Terms of Reference for the outsourcing of Security Personnel Services

1    Organisation and Project Overview

Street Child is an international charity based in the United Kingdom that aims to create avenues for out of-school children to access education through an integrated approach that strengthens the capacity of teachers, schools and communities to sustain their investment in the education for their children.

Street Child sees a world where all children are safe, in school and learning. We specialise in supporting children and communities in low-resource environments and emergencies: recognising that the complex, compounded challenges that affect them require innovative, integrated interventions. Our interventions are informed by robust, rigorous evidence and results-oriented, optimised to create maximum impact for children at minimum cost. Since 2008, we have assisted over 250 000 children across 14 fragile, conflict and crisis affected counties across South Asia and Sub-Saharan Africa. Street Child has a strong, sustained commitment to localisation and works in partnership with 80+ local level actors and organisations, underscored by close consultation and collaboration with local communities.

Street Child started its operation in Nepal after the 2015 earthquakes that left more than 1 million children out of school and destroyed over 50,000 classrooms. Having delivered a series of response and recovery programs Street Child of Nepal is assisting local partners to re-establish education for some of the country’s most marginalized communities.

Street Child is implementing a three-year long Foreign, Commonwealth and Development Offices funded education, protection and livelihood project in Mahottari, Dhanusha and Saptari. In its second year of implementation, Street Child and partners realized the need to pivot our efforts to address the chronic vulnerabilities exacerbated by the pandemic-the lockdowns and other form of closures/mobility restrictions thereof. Street Child along with its partners in support of FCDO is delivering a RAPID RESPONSE PROGRAM to address these gaps of food insecurity, child-protection, protection in general and other cross-cutting issues. This response program will last for a period of six months and target to reach over 10,000 families at risk in all districts of Province-2. The program will operate in three different strands-Prevention and Preparedness, Psychosocial support and Protection Services, and Provision of Relief.”

2    Requirements

2.1    Twenty-four hours security of the office premises located in Sanepa, Lalitpur-02.

2.2    One well trained security personnel per shift with 3 shifts of 8 hours each.

2.3    Three different security guards in total each day (as per the Labour Act of Nepal)

3    Deliverables

3.1    The security personnel deployed shall;

  • Abide by Street Child of Nepal’s Code of Conduct, Safeguarding Policy and Child Protection Policy at all times.
  • Ensure security of office premises and Street Child of Nepal assets.
  • Screen arriving visitors, their registration and diverting them to relevant person or department.
  • Open and close main gate for staffs/visitors and vehicles.
  • Check body temperature of all staffs/visitors and recording it in the in register.
  • Strictly ensure Covid-19 safety precautions to all staffs/visitors as per Street Child of Nepal guidelines.
  • Inspect bags and luggage of all staffs/visitors.
  • Receive of couriers and parcels.
  • Immediately inform the Operations Manager in case of any emergency.
  • Perform manual labour and physical tasks like lifting furniture, fixture when requested by Street Child of Nepal.
  • Report damaged office assets or required maintenance in the premises.
  • Keep the office store room well arranged, neat and tidy.
  • Cook food for the office dogs, feed them and take care of them at all times.
  • Ensure office water tanks are full and use water pump machine as needed.

3.2    The Security firm shall;

  • Be directly responsible for the supervision of deployed security personnel, their health and safety and well-being.
  • Ensure that the Labour Act of Nepal is fully complied at all times (including the deployment of security guards, their working hours, their well-being, insurance, health and safety and all the requirements as mentioned in the act).
  • The security personnel deployed will be employee of the firm and all statutory liabilities will be paid for by the firm, such as their monthly salary, social security fund, medical insurance and other compensations thereof.
  • Liable to cover insurance its security personnel for personal accident and death whilst while performing the duty.
  • Provide adequate supervision to ensure proper performance of the deployed personnel.
  • Provide required tools and seasonal uniform for the guard deployed.
  • Provide required safety and hygiene kits for the guard deployed

3.3   Street Child will;

  • Provide room for the security personnel with bed, beddings and furniture.
  • Provide kitchen with cooking stove, utensils, LPG and other kitchen amenities for the personnel to cook food for themselves and the office dogs.
  • Provide breakfast, lunch and afternoon tea during office days.

4    Eligible Criteria

4.1    The security firm must have at least 5 years’ experience in providing security services in private-public or non-governmental sectors.

4.2    The security personnel must have at least 2 years’ experience in providing security services in private-public or non-governmental sectors.

4.3    The security personnel must between 25 and 55 years old.

5    Cost and Payment

5.1    Street Child of Nepal will pay monthly fees to the security firm so the security firms shall mention monthly rate in their financial proposal.

5.2    The monthly rate mentioned shall be inclusive of VAT.

5.3    The security company shall issue VAT invoice on the last working day of each Gregorian calendar month.

6    Mandatory Documents Required

6.1    Company Registration Certificate

6.2    PAN/VAT Registration Certificate

6.3    Tax Clearance for the year 2075/76.

6.4    Company portfolio with past experience

6.5    Reference letter from previous service provided companies.
