REQUEST FOR PROPOSAL

for

Solar Irrigation System Installation from Deep Tube Well ( 110 mm Dia.)

1. Background:

Ratauli Yuwa Club (RYC) is a non-profit making organization established in 1991 AD in Mahottari District. It aims to promote socio-economic, social justices, environmental and political condition of the local people through rights-based, good governance, participatory and democratic process to eliminate social evils, illiteracy, ignorance, poor health, undemocratic norms, immorality, discriminatory practices, and environmental degradation.  It has been acting in coordination and partnership with governmental, international, and national non-governmental organizations to address the problems to bring positive change for sustainable development in our society. These days, RYC has been implementing Sponsorship (Samunnati) Program in Jaleshwar & Pipara palikas since July 2017 in partnership with Save the Children to improve the lives of children in Mahottari district through education, health & nutrition, livelihood, and adolescent development.

2. Objectives:

Under the Sponsorship program, RYC is planning to install One Solar Irrigation System from Deep Tube Well (110 mm Dia.) in Jaleshwar Municipality ward No-7 Bela. The overall objective is to supply regular irrigation in agriculture farms of farmer group.

3. Scope of Work:

The scope of the contractor shall include, but not be limited to, the following activity over a period of a maximum of 1 month or the proposed delivery lead time.

• Timely installation of Solar Irrigation System from Deep Tube Well (110 mm Dia.) in Jaleshwar Municipality ward No-7 Bela, Mahottari

4. Expected Deliverables:

The selected Contractor should deliver the following tasks as per the ToR:

• The contractor shall install the Solar Irrigation System from Deep Tube Well (110 mm Dia.) in Jaleshwar Municipality ward No-7 Bela, Mahottari
• The Contractor shall bear the cost of installation expenses including all required materials for installation.
• The Contractor shall complete installation work within 1 month of contract sign.
• The Contractor shall submit the meeting minute of respective farmer group after installation work completion.  

5. Implementation Plan:

The tentative start date and end date will be as follows: 

• Start Date: 17 Nov 2025
• End Date: 17 Dec 2025, or as earlier.

6. Required Documents:

• Vat/Pan registration certificate
• Company/institute registration certificate 
• Tax Clearance 080/081 or if 081/082
• Company profile
• Past work experience along with experience Letter/ Reference letter
• Detail Technical Specification 

• Financial Proposal
• If any documents/information are not available or not applicable, the reason(s) must be clarified in the proposal form. RYC will have the right to disqualify the proposals from the selection process if the proposal submission guideline has not been followed.

7. Budget:

The Contractor should submit a total budget along with a detailed breakdown including all applicable taxes at the time of proposal submission.

8. Timeline:

• Proposal Submission deadlines: 7 Nov 2025
• Contract sign: 17 Nov 2025

9. Payment Schedule:

The payment will be provided through A/C payee check within 15 days of work completion

10. Bid Assessment:

After evaluation of the proposals by the Procurement Committee, RYC will make award to the applicant, whose proposal provides the best value, considering both technical and financial factors. 

Technical-60%

Financial-40% (Price will be scored at inverse proportion method which means lowest bidder will receive highest score)

11. Submission Process:

Technical/financial proposal meeting ToR requirements should be submitted via email  procurementryc@gmail.com  with the subject “Proposal on “Solar Irrigation System Installation from Deep Tube Well (110 mm Dia.)” by 05 PM, 7 Nov 2025. Technical/financial proposal received after the specified date and time of the invitation will not be considered.
