Building Economic Resilient (BER) project

Conduction of Trainers Training on Financial literacy (Advance course)  

1. Overview and rationale

Migration for employment to India from remote rural area of Nepal is huge. Most of the seasonal migrants from these areas go to various cities of India to work mostly as porters and construction workers. Majority of the seasonal migrants express unemployment in their communities as the major cause for migrating as jobs are guaranteed in the Indian markets. Unemployment is caused by the low private sector investment in the community as well as lack of access to productive resources limiting their chances to fully utilize the time and capacity. Due to unemployment and lack of financial awareness, people tend to follow irrational financial practices, such as burrow from costly medium such as the local loan sharks. This results in the high debts. With no other way out, people are forced to migrate to India. However, there is a trend to follow fellow villagers to India even if the income is fairly sustainable for the family without the remittance money. Most of the migrant workers to India are very poor and migrate for subsistence. Some do not have land, while some do not have access to productive resources such as irrigation water. It can be perceived that target population are trapped in a chain reaction created by poverty, high debts, lack of financial knowledge and access to financial services, unemployment and migration. The situation is even worsened as the migrant workers do not use the formal remitting channel from India and lose money due to theft, robbery, bribery, cheating etc. 

In such scenario, this project has been developed to empower the migrants to India and their families with financial knowledge, so that they can protect, save and invest the remittances for sustainable future. One of the components of the project is to conduct financial literacy trainings at different levels for better remittance management. This assignment will develop the trained financial literacy facilitators at local level by providing advance financial literacy ToT. The major topics of the training are remitting, saving, budgeting, expenditure and credit. However, topics such as insurance, investment, entrepreneurships & productive use of remittance should also be covered slightly.

2. Objectives of the assignment

The objectives of the assignment are categorized as below: 

  • To conduct the financial literacy ToT for 4 days.
  • To prepare & submit the training report.

3. Required qualification and experiences

  • Minimum of Bachelor’s degree.
  • At least 3 year of working experiences in NGO/INGO  and experience to deliver financial literacy ToT also have  knowledge and facilitation skills.

4. Working Team

The tentative Team composition to deliver the training will be as follows: 

  • Lead Facilitator (external consultant)
  • Co-facilitator (external consultant)

5. Expected results

  • At least 20 trained financial literacy facilitators will be developed.
  • Detail training report will be submitted.

8. Terms of Payment

  • 20% upon signing contract
  • The last instalment will be paid upon the submission of assignment as per this Terms of reference with full satisfaction evaluated by hiring manager

Documents for submission

  • VAT registration certificate 
  • Tax clearance certificate
  • Agreed time sheet of all involved consultants upon completion of project – signed by consultant and hiring manager
  • Detailed work plan – agreed by consultant and hiring manager
  • Detailed budget sheet with breakdown – agreed by consultant and hiring manager
  • Actual invoices to claim for expenses as per mentioned in the contract 


9. Duration of the assignment/ work schedule

The ToR will be effective from 16th May to 31st May 2019 for the consultant. The time line and schedule also reflect in the table below :

Intellectual property, Copyright, and Ownership of all prepared information

The Consultant shall retain all rights to pre-existing (background) intellectual property or materials used by the Consultant in the delivery of this training. All arising intellectual property, ideas, materials, processes or processes formed in contemplation, course of, or as result of this training shall be passed to FOPA without restriction.

The Consult shall warrant that all arising Intellectual Property, materials and/or products produced in pursuit of this training  shall be original, and shall not infringe on any third party’s claim. All technical or business information, in whatever medium or format, originated, collated or prepared by or for the Consultant in contemplation, course of, or as result of this assignment shall be transferred to FOPA without restriction on completion and shall not be used by the Consultant for any other purpose without express written permission of FOPA board

Copyright of all arising documents, data, information or reports produced by the Consultant under this agreement shall belong to FOPA and will be passed to FOPA without restriction. Such documents, data, information and reports shall not be used by the Consultant for any other purpose other than in conjunction with this assignment, without the express written permission of FOPA board.
