Details / requirements:

BRC-IFRC is looking for a Senior Technical Coordinator, who will be responsible to support NRCS for implementation of high-quality projects BRC supported projects by bringing technical synergy across all projects, providing technical backstopping for timely and effective implementation of all project activities. This position will act as overall technical focal person at BRC for providing technical guidance to programme team for DRR-CCA, resilience programming and disaster climate risk governance across all its projects. During the course, the position is required to liaise with relevant state and non-state actors in order to obtain strategic support necessary for the pursuit of programmatic goals.

British Red Cross (BRC) a member of the Red Cross Red Crescent Movement (RCM) is committed to increasing impact of the RCM by supporting communities and individuals to better prepare for, withstand and recover from disasters, conflicts and other crises. Under the 2030 International Strategy BRC has been increasing its support to the RCM’s disaster response operations around the world in the areas of disaster preparedness, health and social care, water, sanitation and hygiene, disaster risk reduction, and organisational development.

In Nepal BRC is supporting Nepal Red Cross Society (NRCS) in implementation of various donor and internal supported funding project/ programmes aligned with its regional action plan to strengthen disaster preparedness, DRR/M, Cash Preparedness, Population and Migration, Humanitarian Response and Recovery, addressing health inequality with DRR-CC approach, National Society Development, to improve the disaster & climate resilience of local governments, the Nepal Red Cross Society (NRCS) and citizens, including vulnerable groups. 

This role is based in Kathmandu with regular field visits (approx. 70%) to programme areas and will work in coordination with programme and support team and National Society. The position will directly report to the Country Manager and with dotted line with Regional DRR Advisor as technical manager.

Job Purpose

The overall purpose of the position is to support NRCS for implementation of high-quality projects BRC supported projects by bringing technical synergy across all projects, providing technical backstopping for timely and effective implementation of all project activities. This position will act as overall technical focal person at BRC for providing technical guidance to programme team for DRR-CCA, resilience programming and disaster climate risk governance across all its projects. During the course, the position is required to liaise with relevant state and non-state actors in order to obtain strategic support necessary for the pursuit of programmatic goals. 

S/he will also provide support to the country manager in reinforcing BRC’s profile in the country through development of innovative technical concepts with safe and inclusive approaches and having evidence-based documentation that are in line with the BRC international, regional and NRCS plans and strategies. S/he is required to support in formulation of technical activities budgets, ensure timely reporting and review in line with programme objectives, indicators, work plans. S/he will work closely with Regional DRR Advisor to adapt Movement tools and approaches in DRR and CCA for application in accordance with country context and in generation of evidence and learning on DRR-CCA resilience. In case of Country Manager’s absence, the Sr. Technical Coordinator substitutes, and acts on behalf as per the delegated authority.

Job duties and responsibilities

Technical Management

  • Provide overall technical guidance to the programme team to be able to deliver high quality deliverables as per programme documents, Theory of Change (ToC), logframe, budget, action plans, donor requirements and risk management analysis. 
  • Ensure effective interlinkages of Disaster preparedness, Response, Recovery and Development Nexus utilizing ongoing BRC programme and other internal/ external resource programmes. 
  • Support in analysing the current disaster risk reduction/management policy environment, in terms of opportunities, barriers, incentives and /or implication for stakeholder that contributes to building resilience of vulnerable HH and communities.
  • Provide technical support to NRCS, PNSs for mainstreaming disaster-climate risks culminating into formulation of integrated disaster risk sensitive local level plans, policies and standard procedures.
  • Oversee implementation of network-based approach to disaster resilience, Humanitarian disaster preparedness to respond, along with target vulnerable group approach, address missing maps through advocacy and behavioural change models and collaboration and cooperation to reduce duplication.
  • Ensure mapping of technical needs to deliver the programme goals and coordinate with BRC technical advisors for support.
  • Provide oversight for the formulation of programme implementation plans and technical progress monitoring.
  • Support programme team in critical review of technical deliverables ensuring outputs, outcomes and impacts is delivered in a timely and integrated manner. 
  • Overall financial and compliance oversight of all bilateral supported projects including budget holder for the assigned projects.
  • Work with BRC team (programme and finance) and NRCS HQ team to develop and monitor overall, annual and quarterly project(s) budgets, resource allocation and utilization, budget revision and reconciliation of activities and expenditures.
  • Work on the possibility of engaging the private sector, cooperatives, insurance and risk transfers mechanisms. 
  • Ensure technical coordination and synergy between the different programme components of BRC & it’s partnering agencies through sharing of experiences, tools, methodologies, approaches and lessons learned.
  • Ensure technical programme delivery meets BRC’s internal quality standards, donor procedures and policies and that are consistent with the Red Cross Code of Conduct, the Fundamental Principles of the RC/RC Movement.   

Fundraising 

  • Support the country manager in fund raising through leading on the stakeholder analysis, needs assessment, providing technical advisory for the development of innovative project ideas aligned with the BRC’s international/ regional / IFRC and NRCS strategies and that addresses community needs. 
  • Support in collaborative technical design process and workshop with NRCS and other stakeholders.

Monitoring, Evaluations, Reporting and Learnings

  • Support NRCS with technical review meetings, tracking issues and escalating issues when necessary for decision making processes. 
  • Carry out the technical review of donor reports and other internal progress reports prior to submission to country manager.
  • Support during setting technical questionnaire formulation for baseline, mid-term, end-line assessments, and other community surveys. 
  • Coordinate with BRC technical advisors for technical guidance, external academic, research organisations and learning partner to facilitate cross learning in disaster and climate resilience. 
  • Support in identification & technical documentation of best practice, case studies and sharing of learnings in different internal and external platforms. 
  • Contribute to technical synergise in projects and share learning with other PNSs.

People Management and Mentoring 

  • Line manage the Sr. DRR Officer and Sr. PMER Officer and perform annual staff appraisals for the line reporters and develop a HR development plan.
  • Mentoring BRC, partnering NS and NRCS on DRR-CCA-Resilience and mainstreaming, risk transfer instruments and disaster risk governance thematic.
  • Support through exchange of DRR-CCA- Resilience technical expertise in BRC regional country (ies) as per the identified needs and requests following the regional action plan.

Other Tasks

  • Provide support to NRCS in the event of any disaster and subsequent response operations.
  • Represent BRC as requested by Country Manager.
  • Any other tasks specific to this position to be identified and agreed upon by the job holder and line-manager
