SUB-NATIONAL GOVERNANCE COORDINATOR

USAID Hamro Samman Project

POSITION TITLE: Sub-National Governance Coordinator (national position)

LOCATION: Kathmandu, Nepal, with frequent visits to 10 districts in central, mid-west and far-west Nepal

REPORTS TO: Law and Governance Manager

CONTRACT LENGTH: 12 months, renewable depending on project needs and/or performance

BACKGROUND:

Nepal is a source, transit, and destination country for human trafficking for sex, labor, and organs. A 2014 report estimates that 230,000 Nepalis are subject to slavery at any given time, and nearly 30 percent of the economically-active population is unemployed or underemployed.1 USAID’s Hamro Samman is a five-year program generously supported by the American people and implemented by Winrock International. It seeks to build the capacity of and facilitate coordination among the GON, civil society, and private sector to combat TIP in Nepal.

POSITION SUMMARY:

Winrock International seeks a Sub-National Governance Coordinator to successfully coordinate the project’s programming at the sub-national level. The onset of federalism in Nepal brings with it an opportunity to support the provincial and local governments to deliver a coordinated response to address human trafficking at the sub-national level. The Sub-National Governance Coordinator will be the primary focal point for the project’s activities at the sub-national level. S/he will manage a team of up to 5 district-based Field Coordinators to support a network of 36 local governments and three provincial governments to establish and operationalize sub-national committee’s controlling human trafficking to improve sub-national response to human trafficking. S/he will ensure integration of advocacy activities being carried out by Hamro Samman’s civil society organization hub partners at the sub-national level to bring citizen’s voice to the policy making process and to improve services delivered to trafficking survivors and the at-risk population.

S/he will manage a team of Field Coordinators who provide support to provincial and municipal level actors and oversee the quality of work done by grantees in related areas. S/he will have a high level of technical understanding of counter human trafficking, trafficking in the entertainment sector in Nepal, foreign labor migration and the local governance system. S/he will bring enthusiasm to drive the Hamro Samman project forward with quality at the sub-national level, to achieve meaningful and sustainable impact that reduces human trafficking.

ESSENTIAL RESPONSIBILITIES:

• Establish and maintain strong relationships with provincial and municipal level government institutions
• Coordinate with government officials to improve data collection, sharing and usage to strengthen policy, coordination, and public reporting at the sub-national level
• Assess capacity of and strengthen sub-national committees for controlling human trafficking to prevent, protect and prosecute TIP
• Coordinate capacity assessment of and strengthening of government capacity at sub-national levels to monitor and enforce policies related to labor recruitment, the entertainment sector and TIP
• Manage a team of up to 5 Field Coordinators to design and implement a strategic program, with quality
• Manage and monitor sub national trainings, orientation and workshops
• Design sub-national grants together and oversee their successful implementation
• Provide high quality, written analysis and reporting in English
• Other duties as assigned

QUALIFICATIONS:

• Education:Bachelor degree (Masters preferred) in law, human rights, or other relevant field

Technical:

• Minimum 4 years’ experience in policy work related to countering human trafficking, the entertainment sector, foreign labor migration or other relevant field such as human rights
• Relevant experience implementing policy development and advocacy programs with the government at the national and sub-national level
• Experience building the capacity of government entities at the sub-national level
• Experience managing international projects to the highest ethical and quality standards

Skills/Knowledge:

• Knowledge or understanding of social, economic, and political context governing anti-trafficking and safe migration issues
• Knowledge of international and national laws and regulations pertinent to labor migration, employment and human trafficking
• Knowledge of human and institutional capacity building tools and approaches, particularly in a decentralized governance system
• Understanding of policies and enforcement mechanisms related to TIP in Nepal
• Computer literacy in Microsoft Word, Excel, and Powerpoint.

Communication: Excellent spoken and written communication skills, including the ability to liaise with technical staff and present information in a clear and concise style. Fluency in written in English.

Analytical skills: Ability to analyze information and solve problems with excellent attention to detail.
