Dalit Development Society (DDS) Salyan is a non-profit organization registered in 2001 in Salyan. It aims to improve the socio-economic, Health and education status of the Dalits, poor, disadvantaged groups, women and children. It has been working to uplift the education, health, livelihood status through capacity development and human right campaigns of the Dalits, ultra-poor, women, children, and disadvantaged people of the community in close coordination and collaboration with the governmental (GO) and national and international non-governmental organizations (I/NGO) since its establishment. 

DDS with the partnership of One Heart Worldwide is going to implement “Strengthening Maternal Neonatal Health Services in Partnership with the Local Government (स्थानीय सरकारसंगको साझेदारीमा मातृ तथा नवजात शिशु स्वास्थ्य सेवा सुदृढिकरण) in Salyan District” from 17th July, 2022. DDS hereby invites applications from suitable and qualified Nepalese citizens for the following positions:

Detailed Job description and requirements:

Position: Project Coordinator Required No-1

The Project Coordinator leads overall management of OHW supported MNHS project in the district under the guidance of Executive Director/Chairperson and in coordination with District Coordinator - OHW. This position is responsible to provide overall programmatic, financial and management support in planning, implementing, and monitoring of activities of his/her district.

Major Duties and Responsibilities: 

Leadership & Management

  • Develop an annual project plan, implement, and monitor the project activities to ensure that they are being implemented in accordance with the DIP and program implementation guidelines. 
  • Build sound relationships and coordinate with Health Office (HO) at the district, District Coordination Committee, urban/rural municipality, health facilities at ward level (HF) and other stakeholders in order to maintain program schedule and achieve program deliverables at the district level. 
  • Prepare routine requests of the equipment, supplies and other need (program and administrative) and forwards them to the OHW cluster office for procurement.
  • Conduct the District Project Advisory Committee (DPAC) meeting as per the rule set by Social Welfare Council.
  • Identify and preempt any serious human resource issues and forward them to the line manager, support the district team for program planning and implementation 
  • Provide support and participate to conduct the performance review plan annually or as needed. 
  • Ensure appropriate usage of office equipment and supplies. 
  • Oversee financial projection, and expenditure tracking and ensure the appropriate financial management as per OHW policy on time and regularly maintain financial reporting to the cluster office. 
  • List out the program logistics at district and municipals and ensure that was registered in HO, respective municipals and health facilities and recipient inventory book before distribution to the designated facilities and personnel.
  • Develop partnership scope with municipalities in various activities like Birthing Center renovation, different training activities, community awareness activities etc.
  • Follow the organizational policies and guidelines to implement the program activities at the field level.
  • Performs other duties, as assigned by Supervisor.

Technical

  • Provides technical support to HO, municipal offices, HFs and program focal persons with a special focus on annual health review, capacity building on data management, data analysis, results-oriented program, planning, budgeting, monitoring, and evaluation methods and principles, and requirements of relevant donors to ensure compliance. 
  • Takes lead to track program progress against program indicators, online database entry and ensure early identification of any areas needing remedial action.
  • Frequent field visits to facilitate the implementation process, routine data collection, and follow up.
  • Be proactive to support OHW Program and Admin functions
  • Assist update, reviewing, and developing technical field visit tools, M&E tools as necessary to cope with the operating environment and establishment of effective communication systems within the district
  • Coordinate the implementation of baseline surveys, and program evaluation and conduct the monitoring and supervision visits at the district, municipal and health facility levels.
  • Promote the use of data to inform decision making and link evidence-based approaches to the achievement of results.
  • Support operational research and specialized studies at the district level. 
  • Solicit and manage local data collection and research teams, as needed.
  • Contribute to preparing regular progress reports, technical deliverables, presentations, and annual work plans at the district and municipal levels. 
  • Prepare monthly, quarterly and annual progress report. 
  • Receive and analyze the MNH related activities of the municipality and identify potential areas of partnership 
  • Provide technical knowledge on MNH activities if requested by the municipality.

Job Specifications (minimum job requirements):

Academic qualification and work experience: 

  • Master’s degree in Public Health with two years of previous experiences in related field or Bachelor’s degree in Public Health with five years of previous experiences in related field

Skills and abilities:

  • Understanding of health care delivery systems in Federal context and activities at different levels specially the district level and below
  • Ability to function as a self-starter with limited supervision.
  • Knowledge and experience using MS-Office packages and statistical packages, email and internet.
  • Excellent verbal and written communication including excellent written and spoken English.
  • Ability to manage people, good inter-personal skills, and experience of working in a team.
  • Good analytical skills, and experience with program oversight. 
  • Knowledge and experience in program management and data management.
  • Practical experience in facilitation and negotiation skill with government counterpart/stakeholders at different levels.
  • The position has been expected 70% field visits.

Position: Field Officer Required No 1

Purpose of the Position:

The Field Officer will be responsible to provide technical support to MNH service providers at the facility level and relevant stakeholders in MNH program planning, conduct community awareness-raising activities focusing on MNH status assessment, planning and monitoring at the facility and community level.

