families with water supply and livelihood improvement activities to ensure that a total of 6,240 families, or 31,200 individuals, survive and thrive in their homes and communities. Lumanti Support Group for Shelter, as a consortium partner in ReCoVER, is implementing the shelter component across Kaski, Tanahun, Lamjung, Makawanpur and Chitwan.

RESPONSIBILITIES

  • Support the Shelter coordinator for the reconstruction of houses of vulnerable families supported by the project
  • Support the Shelter coordinator to implement trainings planned under the project.
  • Coordinate with NRA, NRA Engineers and relevant stakeholders as necessary
  • Ensure promotion of participatory approach, community is well mobilized and project concept is well understood.
  • Aware about NRA guidelines, Government Norms etc. 
  • Provide orientation to the masons, house owners and other relevant stakeholders on Household reconstruction and relevant policies.
  • Providing information regarding building construction, relevant policies, government grant, NRA guidelines and minimum requirements for safe construction and other information to the project participants and local masons.
  • Provide technical door to door supervision of Household under construction in the wards of the allocated municipality.
  • Ensure effective integration and mainstreaming of gender and the principle of 'inclusiveness'.  
  • Ensure that designs, drawings, and cost estimates for construction are prepared, checked and approved before expenses are incurred 
  • Ensure that all financial requirements and norms are met before making recommendation for payment of expenditures or settlement of accounts.
  • Daily reporting of work in progress to Shelter Co-coordinator and Follow his/her instructions 
  • Represent Lumanti in the meetings with stakeholders in the community as required

KEY COMPETENCIES

  • Sub-Engineering in Civil Engineering
  • Minimum 3 years of work experience 
  • Gender sensitive
  • Ability to work in the team and have the team work spirit
  • Experience on disaster responsive activities
  • Experience on socio and technical skill in working with community groups in housing and community development 
  • Ability to work under pressure and ready to work long hours if required 
  • Willing to work in remote area and in difficult situation
  • Keen interest and commitment to support for community led development processes.
  • Experience using Auto CAD, Design tools, MS windows and MS office packages (Excel, Word, PowerPoint).
  • Driving license for two-wheeler preferred

Travel: This position is based in designated RM/Municipalities, he/she can expect up to 80-90% travel in the field. Travel includes trekking long distances to remote areas and staying in villages. Travel in the field will be required to coordinate with community/local stakeholders, monitor project activities, ensure feedback and response mechanism are communicated, understood and accessible, ensure protection and safeguarding in implementation.
