Details / requirements:

Rural Community Development Centre (RCDC- Nepal), Besishahar, Lamjung was established for advocacy initiatives in social justice, human rights and governance. Aiming at wellbeing of children, happiness of women and promoting governance culture, RCDC-Nepal has been managing physical and community development initiatives in Lamjung, Gorkha, Tanahun and Manang districts.RCDC is going to implement the Community Engagement and Sponsorship Plan (CESP), Building Secure Livelihoods (BSL), Channel of Hope (COH) and NDRRProjects in Lamjung district from 1st October, 2020 in partnership with World Vision International Nepal. We are looking for qualified individuals to implement those projects in Lamjung district. RCDC- Nepal hereby invites applications, for the below-mentioned position, from interested Nepalese candidates.

1. Programme Coordinator: (Number-1)

This position expects to maintain a strong professionalism and role modeling for the team and others to demonstrate integrity, accountability, passion, commitment and strong team spirit. The incumbent should be able to work independently and interdependently managing every kind of situation and contexts. The major responsibilities with relevant key capabilities stated below are envisioned to be able to lead the organization meeting the expected deliverables confidently. 

Major responsibilities:

  • Portfolio Management (portfolio programme, reporting, risks mitigation, problem solving, team building, governance) - 40%
  • Solid Programmes Quality and Technical Management (MEAL data/information, technical programme, project models, integration of sectors including sponsorship/cross cutting themes-GESI, DRR)  - 20%
  • Community empowerment and engagements at different level for sustainability – 15%
  • Evidence of Programs Impact or Result collection/compilation to be shared at/for wider platform - 15%
  • Strong Relationship and Partnership Management (internal and external) – 10%

Academic Qualification and Experience: 

  • Bachelor’s Degree in the given sector, management, social science or business studies with minimum 5 years of working experience in managing multiple projects with diverse team or Master degree in the relevant field, management or social science preferred with minimum of 3 years of work experience in managing multiple projects with diverse team
  • Proven ability to manage risks and promote governance to contribute on strategic outcomes
  • Experience working with children and their wellbeing in both development and emergency contexts. 

2. Finance Coordinator (Number-1)

This position will be responsible for providing overall finance support to the organization and ensure that all the financial truncations are adhered to the required financial compliance of the organization, donor and governmental compliances, which includes payment and disbursements; financial analysis and reporting for the achievements of overall organization and project goal.

Major responsibilities

  • Financial Management of the Project/Program – 40%
  • Budgeting and Reporting – 30%
  • Financial Monitoring – 20%
  • Compliance and others – 10%

Academic Qualification and Experience: 

  • Bachelor’s Degreein Commerce, Business Studies or equivalent
  • Master Degree in Finance/Accounting or equivalent, preferred
  • Minimum 3 years of work experience in independently handling budgeting, financial accounting, planning and analysis in I/NGO and preferably within WVIN projects.
  • Demonstrate experience in the use of MSOffice Packages (Word/Excel/PowerPoint etc.) & Internet
  • Experience of working in a computerized accounting environment like IPAS, FAMAS
  • Ability to lead financial management of the project/program and make the linkage of this with overall financial management of the organization

3. Programme Officer:  (Number – 1)

The incumbent strives in empowering community groups, households and institutions to address and manage the issues to sustain. The local resources are managed well to effectively run the project interventions for a longer run. This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities. Along with this, the incumbent requires to integrate with other sectors and cross cutting themes to yield broader impact more effectively and efficiently.  

