1. PROJECT BACKGROUND:

The USAID/Nepal Karnali Water Activity will create healthy, resilient, and water secure communities at the watershed level through strengthened water and sanitation governance that improves water resource management (including water for more resilient and biodiverse ecosystems), enhances sustainable access to drinking water, improves agriculture water management, and reduces the fecal pathogen burden in the environment from poorly managed non-sewered sanitation through fecal sludge management. The program team will methodically integrate Water Resource Management (WRM), watershed biodiversity conservation, and water and sanitation service delivery by mapping and strengthening the roles, connections, and capacities of key actors and stakeholder’s system wide.

Water Use Master Plans (WUMPs) incorporate all possible uses of water resources and cover four components of water resources management pertaining to (i) water supply and sanitation; (ii) irrigation and drainage; (iii) environment and climate adaptation; and (iv) water energy. They are an integrated, inclusive planning tool for local governments to synchronize WASH Plans; implement prioritized Drinking Water Schemes (DWS), including Multi Use Schemes (MUS) and Source Conservation (SC); and develop service providers. Throughout these processes, WUMPS emphasize the inclusion of women and socially and economically marginalized communities in the planning, implementation, and utilization of water resources. As such, WUMPs are a cornerstone the USAID Karnali Water Activity.  

2. POSITION DESCRIPTION:

WUMP is a key entry point of USAID Karnali Water Activity to implement its activities at the local level. The project has set a milestone to support 29 target municipalities in preparing 14 WUMPs in Year 1, and 15 in Year 2. The basis of WUMP formulation is the existing WUMP Guidelines, prepared and issued by the Ministry of Water Supply and Ministry of Federal Affairs and Local Development in 2016. The Guidelines outline 17 steps for WUMP preparation, implementation, monitoring and updating. Many changes have occurred since the development of the 2016 Guidelines, including the Federation of Nepal which created three layers of government with different and distinct roles and responsibilities. Consequently, the concept, content, process, and methodologies in the existing WUMP Guidelines may no longer be fully relevant, with updates to the Guidelines themselves needed. In this context, USAID Karnali Water Activity has reviewed the WUMP Guidelines to identify areas for improvement and efficiency gains and collated its findings in a WUMP Review Report. The Activity now aims to validate the findings and suggestions of the WUMP Review Report with WUMP owners (mainly LGs), developers, practitioners, and users so that the Report can be used to revise and update the 2016 WUMP Guidelines. As such, the USAID Karnali Water Activity seeks a facilitator for a validation workshop and a co-creation workshop with WUMP developers to determine how to best develop and/or update 14 WUMPs.  The WUMP Review Report, along with the feedback and recommendations gathered from the workshops, will be submitted to the Ministry of Water Supply along with a request to revise the WUMP Guidelines accordingly.

The USAID Karnali Water Activity team has planned a Validation Workshop to validate the observations, findings and recommendations of the WUMP Review Report in early February 2022. Following this event, the team plans to conduct the participatory WUMP Activity Co-Design Workshop, inviting local resource partners and MWASHCCs to engage in an intensive dialogue in Surkhet to collaboratively develop and agree on an outline/process for developing WUMPs including TOR, milestones, timeline, and budget. The workshop will generate the methodologies and tools for developing new WUMPs and updating/revising existing ones. The short-term consultant will contribute his/her services on the following objectives of the assignment. 

3. OBJECTIVE OF THE ASSIGNMENT:

The overall objective of this assignment is to facilitate two separate workshops and support in updating the WUMP review report and in developing a SOW for developing new WUMPs and updating existing ones as mentioned above. 

4. SCOPE OF WORK: 

  • To facilitate the WUMP Review Report validation workshop 
  • To review, revise and finalize the WUMP Review Report based on outcomes of the validation workshop  
  • To facilitate the WUMP Activity design co-creation workshop and develop methodologies and tools to guide the development of new WUMPs and update/revise the old existing ones. 
  • To explore an idea for integrating WASH Plan in WUMPs for the synergetic blend 
  • To prepare Scope of Work (SOW) for WUMP development for local resource partners to engage on USAID Karnali Water Activity

5. DELIVERABLES:

  • Revised and updated WUMP Review Report 
  • Methodologies and tools to guide the development of new WUMPs and to update/revise the old existing ones; including a plan to integrate WASH Plans into the WUMPs.
  • Scope of Work (SOW) for WUMP development for local resource partners
  • Two workshop event reports

6. PERIOD OF PERFORMANCE AND DELIVERY SCHEDULE: 

The total duration of the assignment is 20 days, beginning approximately from the first week of February 2022. The tentative delivery schedule of the assignment has been presented below.

7. REQUIRED QUALIFICATIONS:

  • Master’s degree, at a minimum, in any discipline from a recognized university 
  • Minimum 10 years’ experience on WASH related projects and programs
  • In-depth familiarity with WUMP and WASH Plan preparation and development processes
  • Excellent and proven records of workshop facilitation skills

8. OVERSIGHT AND TECHNICAL DIRECTION:

The WUMP Workshop Facilitator will report to the DCOP, who will be responsible for monitoring the progress of this assignment. The WUMP Workshop Facilitator will work closely with the Governance Manager, the Water Service Specialist, and Senior QA/QC Engineer, who will coordinate and facilitate service providers to ensure the quality of services.
