Position: Senior SBC and Advocacy Coordinator

Location: Province 2, Nepal

Supervisor: Chief of Party

The Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (CCP) specializes in developing and implementing social and behavior change (SBC) programs that improve outcomes around the world. As a recipient of a 27-month United States Agency for International Development (USAID) award in Nepal, CCP is seeking a full-time Senior SBC and Advocacy Coordinator to be based in Province 2.

Breakthrough ACTION is a five-year cooperative agreement funded by USAID to lead its social and behavior change (SBC) programming around the world. Primed by CCP, Breakthrough ACTION partners include Save the Children, ideas42, ThinkAction, Camber Collective, the International Center for Research on Women (ICRW), Viamo and the Communication Initiative. The vision of the project is to ignite collective action using next generation behavior change approaches to empower households and communities to become healthier and more prosperous.

The overall project objective for Breakthrough ACTION’s Nepal Reducing CEFM (Nepal R-CEFM) Project is to strengthen the institutional and technical capacity of the Government of Nepal (GON) in Province 2 at province and municipal levels to design, implement, monitor, evaluate, and coordinate effective social and behavior change (SBC) activities and strengthen child protection systems for reducing CEFM through a community-based, multi-sectoral, data-driven lens.

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES

• Implement, coordinate and advocate for overall project-related SBC and child protection system activities at the province and municipal levels and below in order to contribute towards reducing child early forced marriage.
• Work with select municipalities to enhance their SBC management capabilities.
• Work with municipalities, wards, communities and other local entities to understand their priorities and advocate for effective R-CEFM SBC processes and interventions.
• Work with municipalities, wards communities and other local entities to develop a system to identify R-CEFM SBC priorities and strengthen their capacity to develop cost-effective SBC  activity plans.
• Strengthen coordination among all partners working in R-CEFM including GON at the Province 2 municipality and ward levels and other relevant stakeholders.
• Document lessons learned for scaling up to other areas.
• Work within the decentralized system at the provincial, district, municipality and other levels for coordination and participation in the federal system formation and related activities.
• Participate and represent Breakthrough ACTION at meetings and events at federal, province and municipality levels.
• Travel within Province 2, as needed.
• Other duties as assigned.

QUALIFICATION/WORK EXPERIENCE/COMPETENCIES

Education and/or Experience

• Master’s degree preferred in Health Communication or related field.
• Expert understanding of SBC and Advocacy required.
• Experience applying SBC advocacy at local setting essential.
• Seven to ten years of related experience in areas of child marriage, women’s or children development programs, school programs, gender is essential.
• Experience with using SBC models and approaches, capacity strengthening for SBC, strategic program development, implementation, monitoring and evaluation, human centered design, advocacy, participatory social mobilization required. 
• Experience working with newly federalized GON at the subnational level essential.
• Previous experience working in Province 2 is essential.

Language Skills

• Excellent written and oral communication skills in English and Nepali.
• Ability to speak a local language of Province 2 preferred.
• Ability to effectively present information to government officials, funding organization, public groups and with community members.

Computer Skills

• MS Word, Excel, MS PowerPoint, Other standard software.
