Promoting Citizen Empowerment and Inclusive Democracy in Province 2

BACKGROUND AND CONTEXT 

Aasaman Nepal (ASN) is a Terai-based leading (registered at Dhanusha district) and national NGO (affiliated with SWC) established in 1999 working with different programs like education, health, child protection, livelihood, nutrition and food security, good governance and women empowerment in 10 districts. The main goal of the Aasaman Nepal is to empower marginalized communities and key stakeholders towards creating inclusive, responsible and accountable governance mechanism to ensure the rights of all children as enshrined in the legal and policy frameworks are respected, protected, promoted and fulfilled. 

1. Project Background  

Promoting Citizen Empowerment and Inclusive Democracy in Province 2 is a four-year project funded by European Union and it aims in the target areas that a comprehensive understanding of local governance has occurred, and practical implementation has been anchored into day-to-day reality as well as in the regular calendar of events between local government and citizens. It will be implemented in Rajgadh and Bishnupur Municipalities in Saptari, Karjanaha and Kalyanpur Municipalities in Siraha and Isnath and Baudhimai Municipalities in Rautahat districts.

2. Project Objective (Impact)  

Contribute to enhanced Citizens’ participation in sub-national good governance in Province 2

3. Project Outcomes 

Socially marginalized and economically poor citizens have access to accountable governmental services and actively participate in inclusive local development processes in six Municipalities of Saptari, Siraha and Rautahat districts.

4. Baseline Study Objectives: 

The study will focus on baseline data collection for a set of indicators outlined in the project log frame. The baseline study report will be used as a measurement to monitor the project progress against the set indicators over the course of the project implementation. The project logical framework is annexed to this ToR. 

5. Scope of Work 

This baseline survey is to be conducted in Isnath and Baudhimai municipality in Rautahat District; Karjanha and Kalyanpur municipality in Siraha District and Bishnupur and Rajgadh municipality in Saptari District and within project direct beneficiary which include Dalits, Muslim citizens, marginalized people, local government representatives, thematic staff, youth groups, civil society organizations (CSOs) etc. of the project. 

The Survey includes: 

  • Literature Review: review of key documents like project proposal, log-frame and baseline survey tool
  • Analysis of existing statistical data (population age group, gender disaggregated; number of CSOs) 
  • Propose the actual sample size and the calculation of sample size should be scientific backed up by statistical calculation
  • Design and share the baseline survey tools and questionnaires with ASN and WHH before field testing
  • Conduct orientation to the enumerators  
  • Organize interviews and focus-group discussions with the local representatives and CSOs and target group  
  • Prepare the analysis of the results and findings on qualitative and quantitative data (e.g. cross tabulation and narrative 
  • Prepare and present a draft baseline report to ASN and WHH 
  • Submit the final baseline study report (soft and hard) in both English and Nepali

6. Required Qualification

The consultant should have experience in survey, fieldwork, data collection, teamwork, presentation of results, logistics, plus understanding on local governance, CSOs capacity building and RbA and GESI issues. 

The consultant should have at least five years of experience in the field conducting similar nature of assignment  

Consultant has demonstrated excellent analytical and writing skills; ( Nepali and English )

  • For firms: copies of - firm registration certificate, VAT registration certificate, Latest tax clearance certificate, Tax Exempted by the government, a copy of tax exemption certificate should have submitted.

For Individual: Copy of citizenship of certificate and VAT Registration certificate.

7. Other Attributes 

All candidate must adhere to child safeguarding in persons provisions covered in the project agreement.

Candidates have to ensure adherence to Aasaman Nepal's policies and internal procedures, protocols, Aasaman Nepal's code of Conduct with special attention to Child Protection and Do No Harm Policies.