Major Duties and Responsibilities: 

Technical:

  • Provide close and continuous support to implement OHW projects including Birthing Centers renovation, birthing centre equipment support, capacity building training for a service provider, HFOMC strengthening and community-level advocacy. 
  • Identify program needs and the logistics at health facilities and ensure timely delivery at the designated local health facilities. 
  • Manage OHW supported training activities in the district, rural/urban municipality level and community level
  • Provide technical support visits to birthing centres, health workers and FCHVs with a special focus on the quality of services and capacity building on data collection, reporting, recording and clinical skills. 
  • Frequent field visits to facilitate the implementation process, training, and program follow up and to collect routine data (annual, quarterly and monthly) from health facilities and communities.
  • Conduct monitoring visits of the health facilities, nursing staff, FCHVs, and clients and provide necessary feedback
  • Keep a proper record of all the activities in the given form and formats and report on time in the specified time period
  • Develop a network to collect and monitor all maternal and neonatal deaths in the district and undertake follow-up visits to every household where deaths have occurred to verify the death and identify causes of death. 
  • Mapping local government in the program district and collecting routine data from health facilities and communities in its catchment areas. 
  • Follow the organizational policies and guidelines to implement the program activities at the field level. 
  • Any other job assigned by the Supervisor.

Administration/Management:

  • Take the active lead to build sound relationships with District (Public) Health Office, urban/rural municipality office, local government offices, program focal person, health facility staff, community stakeholders and female community health volunteers in order to maintain program schedule and achieve program deliverables at the field level 
  • Coordinate to ensure logistics and daily activities in all program locations.
  • Participate, represent and co-ordinate at the district, urban/rural municipality, facility level and community level 
  • Work together with the supervisor to conduct the performance review and development plan annually. 
  • Contribute to preparing regular progress reports, technical deliverables, presentations, and district work plans
  • Prepare monthly, quarterly and annual progress report.
  • Prepare reports on all maternal/pregnancy-related deaths and neonatal deaths, including causes of death.

Job Specifications (minimum job requirements):

Academic qualifications and work experience: 

  • Bachelor’s in Public Health (BPH)
  • Preferred experience in the maternal, neonatal and child health fields.

Skills and abilities

  • Experience in working with health services. 
  • Experiences in Public Health and Maternal Child Health areas.
  • Knowledge and experience in program and community level training. 
  • Practical experience in facilitation and interaction with government counterpart/local stakeholders at different local health facilities, and ability to deal with various stakeholders

Position: Field Officer – (Clinical) Required No 1

Purpose of the Position:

The Field Officer – Clinical will be responsible to provide technical support to MNCH service providers at the facility level and relevant stakeholders in MNCH program planning, conducting community awareness-raising activities focusing on MNCH, assessment, planning and follow-ups of MNCH services at the facility and community level.

Major Duties and Responsibilities: 

Technical:

  • Provide continuous support to implement OHW project including birthing centre equipment support, capacity building training or coaching for a service provider, HFOMC strengthening and community-level activities. 
  • Conduct needs assessment of the health facilities and support in timely delivery of the support including equipment at the designated health facilities. 
  • Provide technical support visits to birthing centres, health workers and FCHVs with a special focus on the quality of services and capacity building on data collection, reporting, recording and clinical skills. 
  • Frequent field visits to health facilities and communities to facilitate the training, program follow-ups, awareness-raising activities and to collect routine monthly data from health facilities and communities.
  • Conduct monitoring visits of the health facilities, nursing staff, FCHVs, and clients and provide necessary feedback
  • Keep a proper record of all the activities in the given form and formats and report on time in the specified time period
  • Contribute to preparing monthly progress reports, technical deliverables, presentations, and district work plans
  • Develop a network to collect and monitor all maternal deaths in the district and undertake follow-up visits to every household where maternal deaths have occurred to verify the death and identify causes of death. 
  • Share information about maternal deaths to the concerned HF and municipality and facilitate discussion to prevent similar deaths in the future.
  • Support to build sound relationships with Health Office, urban/rural municipality office, local government offices, program focal person, health facility staff, community stakeholders and female community health volunteers in order to plan & schedule program and achieve program deliverables at the field level.
  • Follow the organizational policies and guidelines to implement the program activities at the field level.
  • Any other job assigned by the Supervisor.

Job Specifications (minimum job requirements):

Academic qualifications and work experience

  • Bachelor’s degree in Nursing or Staff Nurse degree with work experience of 2 years
  • Preferred experience in the maternal, neonatal and child health fields.

Skills and abilities

  • Good experience in working with health service delivery systems. 
  • Experiences in clinical work and Maternal, Neonatal and Child Health programs 
  • Completion of SBA training will be an additional advantage.
  • Knowledge and experience in program and community level training. 
  • Practical experience in facilitation and interaction with government counterpart/local stakeholders at different local health facilities, and ability to deal with various stakeholders 
  • Knowledge and experience using MS-Office packages and statistical packages, email and the internet.
  • Good verbal and written communication in English and Nepali.
  • Good interpersonal skills and experience working in a team in a multicultural environment.