Major responsibilities:

  • Provide management to NRL project and monitor performance of project team in  implementation of project ensuring projects are delivered on scope, on time and on budget as per the agreements 
  • Identify, assess, and communicate risks associated with the implementation of project, and development of mitigation measures 
  • With guidance from Field Specialist-A&ED, ensure appropriate analysis and project results, including sharing of results and continuous improvements of project design and implementation 
  • In coordination with Field Sector lead- NRL relationships and engagement with government line agencies, other INGOs/NGOs, research institutions and private sector at local and district levels in alignment with project strategy/plan
  • Coordinate organizational processes with which WVIN’s Agriculture & Economic Development TP and projects have to be engaged including but not limited to annual planning and budgeting process and audit 
  • Ensure Planning, Monitoring and reporting of the project is on time and with quality
  • Support ProgrammeCoordinatorin overseeing interventions to ensure effective and timely implementation
  • Develop training curriculum and train Facilitators on the Graduation programme objectives, implementation process, and expected outcomes
  • Regularly review-monitoring data to ensure programme implementation activities and participants’ progress are on track and report the progress
  • Situation analysis of Local Producers and Market Opportunities
  • Ensuring formation of Producer Groups and conduct training and to build capacity with support from Field Mobilizers
  • Network and Liaise with Local and Regional Government, NGOs and Business Groups
  • Ensure good recording and documentation for project baseline,  appraisal of impacts, relevant networks and contacts
  • Responsible to ensure Coaching and Mentoring to producers group 
  • Facilitate to seek orders from potential buyers and research on potential challenges to meeting buyers requirements and identify practical solutions

Academic Qualification and Experience: 

  • Bachelor’s Degree in Agriculture Science or relevant discipline with three to five year of experience in related project (Market led agriculture, LVCD)

4. SCM and Admin Officer: (Number – 1)

This position is responsible for execution of sourcing process until the payment process on all requisitions for goods, works and services and to ensure general purchases and supplier relationship are carried out in alignment with WVIN’s Partner Procurement Guideline and PNGO’s Procurement Policy. He/she will also assist in the development of high standard of accountability and transparency in procurement of goods and services.

  • Manage Purchase Requisition, execution and solicitation of Sourcing Methods and Implement Strategic Sourcing 
  • Contract Management
  • General office administration and logistics management
  • Payment/Invoice Processing
  • Risk Management, Compliance and Review

Academic Qualification and Experience:

  • Bachelor’s degree in business/management or other relevant field

5. MEAL Officer:  (Number -1)

Under direct supervision of the ProgrammeCoordinatorthe purpose of the position will be responsible to collect, compile, verify, analyse and update information of the entire programme, collect from community in a way that provides accurate and valid information and database. Provide necessary support to WVIN for periodic baseline, evaluation and monitoring process in the assigned program areas and to improve the quality of programmes and information management through improved monitoring and accountability system in the programme areas. 

Major Responsibilities:

MONITORING:

  • Support to update beneficiaries information regularly in compare system (developed by WVIN) to track all project beneficiaries 
  • Monitor project activities, and produce and submit monthly report
  • Carry out quality outcome and quality monitoring and submit reports 
  • Facilitate corrective actions based on the monitoring findings and update in the system
  • Maintain project database including relevant documents and reports  
  • Compile, analyze and present the key findings of monitoring in regular meetings
  • Provide necessary guidance to volunteers/enumerators for accurate data collection
  • Follow up project teams to implement recommendations and follow up actions provided after the monitoring

EVALUATIONS & LEARNING:

  • Collect and collate secondary data from various sources in working districts and municipalities for the purpose of assessments, baseline survey and evaluations- as per requirement of WVIN
  • Take lead role for coordination, communication and getting necessary approval from local government authorities regarding baseline surveys, evaluations and special researches/studies 
  • Provide necessary field support including communication to the respondents, arranging meetings, interviews and focus group discussions for monitoring visits and evaluations/ field studies 
  • Provide necessary information to project team during the time of DPAC/LPAC (District Project Advisory Committee/ Local Project Advisory Committee) meeting
  • Support project teams to draw key learning, good practices and significant case stories from and share with senior management of organization as well as WVIN.

