TEAM Consult is anational consulting firm which works on policy development and institutional reform with GoN and building the skills and knowledge of staff within different sectors. Established in 1995, TEAM Consult brings a long history managing and supporting various projects and programmes to build capacity and knowledge of the GoN in public private partnership, public financial management, procurement and human resource development. Throughout this time, TEAM Consult has gained extensive experience providing technical assistance and advice, reviewing and reforming PFM systems, assessing fiduciary risk and strengthening transparency and accountability in public spending.

QUALIFICATION / REQUIREMENTS:

  • Minimum master degree in related field / MBA.
  • Minimum 5 years of experience in related field.

DURATION AND INPUTS:
  • The Administrator will work for 34 months over the project on the basis of 22 days per month.

TERMS OF REFERENCE

SCOPE OF WORK:

  • The Administrator is responsible for providing administrative and logistical support to the Team Leader, Deputy Team Leader and sector teams throughout the programme, in line with the activities outlined in the work plan. To support the development and implementation of the sectoral PFM reform action plans, a number of sector teams will be established. Each sector team will be comprised of an International and National PFM Expert. The Administrator may be expected to travel out of Kathmandu periodically.

TASKS AND APPROACH

THE ADMINISTRATOR IS RESPONSIBLE FOR:

  • Providing administrative and logistical assistance to the Team Leader, Deputy Team Leader and sector teams, as defined in the work-plan and in consultation with the Team Leader; and
  • He/She will also need to work in close consultation and cooperation with the Team Leader and Deputy Team Leader. A strong team player, the Administrator will have to work in a sensitive and flexible manner, responding to the changing political and policy environment. 

MANAGEMENT AND REPORTING ARRANGEMENTS:

REPORTING WITHIN THE PROJECT TEAM:

  • The Administrator will report to the Team Leader or, in his absence, the Deputy Team Leader on all aspects relating to day-to-day management and operations. The Team Leader is responsible for project implementation, management of team members, client and counterpart relations. The Administrator will report to Team Consult. 
  • Reporting to DFID and other major partners
  • The Administrator may communicate directly with DFID; however such discussions should have prior authorisation by the Team Leader. Any written correspondence with DFID should be cleared by the Team Leader prior to submission. 

LOCATION AND WORKING PATTERNS:

  • The Administrator’s normal place of work will be the project office in Kathmandu. He may be required to travel from time to time outside Kathmandu as necessary for the proper performance of his duties.The Administrator will be required to work the hours required to deliver the services. However, given the nature of the assignment, he will be expected to work as much as possible during official government working days and hours.

REMUNERATION:

Salary will be negotiable.
