Transparency International Nepal

Transparency International Nepal (TIN) is a civil society institution dedicated to increasing public accountability and curbing corruption in all walks of life. It is registered at the Kathmandu District Administration Office and is affiliated with the Social Welfare Council. TIN is one of national chapters of Transparency International, a NGO that leads a global movement against corruption. Transparency International is active in more than 100 countries with its secretariat in Berlin. It builds up support for the national chapters as part of a growing international movement for a transparent and corruption-free society. Given the reality that corruption is a cross-cutting issue which inhibits all aspects of Nepal’s development, TIN has taken a multi-faceted approach to address corruption.

Request for Research Concept Note

Transparency International Nepal (TIN) under its 'Open Contracting for Health' project, supported by TI Health Initiatives, seeks to commission a research titled 'Mapping Service Delivery in Health-Care'. Individual/s or firm/s interested to conduct the above mentioned study for TIN are requested to email a concept note to trans@tinepal.org by 12 March 2020 with write-up on proposed concept, methodology, sample selection, KII and FGD sample, key questions, budget, time line and research team composition (total 6 pages) related to the following research topics:

1.  Delivery of health-care service at federal, provincial and local level (limited to Bagmati province) by hospitals, health centers, health posts, health units, etc (proportionally selected sample). Indicators of measurement- availability, accessibility and quality of services including availability of free medicines/ family planning devices/vaccines etc; integrity issues. (Through exit poll/site visit).

2.  Mapping procurement processes, from requirement > budget > purchase > delivery > payment (for free medicines/family planning devices/vaccines and medical equipment) through KII and FGDs with selected offices and suppliers involved in procurement. Explore possible linkages between topics 2 and 1.
