Rural Community Development Centre (RCDC) is an Organization committed to contribute to mainstreaming the development agendas of marginalized and excluded communities through participatory interventions on Livelihood diversification. Community Asset Building, Enterprises establishment and agrarian reforms for developing the resilient capacity of the vulnerable Community People. 

RCDC is going to implement the "Building Hope AlongKarnali River Basin (BHAKARI) Program'' in Mugu district in partnership with Mercy Corps Nepal. Therefore, now the Organization is looking for eligible, Qualified, and self-motivated candidates for the following positions for smooth run of this project in line of the result indicators. 

1.   Position: Program Coordinator -1

Contract Type: Regular 

Duty Station:  Mugu (frequently movement in project areas)

Report to: Program Director 

Salary and Benefits: As per the organization's norms commensurate with the project agreement

Minimum Qualification and Experience: Master Degree in social  science  with a minimum 3 years work experience in managing and implementing projects with multiple sectoral components (Agriculture, Natural Resource Management. Food Security, Livelihoods Improvements, Productive Water, Disaster Risk Reduction and Emergency Response) and with diverse team members. As well as proven ability to manage risks and promote governance to contribute to strategic outcomes. 

Major Responsibility: The Project Coordinator will be responsible to lead on program planning, implementing, managing, communicating, facilitating and reporting. As long as   M&E, coordination and collaboration with relevant government stakeholders and the Mercy Corps Nepal and BHAKARI program consortium partners. Work as focal person in the project and also coordinate for overall project grant management. Provide technical support to the project team to ensure strong linkages and communications between sectors and at all program levels, program management and overall coordination and linkages with the government, I/NGOs, private sector actors and other civil society organizations at the district level for synergies the project activities according to desire and interstate of the target groups

Position:  Admin & Finance Officer:  1 Person (Based in Mugu)

Minimum Qualification and Experience: Bachelor Degree of Commerce, Business Studies or Equivalent Master’s degree in Finance/Accounting or equivalent subjects is preferred.  Minimum 3 years’ perfect experience in independently handling budgeting, financial accounting, planning and analysis in I /NGO projects. Furthermore, demonstrated the capacity to handle the MS office Package (Word/Excel/PowerPoint etc.) & Internet, experience working in a computerized accounting environment like IPAS, FAMAS, and ability to lead financial management of the project

Major Responsibility:  The Admin & Finance Officer will be responsible to maintain the accurate financial tracking, ensure the transparency/accountability in the programme. Support in the logistic management of the procured goods, manage finance, administrative, human resources, operation, and monitoring as well as to ensure financial compliance with USAID regulations and the organization's policy,  budget control, support on utilization and financial reporting. Lead administrative, financial and procurement management for the project, establish and follow a strong system on payment procedure, funds control, cash management, and ensure accounting standards and conditions included in the grant. Prepare and submit financial reports, maintain good communication, networking and coordination with stakeholders. The Admin & Finance Officer will work full time on the project.

2.   Position: M & E Officer: 1 Person (Based in Mugu at Bhakari program field office)

Minimum Qualification and Experience: Bachelor’s Degree in social science or development studies. At least 3 years of experience working with me /NGO in relevant of field of monitoring, evaluation and Governance sector. Qualities on Effective written and oral communications presentation and reporting, computer knowledge on Word, Excel, PowerPoint, and ability to work process and product monitoring task under the project. 

Major Responsibility:  The Monitoring and Evaluation Officer will be responsible for Monitoring evaluation and reporting of the programme activities regularly, produce case studies/knowledge products. Support in ensuring the GESI, protection related components well integrated during the implementation of the programme. In addition theses, recording and tracking the indicators and providing necessary inputs during implementation to ensure improved quality and impacts of the Project with harmonize result milestone of the project.

3.   Position: Technical Supervisor – Agriculture and Nutrition - 1 Person (Based in Mugu at Bhakari program field office)

Minimum Qualification and Experience: ISC Ag/Livestock passed or relevant discipline with 3 to 5 years of experience in related projects. 

Major Responsibility:

Agriculture Supervisor will be responsible for supporting and guiding to farmers groups for diversification of the agriculture sector, extension service of agriculture, implementing the activities planned. Support in the programme planning to make it more benefitting on food security, nutrition and livelihood improvement interventions, and support to thematic officer and Community mobilizer assessing needs and priority of agricultural production and productivity activities in the target communities.

4.   Position:  Sub Engineer -1(Based in Mugu at Bhakari program field office)

Contract Type:  Regular

Report to:  Program coordinator

Major Responsibility

Sub Engineer has overall responsibility to provide technical support to the farmers groups, water users group, WASHCCs and Community Disaster Management Committee (CDMCs) to implement water infrastructure works including Cash for Water Infrastructure. Particularly s/he will be responsible for identification, prioritization, detailed technical survey, design, estimates, construction supervision, and monitoring and evaluation of productive water and risk mitigation structures. S/he will also be responsible for community level planning and capacity building activities of infrastructure related works.

