Community Development Forum, Nepal established in 2005 is registered in District Administration Office, Dolakha and affiliated with Social Welfare Council with motive to support on social development. It is autonomous, non-profit making, politically nonpartisan and non-government organization.  It encourages community participation for protection; management and utilization of environment and natural resources by assuming sustainable development for basic need on self-dependence of rural people.  It is focused tocontribution on holistic development of country with enhanced awareness among people through agriculture, forest, environment, education, health, women empowerment, human resource development, social welfare activities.

Location: Based in Field offices

Job Summary:

Under the overall guidance of the Executive Director and direct supervision of the Project Coordinator for the WASH Program, Nepal, the  WASH Sub-Engineer should  shoulder the overall responsibility of Technical Part of WASH programme of CDF -Nepal Working wards from Kalinchowk and Sailung  Rural Municipalities which  are identified as  having   severe need of    safe drinking water  since long.

The Sub-Engineer carries out tasks in accordance with the Project document, the policies and systems of CDF-Nepal and donor agencies. S/he shall follow the guidelines of the Project Coordinator of “Water Security & Climate Resilient” project and closely work with programme to fulfill the assigned responsibilities.

  • Good field level planning and coordination skills to ensure a wide variety of activities, often with an urgent nature, to be carried out in an efficient and economic manner. 

Key Responsibilities

  • To support WASH Engineer on Project analysis, assessments, planning, preliminary survey, Detail survey and design drawing, estimate of water supply projects,.  Support in assessments, survey, prepare design, drawing and estimate of institutional WASH facilities. .
  • To  manage  supervision of all WASH structures at the field  maintaining quality control as per design, drawing and estimates.
  • To be a part of smooth project implementation in the community by seeking and ensuring support and cooperation from community technicians and social mobilizers, as necessarily.
  • Brief technical part of the project to project coordinator, board members, district line agency, partner organization, and stakeholders on plan, progress and strategy of the program unit, during the monitoring visit.
  • Establish and maintain close and frequent coordination with WASH Engineer as his/her primary point of reporting for smooth and timely implementation of the WASH project.
  • To be stationed at the assigned field to implement the project to meet the  quality standards within allocated time frame
  • Implement the program on the basis of DIiP in close coordination with  WASH Engineer, PC, Local government, community and concerned stakeholders.
  • To help strengthen the capacity of School Management Committee, Water User committee, Community Technicians for the construction, repair and maintenance of WASH structures   in line with disaster resilience and sustainability.
  • To help WASH Engineer on technical assessment, generation of technical report, provide spot support and guidance to the construction community/WUC/SMC and follow up, to help prepare work completion report of each of the construction by the project.
  • Insure Quality of all the construction activities related to the project, prepare monthly technical progress report, and share within line agency, cluster member
  • To provide technical support to subordinates and junior technical staffs for feasibility study and technical survey of new and renovating Water Supply Schemes.
  • To ensure close supervision of under constructing water supply schemes during construction at field level.
  • To assist WASH Engineer for Environmental Impact Assessment (EIA) related to water supply schemes as well as distribution system.
  • To assist for the conduction of Cost -Benefit- Analysis for the water supply schemes.
  • To conduct water quality test to identify and characterize water pollutant sources with the supports from   partners.
  • To physically verify the stock of construction materials for renovation, reconstruction and construction works.
  • To work closely with Water User Committees for quality implementation of renovation, reconstruction and construction works as per the agreed plan.
  • To actively promote the field level WASH related activities as per project theme.
  • To make timely reporting to WASH Engineer and keep one in close contact and coordination with WASH Engineer for performing any emergency technical tasks that may arise in the field, as instructed by WASH Engineer.
  • Assuring the health and safety measures are properly adopted in the field level implementation work.

Communication and Reporting lines

  • WASH Sub-Engineer reports to Engineer and is expected  to 
  • Provide overall support of technical part of WASH program. 
  • Report to Engineer on all issues related to technical progress at the field.

Professional skills and qualifications needed in the position

  • Diploma in Civil Engineering 
  • Experience in working in WASH sector with sound knowledge in survey, estimate and design procedures of rural water supply schemes along with knowledge of sanitation movement of Nepal with different type of institutional WASH facilities in rural context.
  • Good knowledge in documentation, report writing and presentation
  • Good Knowledge of WSS scheme  supervision of the construction.
  • Tactfulness and excellent interpersonal skills 
  • Having good idea of Auto CAD, Microsoft Office package and other relevant designing software preferably having good idea of using EPANET software..
  • Good communication skills both in English and Nepali
  • Ability and willingness to work in team and to work under pressure and in remote/difficult cumstances
