Aasaman Nepal (ASN) ‘A pioneer organization for education and nutrition’, is one of the leading Terai based NGOs led and managed by social activists since its establishment in Dhanusha, Janakpur in 1999. ASN has been engaged in developing and implementing programs aimed at protection, promotion and fulfillment of child rights in Nepal. Currently ASN has been working in 11 districts under 6 Thematic Areas as: Education/Child Protection, Women Empowerment, Livelihood/ Natural Resource Management, Disaster Risk Reduction, Health/ Nutrition and Good Governance.

Currently ASN with the support from BMZ/Welthungerhilfe (WHH), is implementing a four year long multisectoral project titled Building Resilience and Nutrition Security in the Kamala River Basin, Siraha District, in three municipalities namely Siraha, kalyanpur and karjanha Municipalities.The overall objective of the project is to improve food and nutrition security and enhanced climate resilience of three targeted municipalitiesin the catchment area of Kamala River, Siraha District in Nepal.

ASN Nepal hereby invites applications, for the below mentioned positions, from interested Nepalese candidates.

1.   MEAL Expert (Nutrition)- (1)

The position is based on the working Municipality of Siraha district with frequent field visit and will report directly to Project coordinator and focal point of the overall MEAL system of the project and includes multiple exposure possibilities. The position directly reports to Project Coordinator.

Key Responsibilities:

The position will perform the dual functions: first, to provide the nutrition technical backstopping from rights based preceptive to the field team and second responsible for the overall monitoring, evaluation, knowledge management and accountability (Inclusive core humanitarian standards) relates tasks management.

  • Develop the M&E framework and plan for the Project to measure the outcomes against goals and indicators throughout the project period in consultation with Project Coordinator.
  • Follow and ensure MEAL plan executed and report progress against it 
  • Facilitate the project team in targeting, periodic reporting, database management, and developing MEAL plan and its effective implementation.
  • Develop data collection, analysis, and presentation techniques and tools, and administering as per plan.
  • Facilitate and support in planning and conducting surveys, monitoring, progress review, and evaluation of the project.
  • Facilitate to use ICT for virtual/distance meeting, reporting and learning sharing.
  • Prepare data report and support to the Project Coordinator for developing and finalizing reports and required documentation. 
  • Ensure that cross-cutting issues such as participation, gender are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability.
  • Assist to the project team in the development of TOR for external surveys and consultant hiring process.
  • Lead and establish project baseline, annual surveys and endline and assist in generating progress reports 
  • The review all survey reports prepared to ensure quality and accurate reporting.
  • Generate case stories and other brief updates as required by the project. 
  • Conduct periodic field visits and ensure the quality implementation 
  • Ensure cross-cutting issues such as gender and inclusion mainstreamed throughout the project cycle   

Qualification and Experience Required 

  • Bachelor's degree in Public Health, Nutrition, development study and relevant   fields, with at least three years of progressive experience inproject monitoring, evaluation, accountability and learning preferably with I/NGOs 
  • With expertise in database, MS Office and other data analysis programming like SPSS
  • Competent in development and administering data collection, management and presentation tools, use KOBO and other relevant data collection mobile applications. 
  • Strong report writing, documentation and presentation and communication skill in English and Nepali 
  • Open and believes in teamwork.
  • Familiarity with the  Maithali languages would add value
  • 2-wheeler driving license holder must.

2)   Position: Junior Technical Assistant (JTA) – Agriculture (4)

The position is based on the working Municipalities of Siraha district with frequent field visit and will report directly to Agriculture officers. 

Key Responsibilities:

  • Work closely with and in the guidance of Agriculture Officers in supporting planning and implementing of integrated on and off farm activities at the community level. 
  • Involve in selection of Local Resource Persons and forming different groups using PLA tool 
  • Support for the selection of target households for immediate support. 
  • Assist for timely preparation of quarterly/annual plan with targets, budget and timeframe of the field level activities.
  • Assist agriculture officers in carrying out needs assessments on training, input support and other nutrition promoting activities. 
  • Assist agriculture officers for focus group discussions and meetings with organized farmers groups on performance of project. 
  • Conduct Farmers field School on integrated farming. 
  • Maintain database and records on field level project activities and accomplishments and report to agriculture officers
  • Support to manage timely supply of inputs with improved technologies and skill to farmers groups.
  • Coordinate with the community level and related stakeholders.
  • Ensure cross-cutting issues such as gender and inclusion mainstreamed throughout the project cycle   

