Position: Senior Program Coordinator–Bardibas Cluster
Line Management Report To Program Director Technical Reports To NA Supervision: Bardibas Cluster – District Coordinators, Training Field Supervisors - Transition Districts, Program, Technical, Monitoring, Evaluation, Research & Learning (MERL) and Admin Finance staff of Bardibas Cluster Office Location: Bardibas Cluster Office with frequent field visits (40%)in the program districts
Purpose of the Position: Senior Program Coordinator (SPC) will be a member of Extended Senior Management Team (E-SMT) and is responsible for the oversight of One Heart Worldwide’s Bardibas cluster operation. This position will provide programmatic and managerial support for planning, implementation, and monitoring of OHW’s Network of Safety for Women and Newborns in program districts under Bardibas cluster with periodic field visits as well as provide administrative support for ensuring adherence of policy and procedures. The SPC’s main responsibilities include but not limited to:
Program Planning/ Development/Coordination: Under the direct supervision and guidance of the Program Director, the SPC will supervise and monitor program activities in the Bardibas cluster districts and will: - Design and develop the detailed implementation plan (DIP) for this Cluster, district offices and implementing partners.
- Work closely with the Central Office team and Cluster team and implementing partners for implementation of the OHW program activities in the districts under Bardibas cluster office
- Monitor progress against the approved targets, provide programmatic and financial reports ensuring quality.
- Establish effective collaboration and coordinate with respective key stakeholders including Social Development Ministry, Province Health Directorate, Health Offices, local government offices, OHW implementing partners and other relevant partners for smooth implementation of all OHW activities.
- Make regular visits to program districts, district offices and implementing partners’ offices to assess progress in program management, implementation, financial expenditure and report back to the management.
- Represent OHW and participate in relevant meetings/workshops/interaction programs at province, district and local level.
Management and Administrative Tasks: - Work closely with the district coordinators and implementing partners provide precise information to Program Director and Administrative & Finance Director on financial forecasts and spending plan, and recommend payment requests.
- Support Program Director and OHW Senior Management Team with program planning, budgeting, including projections in accordance with institutional guidelines.
- Contribute to the collection and dissemination of information on project activities, outcomes, best practices, and lessons learned including success stories, study results and articles.
- Maintain program files for technical deliverables, reports and study results;
- Maintain project activities calendar and monitor completion of routine OHW monthly, quarterly and donor reports
- Exercise sound skills in the cluster, district level and implementing partners’ management; support OHW team in HR and Admin functions
- Support to manage program staff, including participation in the recruitment process, preparation of scopes of work, and performance monitoring Support Logistics and Procurement team to prepare annual procurement plan and list. Support the team from requisition process, to deployment and proper handover of supplies and equipment required for various OHW program activities.
- Adapt and implement organizational initiatives, systems, and policies; monitor compliance and policies
- Provide technical assistance and strengthen the capacity of the district offices, stakeholders and the implementing partners.
- Other relevant duties as assigned by the supervisor or SMT members
Communication and Information Processing: - Communicate with the Nepal SMT and supervisor regularly and as required
- Attend and respond to requests and inquiries, both internal and external, in a timely manner
- Work together with the Monitoring, Evaluation, Research & Learning Team and Training Team in the preparation of program briefs, press note and other advocacy materials. This includes obtaining successful case stories from the districts, audio-visual materials, etc.
- Prepare presentations and graphic material for OHW reports, work plans, review meetings and other documents; review reports, presentation and other materials from the implementing partners.
Job Specifications (minimum job requirements): Academic qualification and work experience: - Master degree in public health or related field with minimum of 5 years of work experience in supervisory role
- With over 7 years of work experiences in NGOs/INGOs or related field.
- Demonstrated experience and commitment in maternal neonatal health in low resources setting
Skills and abilities: - Senior-level program and administrative work experience with an excellent track record in result-based management, preferably for an organization implementing MNCH programs in Nepal
- Prolific knowledge of theories, concepts and practices in project management process-development and program execution
- Experience of working in Nepal’s health care delivery system
- Experience of managing implementing partners.
- Ability to work independently and multi-task with minimal supervision
- Ability to interact with staff at all levels in a fast-paced environment, sometimes under pressure, and be proactive, resourceful and efficient, with a high level of professionalism;
- Excellent oral and written communication skills in English and Nepali; expertise in local dialect of province two is preferred.
- Excellent organizational, articulation and managerial skills and attention to detail
- Computer literate with experience in Microsoft Office, including Word, PowerPoint, and Excel
- Strong stakeholder management and negotiation skills
- Willingness to travel remote areas
