IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The IFRC Secretariat has a decentralized structure: five regional offices (each with several country cluster support teams and country offices reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat HQ based in Geneva

The IFRC is currently present in Nepal through a Country Office (CO - first established in 1965 with a presence through regional representation at times), providing support to Nepal Red Cross Society (NRCS) programmes and capacity building. The longer-term mission of the Nepal Country Office is to facilitate organisational growth, technical capacities, partnerships and resource mobilisation that enable Nepal Red Cross Society to deliver on its 7th Development Plan 2016-2020, through the provision technical support, advocacy, representation and coordination functions, in accordance with Strategy 2030 and annual Operational Plans. 

Job purpose

The role of the Senior Human Resources Officer is to manage all HR aspects for Federation personnel as well as personnel employed for integrated Partner National Societies (PNSs). The Senior HR Officer reports to the Finance and Administration Delegate (FAD) and liaises with the HR in Regional Office when required.

The incumbent contributes to the achievement of the Federation’s SFI4 (Strategy for Implementation 4) to “ensure a strong IFRC that is effective, credible and accountable” and the role demands strict adherence to the International Federation of Red Cross and Red Crescent Societies’ Code of Conduct.  

Job duties and responsibilities

HR Policies and tools:

  • Ensuring that HR function is implemented according to IFRC’s Principles and procedures;
  • Revise and update periodically the National Staff Regulations for delegation contracted staff, ensuring that they are in line with the applicable labour laws;
  • Liaise with local lawyers when so required, ensuring overall risk management for potential legal liabilities linked to HR management;

 Recruitment:

  • Oversee a recruitment system for selection of staff and consultants based on needs assessment and Job Description/ToR;
  • Ensure briefing/debriefing schedule of all incoming and outgoing staff; liaise with admin and other departments to ensure this aspect;
  • Regularly liaise with the Asia Pacific Regional office for all delegate issues: planning, recruitment, selection, paperwork, welfare, personal health, evaluations, performance management;
  • Track contract period and process extension or replacement;

 Daily Management of HR:

  • Preparation of contracts and developing remuneration packages;
  • Be responsible for issuing of contracts, extension, warning, experience and employment letters to staff.
  • Be responsible to ensure that the personal folder archive for national and international staff contains all required   documents, track and update any missing information;
  • Develop the appropriate HR templates as and when needed and regularly update them;
  • Regularly update the staff lists and leave/ record of national and international staff;
  • Serve as the focal point for all IFRC personnel as well as integrated Partner National Societies (PNSs) personnel for recruitment, selection, contracts, briefing & debriefing, payroll, insurance including health insurance, performance management, end of mission and exit interview;
  • Upon request from FAD perform salary surveys and analysis to support FAD for revising salary scales;
  • Liaise with line managers to ensure that Job Descriptions / ToR for all IFRC personnel are regularly updated;
  • Provide timely and quality reporting for management purpose:

Payroll and Insurance Management:

  • Be responsible for checking time sheets, leave records etc. and provide the relevant information to the Finance Unit for payroll processing;
  • Liaise with Procurement department for subscribing a proper National Staff Health and GPA Insurance plan;
  • Liaise with Insurance Company for inclusion and exclusion of staff and claim settlements;

Staff performance and development:

  • Ensure that performance appraisals and objective settings are completed for all IFRC staff and organize necessary training, if needed;
  • Follow up and implement development plans for delegation staff;
  • Maintain a database of staff who have undergone training at all levels, including type of trainings, dates of training and contact details;
  • Ensure all IFRC staff are duly familiar with IFRC policies and have completed mandatory trainings (e.g. Stay Safe; Code of Conduct; Corruption prevention; WORC; Child protection);

Support to Nepal Red Cross Society:

  • In close coordination with the NSD team (National Society Development), provide appropriate technical assistance and support the capacity building of HR Department of Nepal Red Cross Society, as agreed and prioritized;

Working environment:

  • Nurturing a working environment which enables effective performance and compliance of set standards of conduct and discipline;
  • Establish and manage an appropriate system for handling misconduct and other forms of grievances;
  • In consultation with FAD, liaise with other admin colleagues for team building activities;

Other responsibilities

  • Assist the Security focal person in any security issues; e:g: support in case of medical evacuation or medical incident:
  • Follow up and reporting of audit recommendations linked to Human Resources;
  • Any other duties assigned by the line manager as required.


CONFIDENTIALITY AGREEMENT

  • He/ She must maintain a moral confidentiality agreement to the International Federation, not disclosing neither spreading information shared by an individual participant in confidence concerning his/ her experiences or other sensitive information.
  • He/ She is also in charge of organizing the archives of all human resources reports and documents and will treat them as confidential material, not for spreading beyond the target audience.
  • Should there be a breach in this confidentiality, the employer reserves the right to terminate the contract with immediate effect.
  • Exception to the rule: If the information received reveals that the delegate/staff comes to serious harm, that should be notified to the line manager whose responsibility is to act according to the Federation Code of Conduct regarding supporting vulnerable people.