Qualification and Experience Required

  • Should have completed Junior Technical Assistant course in agriculture from recognized institution. 
  • At least three years of continuous experience working in development projects.  
  • Previous experience in integrated farming climate smart agricultural practices will be value addition. 
  • Handy on agricultural technologies and updated with the current Agri-extension measures.
  • Strong facilitation and good communicator of the messages to be delivered 
  • Skills on coordination with the community level stakeholders.
  • Motivation to work closely with the most vulnerable households with extended field visits
  • Open and believes in teamwork.
  • Fluent in Nepali and Maithali languages
  • Person with 2-wheeler driving license is must.

3) Position: Enterprise Development Facilitator-(1)

The position is based on the working Municipality of Siraha district with frequent field visit. The position directly reports to Agriculture Officers.

Key Responsibilities:

  • Contribute to identify potential trade for off farm entrepreneurship development in consultation with target groups
  • Plan, implement the SIYB(Start and Improve Your Business) training to project staffs, cooperatives officials, local level facilitators and beneficiaries as a resource person.
  • Support, revise and update the business plans of the entrepreneurs.  
  • Support linking the entrepreneurs with the vocational training providers, input suppliers and markets. 
  • Support selecting the cooperatives for revolving fund mobilized entrepreneur development. 
  • Assist the Agriculture Officers for startup support need planning, revising and implementation for entrepreneurs.
  • Continuously guide the cooperative for selection of the entrepreneurs, monitoring plan preparation and cooperative capacity building need assessment. 
  • Guide the entrepreneurs and cooperatives for accessing the additional capacity building and other support from stakeholders. 
  • Support accessing the public and private land for starting leasehold farming.
  • Ensure cross-cutting issues such as gender and inclusion mainstreamed throughout the project cycle   

Qualification and Experience Required 

  • Should have at least Bachelor level degree from the recognized institution. 
  • Should have progressive experience on SIYB training, Cooperative facilitation, business plan preparation and pro-poor enterprise development.
  • Strong report writing (computer typing) and communication skills
  • Open and believes in teamwork.
  • Good understanding of Maithali languages would add value. 
  • 2 wheeler license is must.

4)   Advocacy Officer-(1)

The position is based on the working Municipality of Siraha district with frequent field visit. The position directly reports to Project Coordinator.   

Key Responsibilities:

  • Knowledge/skills on coordinating and working with Palikas/wards
  • Understanding of the local political environment and key policies issues related to nutrition and agriculture.
  • Skills in designing and conducting discussion sessions and evidence-based policy advocacy mainly on nutrition and agriculture.
  • Facilitate groups/targeted communities to link them with Palikas and wards.
  • Maintain relation with multiple stakeholders i.e., Palikas, wards and relevant stakeholders.
  • Generate periodic reports.
  • Demonstrate the evidence for the advocacy at local level.
  • Ensure cross-cutting issues such as gender and inclusion mainstreamed throughout the project cycle

Qualifications and experience: 

  • Bachelor's degree on social science, or relevant field, with 3 years of working experience in relevant field.
  • Self-motivated and have a good learning attitude.
  • Should have skill set on rights-based approach, gender and inclusion and PLA (Participatory Learning and Action)  
  • Familiarity to the accountability tools i.e., community sore card (CSC), public hearing 
  • Good communication skills both in English and Nepali languages.
  • Open and believes in teamwork.
  • Fluency in Maithali languages will be a plus point.
  • A valid motorbike license holder is preferred.

5. Agriculture Officer –(1)

The position is based on the working Municipality of Siraha district with frequent field visit. The position directly reports to the Project Coordinator. 

Key Responsibilities:

  • Support in designing/planning program, implementation, monitoring, evaluation, and reporting of the project activities.  
  • Support for targeting project beneficiaries, group formation and sensitization.
  • Guide and supervise subordinate staffs i.e. JT, Enterprise development facilitators and Social Mobilizes. 
  • Serve as resource person for conducting and managing the specific training packages in relating to integrated farming.
  • Demonstrate good agricultural practices at field and guide farmers on adopting the demonstrated technologies.  
  • Demonstrate climate smart technologies, local level nutritious crop/plants plot in field. 
  • Maintain good working relation at working municipality and work closely with them to demonstrate a nutrition sensitive integrated farming approaches and advocate in incorporation of best practices into local government work plan/policy.    
  • Maintain a close coordination with WHH and its working partners in the project sites/district and local government and other relevant stakeholders for the smooth implementation of the project.
  • Support PC in writing monthly, quarterly and annual reports. 
  • Collect case studies and success stories of the project.
  • Ensure cross-cutting issues such as gender and inclusion mainstreamed throughout the project cycle.