Qualification & Required Skills:

Diploma in Civil Engineering with at least 3 years working experience providing technical and supervision support in Emergency WASH, MUS (Gravity/Solar), Non/Conventional Irrigation, Risk Mitigation Structural Schemes, IWRM, Innovative Technology and/or other relevant water security projects

5.   Position: Technical Supervisor Disaster Risk Reduction -1 (Based in Mugu at Bhakari program field office)

Contract Type:  Regular 

Duty Station: Mugu (field office with frequently movement in project areas)

Report to:  Program coordinator 

Salary and Benefits: As per the organization's norm commensurate with the project agreement

Major Responsibility

The DRR/DRM-supervisor will work under the supervision and guidance of Project Coordinator. The specific responsibilities of the DRR/NRM supervisor  are as following:

  • Facilitate the process of LDMCs, CDMCs formation and community mobilization in close coordination with project implemented  Municipality. 
  • Responsible for overall planning, implementation and monitoring of the Natural Resource Management (NRM) related activities including DRR and Watershed outcomes under Bhakari Program.
  • Coordination with Local Disaster Management Committee (LDMC) and facilitate effective implementation of LDCRP guideline and capacity development of LDMC, and CDMCs.
  • Actively coordinate with the local government for emergency response.
  • Assist in conducting DRR activities e.g. task force formation,  DRR training, Evacuation drill, Early Warning, Hazard Mapping, for community members through meetings and sessions.
  • Facilitate and provide technical support to the LDMCs, CDMCs to conduct Integrated Capacity Assessment and Action Planning (ICAAP), and also support to develop LDCRP & Community Action Plan (CAPs) 
  • Involve in identifying different shocks and stress coping strategies and disseminate the information.
  • Ensure that project activities are implemented effectively in a quality standards and ensuring consistency of the work in accordance to the programme goal and objectives;
  • Assist Project Coordinator in developing operational plans on a weekly and monthly basis, reviewing activities periodically, to ensure that project expenditures are used within limits and guidelines approved by the funding agency.
  • Develop monthly, quarterly and annual progress reports to line supervisor  (PC), in order to ensure the provision of accurate and updated information.
  • Support for DRR capacity building of social mobilizers and other team members.
  • enhance disaster preparedness and response capacity by establishing and strengthening the Early Warning System (EWS) and Weather Information System, and Emergency Operation Centers (EOCs)
  • Other necessary tasks assigned by organization as required.

Qualification & Required Skills:

  • Bachelor's degree in disaster risk management, Environmental Science, Forestry, Development Studies or relevant discipline with at least three years of relevant work experience in development organization.
  • Good understanding of NRM and DRR governance, DRR policies, VCA tools,  Disaster Management Plan and Local Disaster and Climate Resilience planning Guideline, 
  • Empirical knowledge, experience and demonstrated skills in DRR with experience of mainstreaming DRR into food, nutrition and agriculture sectors planning processes.
  • Ability to work in diverse environment and analyze a situation, synthesize information and use the outputs to improve implementation and good coordination
  • Excellent interpersonal, networking and negotiation skills

Well versed in English and Nepali languages and have good knowledge of computer skills with general software such as Microsoft Office

6.   Position: GESI Officer: 1 Person (Based in Mugu at field office)

Minimum Qualification and Experience: Bachelor’s Degree in social science or development studies. At least 3 years of experience working with I/NGO in the field of GESI mainstreaming into development programming, improving on preposition and positional Gender and social inclusion indicators 

Major Responsibility: GESI Officer will be overall responsible for mainstreaming a GESI approach to integrate gender and social inclusion aspects into all program interventions. Lead the Project on the prospect of gender and social inclusion. Issues base context mapping and incorporating the sector wide planning process of local governance, work as GESI focal person in overall planning, lead the implementation and reporting of GESI related works.

7.   Position: Community Mobilizer - 3 Persons (1 in each Palika at Soru , Khatyad and ChhayaNath)

Minimum Qualification and Experience: The Proficiency Certificate level (PCL) or 10+2 in any subjects with minimum 3 years of work experience in community mobilization related to agriculture, food security, nutrition, natural resource management, disaster risk reduction and community infrastructure works. Demonstrate experience in conducting risk assessments and facilitating community meetings and training.  

Major Responsibility:

Regularly engage with the community people and work together with them. Work as a bridge between office and beneficiaries, share the programme activities/modalities in a formal and informal setting. Maintain good coordination with the LGs and stakeholders. Support the thematic officers in the implementation of the programme. In addition these, Community Mobilizer is responsible for community group formation (community disaster management committee, farmers group, water users group), social mobilization, conducting community risk assessment process, facilitating community level capacity building interventions, data collection, meeting with the local government officials, and coordinating and networking with I/NGOs working in the areas.
