I. General Information

Job Title: Livelihood Manager (LM)

Sector of Assignment: Rural development, Agriculture and non-agriculture Income generation, Cooperative, Community development

Country: Nepal

Duty Station (city): Dhulikhel hospital (with frequent travel to other project districts)

Project Site: Manekharka, Hindi, Salambu, Puttar

Duration of Assignment: 1 year (extendable based on performance & project duration)

Salary: Negotiable based on the experience and qualification

II. Supervision

Title of Supervisor: Project Manager (PM)

Content and Methodology of Supervision:

Livelihood Manager will work under the direct supervision and guidance of the Supervisor and will report directly to the Supervisor. At the beginning of his/her assignment, a detailed work plan will be developed jointly by Livelihood Manager and his/her supervisor and will include the detailed assignments, their timeline, indicators and targets.

He/she will be supervised on a daily and weekly basis through individual and group meetings where Livelihood Manager will provide weekly update on the progress towards targets as well as challenges and lessons learned, and the supervisor will provide feedback and guidance. Further, the supervisor is to provide adequate guidance, clarifications and feedback is being provided against the established work plan.

III. Duties, Responsibilities and Output Expectations

Background Information - Job Specific:

Livelihood Manager reports to PM who provides general guidance on the overall performance. He/she will also be provided with inputs from Income generation specialist and Agriculture specialist stationed in Korea. Livelihood Manager will be in charge of the operation of income generation activities of the Project under the supervision of PM. He/she will lead the income generation team by providing visions, guidance and supervision to agriculturalist, other supporting staffs and implementing partners.

He/she will be responsible for the project design, day-to-day operations of the project and monitoring project progress and implementation as well as budget management and coordination for the operation. Frequent visits to project sites may be required. He/she may expect to work under complex and challenging environment within limited resources.

1. Program design, management and monitoring

  • Lead on conducting assessments (including market assessments) in collaboration with other sectors and the shaping of detailed activity plans in the project area, in accordance with the Project Framework, ensuring that assessment reports are written and disseminated.
  • Strategic direction and overall supervision and successful implementation of the project(s)
  • Development of work plans and budget management according to project outputs and results
  • Effectively contribute to the preparation of the Project activity plans, especially on livelihoods component including the formulation of the livelihoods-based projects documents
  • Undertake research (desk and field) to identify livelihood innovations, organize piloting of new innovative ideas and document and disseminate the best practices on sustainable livelihoods
  • Lead and/or support field -based livelihood team of (an) implementing partner(s) in the planning (work plan and budget), implementation, monitoring and evaluation of all the activities related to sustainable livelihoods development, especially for promoting employment and income through increasing agricultural productivity, market access and small and medium enterprise development.
  • Monitor activity progress and determine necessary actions to course correct
  • Provide project and/or activity reports that are timely and meet institutional and donor requirements
  • Develop and maintain strategic relationships with local partners and local authorities
  • Work independently and with other agencies to build local community acceptance of the Project
  • Represent the Project at livelihoods sector and other related working groups and other stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for the Project and KOICA
  • Facilitate donor visits to project sites as appropriate
  • Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc.
  • Frequent travel to the project sites and provide support to team as needed

2. Team management

  • Provide leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team-work; including working in coordination and collaboration with the other sectors and overall project team
  • Manage teams of national staff to complete program goals on time and on budget
  • Provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work
  • Manage and evaluate performance of team members, their contributions and specific outputs and providing feedbacks to show where improvements are needed and why 

3. Coordination and Liaison

  • Assist to identify potential partners in the project areas.
  • Work with existing partner to ensure that projects are clearly understood, implemented and that project documents are completed.
  • Ensure proper cooperation with partner organizations and delivery of quality services

IV.  QUALIFICATIONS and REQUIREMENTS

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

1. Education

  • Advanced degree in agriculture, agro-business, agro- or non-agro- economics, rural development or international development, Social Sciences or any other relevant field;
  • Combination of any of 2 degree mentioned above will be a plus

2. Experience

  • The candidate should have at least 5 years’ experience in livelihoods development, private sector development, cooperative development related work in rural Nepal,
  • Proven ability to develop business plan, livelihood analysis, policy analysis on cooperatives and livelihood sector;
  • Demonstrated track record of developing and supporting cooperatives in rural Nepal and ability to design and implement agriculture/ non-agriculture-based livelihood development, micro-enterprise development strategies and activities;
  • Sound understanding of the sustainable livelihoods development approaches;
  • Experience in working with local government or NGOs on agriculture/livelihood related activities;
  • Excellent communication and interpersonal skills to be able to carry out capacity building for all stakeholders;
  • Experience and knowledge of policies and procedures from bi-lateral aid organizations, especially KOICA, will be an asset.

3. Language

  • Proficiency in written and spoken English and Nepali.
  • Ability to speak Tamang will be an asset.

4. Skills

  • Microsoft office (including Microsoft Word, PowerPoint, Excel)

V. Background Information

Limited access to healthcare services and lack of income source results in low quality of life of people living in the project sites: Manekharka and Hindi in Sindhupalchowk district, Salambu in Kavre district and Puttar in Tanahun district.

Dhulikhel Hospital of Kathmandu University has established 21 outreach centers (ORCs) in rural areas across the country including the project sites, and dispatched medical and paramedical staffs. In addition, Dhulikhel Hospital also has launched the community development programs promoting income growth activities in addition to the provision of basic healthcare services through ORCs, so that community people can fully enjoy the provided services. These efforts are recognized as a new approach of rural development.

In recognition of this effort, Korea International Cooperation Agency (KOICA) has launched a new project titled “Empowering Rural Communities in Nepal Through an Integrated Approach to Health and Income Growth” by signing a Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Korea and the Ministry of Finance of the Government of Nepal to support Dhulikhel Hospital with its development experience and expertise.

The Project aims to achieve well-being and improved quality of life in rural community as result of strengthened capacity for community development through integrated approach to health and income growth. Main components of project implementation includes: developing a Master Plan to operate outreach centers; workshops with relevant partners for community need assessment and knowledge sharing; capacity building of healthcare personnel, community leaders and members; supporting income generation of community people by cash cropping and other relevant activities; managing and evaluating progress and performance of the project; supporting construction of agricultural infrastructure and health facilities in the project sites.
