Nepal Water for Health (NEWAH) is a national level non-governmental organization (NGO) that specializes in WASH (drinking water, sanitation and hygiene promotion). Established in 1992, it has been working actively to provide basic water and sanitation related services to poor communities; and in strengthening the capacity of local communities in sustaining these services and further utilize their potential to undertake other development initiatives as per their need. NEWAH operates in selective Rural/Urban Municipalities of Nepal through its two provincial offices located in Sindhuli, Bagmati Province and Baglung, Gandaki Province of the country with the support of over 100 professional staff.

Sensor and MIS Manager

Job Summary:

NEWAH, with funding support from charity: water, is implementing drinking water supply, sanitation, and hygiene promotion (WASH) projects in selected municipalities of Sindhuli and Baglung districts of Nepal. As a key component of the WASH projects, NEWAH is piloting remote sensor-based water system installation, monitoring and capacity building activities in Sindhuli and Baglung Districts, the goal of which is to assess the functionality of the water systems in the project area. The Sensor and MIS Manager will provide overall leadership in the management and scaling-up the use of the sensor technology to improve rural water supply in Nepal. The incumbent will also be responsible for effectively managing the day-to-day planning, development, and execution of the organization’s MIS and IT functions.

Job Responsibilities: 

R1: Sensor Management, Coordination and Capacity Building 

  • Create demand for sensors across the drinking water sector in the country by developing partnerships with the government, private sector, donors, and NGOs.
  • Engage with potential partners to identify opportunities for mainstreaming sensor use in the WASH sector. 
  • Establish proper coordination and collaboration with stakeholders and coordinate sensor acquisition, deployment, and installation in the water systems.
  • Monitor the functioning of the water systemsand the sensors using remote data, andarrange for repair and maintenance works wherever necessary. 
  • Support the Municipalities/Rural Municipalities and the Water and Sanitation Users Committees (WSUCs) to develop tools to monitor sensor performance and its sustainability.
  • Document knowledge and practices related to the sensor use and explore possible ways to incorporate them in NEWAH operating procedures.
  • Build partnerships with Municipalities and local WASH stakeholders to mainstream sensor use for community-based operation and maintenance(O&M) of water supply and sanitation systems (water points and other structures). 
  • Monitor functionality and operation/maintenance of water supply systems and keep the stakeholders, including the donor, informed.
  • Ensure smooth implementation of sensor project in line with NEWAH and donor requirement
  • Take lead role for sensor project implementation, management, dissemination the learnings in national and local forum. 
  • Plan and implement capacity building activities.

R2:   Pre and Post Implementation Activity (PPIA)

  • Support project PPIA including collation, analysis, and reporting of base-line and end-line survey data and post-implementation project monitoring and evaluation.

R3:   MIS and IT

  • Provide leadership to ensure the smooth operation of NEWAH’s MIS and IT systems.
  • In coordination with the HQ and the Province staff members, identify information and data analysis needs for the organization.
  • Ensure that the related information systems are designed and managed in a way to facilitate the effective gathering, processing, distribution, and use of pertinent information required by all departments.
  • Enhance NEWAH’s MIS and IT systems and services to meet the needs of the organization, donor, and partners.
  • Provide leadership in the development and implementation of MIS and IT-related capacity-building activities.
  • Design, develop and manage databases, spreadsheets, and other tools for data collected from a range of sources and for a range of purposes.
  • Troubleshoot and fix issues related to MIS and IT systems. 

R4:   GIS

  • Provide GIS expertise in project planning, design, implementation, monitoring, and evaluation.
  • Create and manage GIS products including geospatial database and maps, and ensure that the products meet the requirements of the organization, donor, and partners.

R5:   General

  • Conduct any other specific tasks as assigned by the Deputy Director.

Duty Station: Headquarters based in Kathmandu with frequent field visits.

Expected Start Date: 1st March 2021

Probation Period: Six-month probation period 

Salary and Benefits:

  • Basic Salary scale per month NRS 62,000
  • Dearness Allowance per month NRS 32,600
  • PF, Gratuity & other benefits as per the rules of the organization

Academic Qualification:

A Master’s degree in any discipline with bachelor’s degree in computer engineering, information technology, information system management or related field.

Experience:

At least 5 (five) years of progressively responsible experience in MIS and IT management in I/NGO or donor-funded development projects. Hands-on experience with collection, processing, analysis,and interpretation of numerical and geospatial/GIS data is highly desirable. Familiarity with current development practices, policies, organizations and government agencies in the WASH sector of Nepal is an advantage.

  • Excellent report writing, documentation, presentation, facilitation, and interpersonal communication skills.
  • Proficient in M.S. Office (Access, Excel, PowerPoint, Word, Photoshop), Database Management, SQL, and Programming (Java/C/C++). Knowledgeable of GIS (Google Earth Engine/ArcGIS/Open-Source GIS) and statistical analysis.
