SNV’s WASH programming in Nepal:

SNV Nepal presently leads two WASH (Water, Sanitation and Hygiene) projects, WASH SDG (Sustainable Development Goal) and Beyond the Finish Line (Water for Women). The former focuses on urban sanitation in four cities in four different districts, following SNV’s approach Urban Sanitation and Hygiene for Health and Development. The latter focuses on rural water supply in eight rural municipalities in two districts, following SNV’s approach Area-wide Rural Water Supply Services. This portfolio can expand in future.

WfW-BFL Project Overview

Under WASH sector, one of the projects being implemented in Dailekh and Sarlahi districts by SNV Nepal is Beyond the Finish Line (BFL)- Inclusive and Sustainable Rural Water Supply Services. This project is funded by The DFAT Australia, Water for Women (WfW) Fund. The project is being implemented in four Rural Municipalities (RM) of Dailekh and four Rural Municipalities of Sarlahi Nepal. The overall goal of the project is to contribute to improved health, gender equality and social inclusion, and well-being of the rural communities in Nepal by supporting inclusive, sustainable, and resilient rural water supply services and hygiene behaviour change communication for households, schools and health facilities in two districts as a role model for inclusive WASH services.   

The project was designed considering that the burden of poor hygiene and water lies disproportionately with women, girls, poor, low-caste, people with disabilities, and ethnic minority groups. The efforts like; Behaviour change interventions aims at addressing social norms and attitudes in order support inclusion in society at large, to ensure access of potentially disadvantaged groups to water supply and hygiene specifically, and to promote water conservation and water safety such that limited resources can be made available for all.

Building on SNV’s experience in strengthening gravity-fed rural water supply services, SNV has been working with its Area-wide Rural Water Supply Services (ARWSS) to support the local governments to address gender and social inclusion within WASH governance; equality, sustainability and resilience in existing rural water supply services; and improved hygiene for women, men, boys, girls, and people with disabilities. SNV’s WASH programmes are based upon the principle that access to water, sanitation and hygiene is a human right, and that local government is the duty bearer of that right. SNV’s role is to strengthen the capacity of local actors and systems to enable these rights within the population in their area. SNV is working in both gravity-fed and groundwater areas to develop models and practices that are applicable across the country. 

In 2020 Nov-December SNV had conducted project mid term assessment to measure the impact level indicators and outcome level indicators. According to Mid Term Report 2021, looking at impact level indicators regarding the access numbers, out of total 217,170 population, 36,853 people did not have access to a HWWS facility near the toilet at home and with regard to access to water supply service, 125,661 people had have access to only sub-standard water supply, although there has been an increase of 69,975 people with access to improved water supply at home.

About 55% schools and 53% health facilities did not have adequate access to HWWS. Accordingly, about 74% schools and 85% Health facilities still did not have adequate Menstrual Hygiene Management facility.

The above status of progress suggests that project needs to make more sincere effort on improving the capacity of local government to implement evidence-based inclusive and accessible Social Behaviour Change Communication (SBCC) around key behaviours such as hand-washing with soap (HWWS), MHM, cleanliness of toilets, safe water use and conservation at households, schools, and health facilities, and address social norms and attitudes. Therefore, SNV is seeking professional organisations / service provider to design and conduct an effective SBCC campaign strategy on Handwashing with soap (HWWS), Menstrual Hygiene Management (MHM) and safely managed drinking water supply services, targeting households, schools and health facilities. 

Job Description

SNV Nepal is looking for a firm / service provider for WfW-BFL project to support SNV and eight Rural Municipalities (Dungeshwor, Gurans, Mahabu and Thantikandh RM in Dailekh; and Chandranagar, Kaudena, Parsa and Ramnagar RM in Sarlahi) by preparing SBCC campaign with detailed package along with roles, responsibilities of concerned stakeholders, which shall respond to RM specific varying socio economic, demographic and attitudinal barriers related to HWWS, MHM and handling of drinking water at point of use.

Target behaviors:

The SBCC campaigns will focus on the following behaviors:

  • Handwashing with soap at critical times at the household, school and health care facility levels
  • Menstrual Hygiene Management at the household, school and health care facility levels
  • Safe water use

The strategies and tools so developed for these behaviors are to be customised for households, schools and health centres depending on acceptability and the context.

Target groups:

The major target groups include, but not limited to, the following:

  • Rural Municipal authorities, WASH Coordination Committees and other relevant government officials,
  • Households in remote hills (of Dailekh) and Terai (Sarlahi)
  • Women (mother groups) and youth groups.
  • Person with disability/ies, their care givers and DPO networks
  • Dalits and ethnic groups
  • Low-income communities
  • Service providers (local NGO partner, Women Entrepreneurs, local hardware shops)
  • Educational institutions (School, universities, etc.)
  • Commercial and public places (local markets, public toilets, parks, etc.)
  • Female Community Health Volunteers, religious leaders,
  • Local journalists, community radios and local media