ACCOUNTABILITY:

  • Facilitate beneficiary selection criteria including Most Vulnerable Children and adult
  • Establish and operate information provision system on key aspects of the project (such as sharing key message on Technical Program to communities and stakeholders, message on community feedback and response mechanism, beneficiary selection process and criteria etc)
  • Establish and operate community feedback mechanism ensuring response and appropriate actions on the feedback and complaints raised from community that are under the responsibilities of PNGO as per prescribed feedback handling guidelines
  • Refer all feedback and complaints to WVIN on timely basis to make response and take action if they are directly associated with WVIN, its staff and operation
  • Provide monthly report on accountability including feedback and response status to Field MEAL Specialist using prescribed format of WVIN. 

Academic Qualification and Experience:

  • Bachelor’s degree in social science or development studies in the field relevant to M&Eat least 2 years of experience working with I/NGO in the field of monitoring, evaluation and accountability sector. 

6. Sponsorship Quality Control Officer: (Number-1)

The incumbent strives in empowering community groups, households and institutions to address and manage the issues to sustain. The local resources are managed well to effectively run the project interventions for a longer run. This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities. Along with this, the incumbent requires to integrate with other sectors and cross-cutting themes to yield broader impact more effectively and efficiently.  

Major responsibilities:

  • Ensure that Sponsorship Operations Indicator (SOI) reports are green and plan follow up action in case of variance
  • RC records and files are well managed, scanned and stored securely
  • Support Field Mobilizers to conduct and produce quality periodic mailings Annual Progress Report (APR), Seasonal Greetings cards and Child Expression Worksheets
  • Develop child monitoring plan to ensure that all RC are physically sighted within 90 days as required by the standard as well as all RC’s Child Wellbeing is monitored every 180 days 
  • Ensure sponsor gifts/letters are well received from respective FO/ WV National Office (NO), verify the CCF and acknowledge the shipment
  • Sorting out the mails received from Field Office/NO as per community, process in Horizon (change route code), translate into Nepali and pass to respective field mobilizers within standard turnaround time and regular follow-up with courier for timely and safe dispatch of all correspondences to and from Field Office/NO
  • Send all reply letters (IL, EL, FL, RL and GAL) to Field Office after proper review
  • Ensure delivery of 100% APR/CEW and Seasonal Greeting cards on standard timeline
  • Ensure all the Digital Correspondences are processed on time in field with quality assured
  • Systematically manage all the Sponsorship 2.0 products received from CESP field mobilizers from Horizon mobile and upload in sponsorship system ensuring its quality and timeliness
  • Analyze and share reports on all child and community contents photos and videos productions timely to implementing partners and WVIN timely
  • Participation/Support/Benefits entries: Co-ordinate with Commcare entry focal person of District for similarity and uniform numbers in both Horizon and Commcare
  • Update the Horizon to latest version (Mobile/Desktop) and monitor and regulate the operation of Horizon Devices smoothly.

Academic Qualification and Experience:

  • Bachelor’s Degree in any relevant field with at least two years’ experience in Development Sector

7. Field Officer-livelihood: (Number-1)

The incumbent strives in empowering community groups, households and institutions to address and manage the issues to sustain. The local resources are managed well to effectively run the project interventions for a longer run.  This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities. Along with this, the incumbent requires to integrate with other sectors and cross cutting themes to yield broader impact more effectively and efficiently.  

Major responsibilities:

  • Support targeting and verify selection of participating households
  • Supervise and mentor Facilitators so that they can perform their duties effectively
  • Support Programme Coordinator in overseeing interventions to ensure effective and timely implementation
  • Oversee participant performance through household spot checks
  • Develop training curriculum and train Facilitators on the Graduation programme objectives, implementation process, and expected outcomes
  • Identify basic services including health, education, safety nets, and community support groups, that participants can be linked with and make a plan of engagement
  • Regularly review-monitoring data to ensure programme implementation activities and participants’ progress are on track and report the progress
  • Liaise regularly with field level staff and senior management about programme progress, challenges, learning, and decisions 

Academic Qualification and Experience: 

Bachelor’s Degree in Agriculture Science or relevant discipline with three to five year of experience in related project (preferably Ultra Poor Graduation Model for UPG & Market led agriculture for BSL).
