POSITION DESCRIPTION 

POSITION TITLE: Senior Counter Trafficking-in-Person (CTIP) Manager  

LOCATION: Kathmandu, Nepal,with travel to districts 

REPORTS TO: Deputy Chief of Party 

SUPERVISE TO: CTIP Coordinators 

CONTRACT LENGTH:12 months 

BACKGROUND: 

Nepal is a source, transit, and destination country for sex, labor, and organ trafficking. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed. The Hamro Samman project is a five-year program generously supported by the American people through the United States Agency for International Development and the British people through the United Kingdom’s Department For International Development and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat human trafficking in Nepal.  

POSITION SUMMARY: 

The  Senior  CTIP  Manager will provide high level of technical support and oversight to successfully implement the strategies to deliver services for the attainment of all programmatic activities. The Senior CTIP Manager will be responsible for providing technical expertise and guidance to CTIP program working alongside with federal, provincial and local Government of Nepal (GON) and Civil Society Organization (CSO) for better policy, enforcement and services on reducing human trafficking, improve CTIP advocacy and engagement and increase private sector partnerships to serve trafficking survivors and at-risk populations through TIP networks.  

ESSENTIAL RESPONSIBILITIES: 

Program Management and Strategic Leadership 

  • Oversee program and manage activities as carried out under three main objective categories of Government of Nepal, CSOs and private sectors and make sure that all program activities are fully aligned with one another in reaching Hamro Samman goals. 
  • Provide technical expertise to the coherence of activities carried out by Government of Nepal, CSOs, and private sector partners and are up to date on developments in the 
  • CTIP, foreign labor migration and the entertainment sector.  
  • Manage the program’s annual planning process and ensure timely, high-quality implementation of activities and deliverables. 

Policy, Program Development, Implementation and Coherence  

  • Take a lead in ensuring the effective implementation of program strategies, initiatives, policies, and budgets.  
  • Oversee grants to civil society organizations to strengthen CTIP activities, particularly on advocacy, outreach and improving service delivery to TIP survivors at at-risk people. 
  • Oversee the program’s sustainability strategy, including local capacity building. 
  • Ensure review program reports and respond as necessary.  
  • Provide high quality written analysis and reporting. 

Finance and budget management  

  • Work collaboratively with Integration Manager on integration approach in the funding proposals, budgeting and reporting. 
  • Carry out monthly budget reviews with the team and check budget overlap or omission across three objectives. 
  • Support team to monitor their budgets accurately in order to flag issues of spend in a timely way. 

Knowledge Management 

  • Monitor the evolving CTIP context (in Nepal and beyond) and identify best practices derived from lessons learned to be integrated across the three main objectives of the program. 
  • Develop short communication pieces to keep the donor and the public informed of the project’s work. 

Donor Relation: 

  • Ensure donor compliance on all program outcomes.  
  • Ensure donor reporting as per prescribed format on time.  

Team Management 

  • Take lead on developing program teams to develop their skills in understanding program priorities from and integration perspective. 
  • Take lead on mentoring program team, ensuring that program activities are carried out effectively in a timely manner and address the issues on time with attention to quality.  

Internal coordination and collaboration: 

  • Coordinate and collaborate closely with the senior management team, Program Team, home office and field office. 

External Liaison and Networking: 

  • Develop and maintain high level of association and liaison with government, civil society and private sector counterparts to ensure full integration and quality of activities. 
  • Represent dissemination, planning and review meetings with the Government, donors and other stakeholders. 

Other duties as assigned. 

QUALIFICATIONS:  

Education:    

  • Bachelors level degree required, in international development, management, social science, human rights, economic development, law, public policy, or other related field of study. Master’s degree strongly preferred. 

Technical:    

  • Minimum 7 years’ relevant experience working on CTIP, safe migration or other human rights issues. Must have significant technical knowledge about CTIP and/or foreign migration and entertainment sector. Demonstrated experience working effectively with government and civil society partners. 

Experience: 

  • Strong  CTIP  technical expertise with deep understanding of the causes and consequences of human trafficking and unsafe migration in Nepal. 
  • Experience of survivor-centered approaches and familiarity of efforts made by GON, civil society  and private sectors to counter human trafficking in a  way that leads to sustainability. 
  • Experience in diverse,  holistic,  integrated development programming,  designing, management, implementation, and reporting.  
  • Experience on successfully leading diverse teams building a high performing team that meets program objectives and works efficiently with other teams. 
  • Experience in implementing grants from major bilateral donors,  working with government, I/NGOs, and CSOs. 

Skills/Knowledge:   

  • Technical experience and knowledge of human trafficking, labor migration and related themes. 
  • Demonstrated senior-level management, problem-solving and strategic planning skills. 
  • Strong performance management skills, including interpersonal communication, conflict resolution and staff development. 
  • Strong budget and financial management skills. 
  • Planning and time management.  Able to priorities tasks,  manage time and tight schedules, work effectively under pressure, and assist direct reports with prioritization of tasks and meeting deadlines.  
  • Financial Management skills. Proven ability to develop and monitor program budgets. 
  • Representation and negotiation skills. Ability to negotiate and maintain relations with external stakeholders. 
  • Good communication and interpersonal skills with critical thinking and problem-solving. 
  • Excellent written and oral communication skills in English and Nepali required with demonstrated capacity to deliver high-quality donor reports and public presentations. 
  • Proficiency with word processing, spreadsheet, and presentation. 

Core Competencies: 

Professionalism: Strong technical knowledge of countering human trafficking and migration; excellent knowledge of social,  economic,  and political context and dimensions of human trafficking in Nepal. Proven experience designing and leading complex CTIP or safe migration initiatives. Proven experience managing local CSO partners.  

Planning & Organizing: Ability to plan work and manage conflicting priorities. 

Communication: Excellent spoken and written communication skills, including the ability to liaise with technical staff and present information in a  clear and concise style.  Excellent presentation skills. Fluency in written in English and Nepali. Ability to draft and write reports. Advanced computer skills, particularly in the MS Office suite of programs. 

Teamwork: Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Effectively manage team dynamics. 

Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.