Qualifications and experience: 

  • Bachelor's degree (Masters preferred) on agriculture, with 3 years of working experience in relevant field. 
  • Demonstrable experience on entrepreneurship development preferably off-farm.
  • Experience of working with community as well as with local government.
  • Self-motivated and have a good learning attitude.
  • Good communication skills both in English and Nepali languages. Fluency in Maithili language will be a plus point.
  • Open and believes in teamwork.
  • A valid license of two-wheeler is must.

6.   Nutrition and WASH officer-(1)

The position is based on the working Municipality of Siraha district with frequent field visit. The position directly reports to the Project Coordinator. 

Duty station and key responsibilities: 

The position is based on the working Municipalities of Siraha district with frequent field visit and will report directly to project coordinator and includes multiple exposure possibilities.  

Project planning and implementation 

  • Play proactive role planning, implementation, monitoring and reporting of Nutrition and WASH promotion activities project in close guidance of the project coordinator. 
  • Lead the nutrition and WASH related assessment by the project in close coordination with the Monitoring Evaluation and Learning Officer (MEAL) and Project coordinator.  
  •  Lead the project DIP preparation, Monthly plan and contingency planning of the Nutrition  and WASH promotion interventions.
  • Lead the targeting of the LANN+ group beneficiaries in close coordination with the MEAL and Project coordinator.  
  • Capacitate the social mobilizer (CNF) on LANN+, PD, Screening, NERP and other project key instruments.  
  • Lead the mass screening process of -59 months children with involvement of the municipality and guiding the social mobilizer (CNF), in close consultation with the project coordinator.
  • Lead the NERP operation with the involvement of municipality and guiding the social mobilizer (CNF), in close consultation with the project coordinator.
  • Lead the LANN+ operation with the involvement of FCHV and guiding the social mobilizer (CNF), in close consultation with the project coordinator. 
  • Mobilize SM/CA and capacitate on them to perform the timely execution of the project activities. 
  • Train the municipality officials on project nutrition instruments. 
  • Conduct trainings as per the requirement of project and facilitate in organizing field visits and monitoring visits by local government, international visitors and stakeholders.
  • Support project coordinator in planning and conducting relevant meetings, workshops, and trainings. 
  • Maintain good working relation at working municipality and work closely with them to demonstrate a nutrition sensitive tools and approaches and advocate in incorporation of best practices into local government work plan/policy.   
  • Maintain a close coordination with WHH and its working partners in the project sites/district and local government and other relevant stakeholders for the smooth implementation of the project.
  • Communicate regularly with PC and other technical officers of Agriculture, Advocacy for the synergistic implementation of field level activities. 
  • Provide necessary technical expertise in nutrition and WASH component in the wad and Municipality.
  • Prepare the proposals/concept note of the activities and forward PC for its approval process.
  • Monitor the work of Social mobilizer (CBNF) and guide them in conducting project activities. 
  • Support the PC, MEAL Officers on compiling the Nutrition profile of the municipalities.
  • Support the PC, MEAL Officers on analyzing the nutrition data generated for evidence generation.
  • Collect field data; compile and analyze as per the requirement.  
  • Contribute to develop the monitoring tools and checklists. 
  • Support PC in writing monthly, quarterly and annual reports. 
  • Collect and support PC in writing result-based case story 
  • Support for documenting the evidence and lesson learnt project.
  • Demonstrate the evidence for the advocacy at local level.

Qualifications and experience: 

  • Bachelor's degree (Masters preferred) on Nutrition, Public health, or relevant fields with 3 years of working experience in relevant field. 
  • Demonstrable experience on Nutrition and WASH promotion sector.
  • Experience of working with community as well as with local government.
  • Self-motivated and have a good learning attitude.
  • Good communication skills both in English and Nepali languages. Fluency in Maithili language will be a plus point.
  • A valid license of two-wheeler is must.
