KOSHI VICTIM'S SOCIETY (KVS), is a non-political and non-profitable organization established in 2003 in Saptari District of Nepal. Since then, KVS is seriously engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the humanitarian and long-term development projects.

In partnership with USAID, KVS Nepal is starting a USAID Local Works: Saptari inKanchanrup, HanumannagarKankalini Municipality and Tilathikoiladi and AgnishairKrishnasabran R/Municipality, of Saptari district. KVS is seeking qualified, dynamic and self-motivated Nepali citizens in the following positions for successful implementation of the project.

Position: Project Assistant (PA)-4 for one year

Type of the Position: Fixed Term (Project Period)

Job Summary: For ensuring better implementation, monitoring and achieving quality results; Project Assistants need to play the crucial roles for community mobilization. S/he ensures better coordination and communication among the target communities, Local government, key stakeholders and project beneficiaries. The Project Assistants are expected to perform but not limited to the following roles and responsibilities.  

Major roles and responsibilities: 

  • Community Group Formation and mobilization in the target areas for enterprise development and resilient livelihoods. 
  • Orient the target communities and beneficiaries about the project goal, objectives, outcomes, outputs, activities, and their engagement in community about Covid-19 protocol and sanitation, Safety Nets and Health insurance, enterprise development, saving and credit, resilient farming practices, agriculture commercialization etc. 
  • Conduct or facilitate group management, institutional development, leadership training etc. for the community groups. 
  • Support the Project Manager and project team in organizing different trainings, workshops, orientations etc., and selecting the participants. 
  • Carry out necessary follow up activities to ensure that the project output and outcomes are in line with the project objectives. 
  • Support in selecting the project beneficiaries as per the selection criteria, assist in material/goods distribution in coordination with the Community Group and local government representatives.  
  • Support the project in organizing different preparedness and response activities like orientation on insurance, Covid-19 protocol and sanitation, river bad farming, livestock husbandry etc.
  • Support the project manager in field survey and database management of the project beneficiaries, support provided, impacts, results etc. 
  • Community mobilization for local resource generation and leveraging towards achieving project goal. Awareness raising to the communities regarding social security, healthy and crop and livestock insurance, labor data base management, door to door events etc.
  • Support in logistic arrangement at field level for monitoring visits, evaluations, donor visits etc.   
  • Prepare field reports, data, case studies showing the impact of the project at community level. 
  • Follow the instructions and guidance given by the organization.
  • The PA is required to provide 90% of the duty time at the community level and the rest of time in office for reporting and documentation.

Minimum Qualification and Experience Requirement: 

  • Should have at least a bachelors degree from a recognized institution. 
  • At least three years of experience in community mobilization. Preference shall be given to one with experience in enterprise development and Agro-livestock development.
  • Strong skills on linkage, networking and communication with target communities, beneficiaries, local government representatives and stakeholders. 
  • Strong report writing (computer typing) and communication skills.
  • Should be fluent in Nepali, English and Maithili languages.
  • 2-wheeler driving license holder preferred. 

Position: Admin & Finance Officer-1 for one year 

Type of the Position: Fixed Term (Project Period)

Job Summary: The Admin and Finance Officer will assist in all financial matters relating to implementation of the project. S/he will be mainly responsible for preparing monthly and quarterly Financial Progress, Project Account, Financial Management section of the Project Implementation Manual, Statement of Expenditures and other related financial reports as required by the donors and the organization. The Admin & Finance Officer will work with the Project Manager and department of finance team (DoFT) officers in both the preparation and regular reviews of the project budget. The admin and Finance officer will also provide backup to the donor-financed projects as needed and join project implementation support missions as required.

Major roles and responsibilities: 

  • Work with the FAMUS Accounting software to incorporate project funds directly into the accounting format, which may include providing advice of chart of accounts structure, to meet the requirements of the project donors. 
  • Enter the project transactions directly onto the Fund Ware (the accounting software) or prepare all the documentation and oversee the entering of transactions. Ensure FundWare is able to generate the appropriate reports, eg, IFRs, transaction listings, etc.
  • Monitor financial disbursements and all administrative procedures in line with project funding and the donor requirements; this will include being trained and becoming proficient on the accounting system;
  • Work closely with KVS/Project staff to ensure the audited Financial Statements of the National Government, including preparation of a note to the accounts for each project reflecting project activities for the year;
  • Work with KVS/Project staff to ensure cash flow from Fund ware meet the reporting requirements of both the project management and the donor;
  • Prepare financial management sections of the Project Implementation Manual/Project Operations Manual as per need of each project;
  • Ensure the timeliness of required financial reports to the donor on a regular basis;
  • Attend and participate in project meetings and give input to financial related matters;
  • Assist in the planning and budgeting for the project program, taking the lead role in the financial plan and budgets and ensuring that the assumptions, parameters, guidelines and policies in planning are complied with; and
  • Review and monitor project performance and make recommendations to improve performance in relation to Financial Management.

Minimum Qualification and Experience Requirement: 

Mandatory 

  • The Finance Officer must have a minimum of bachelor's degree in Accounting or Finance or Business Management, Public Administration or other relevant field. 
  • S/he must have a minimum of three years of work experience in public sector financial management 

Desirable 

  • Training in relevant fields (management, financial management, accounting (CA, CPA, ACCA) is preferable.
  • S/he should have a good understanding of Govt. accounting system. 
  • Experience in donor - funded projects is preferable. 
  • Additional work experience with national and or international non-governmental organizations will be an added advantage.

Reporting

The Admin and Finance Officer will report directly to the Executive Director for the Project Implementation Unit under the overall direction of the donor finance manager.
