Works station        :Project Office, Khijiphalate, Okhaldhunga

Salary : Salary benefits and facilities will be as per Demba Community Development Centre (DCDC) human resource management policies and agreement between Catholic Relief Services (CRS).

Major Responsibilities and Tasks: 

The Social Mobilizer Officer (SMO) will be responsible to work in close coordination with thematic officer/engineers, MEAL Officer, Social Animator, Technician, Technical Assiatant, program reletated staffsfor developing strong rapport with the communities, linkage and coordination with VDC level stakeholders, support and facilitate Social Animators & Community Reconstruction Committees (CRCs) to facilitate and lead community mobilization and planning process. They also support and facilitate Social Animator &Community Reconstruction Committees(CRC) for target group identification, group formation, mobilization and implementation of all thematic project activity. The SM will also maintain all community based data, records and report to the respective Officers. S/He will be responsible to implement and also assist/facilitate the following activities in close coordiantion with project releted staffs as per the agreement between Demba Community Development Centre, Okhadhunga and CRS :

  • Conduct/organized different level meeting and minuting on minute book.
  • CRC formation/mobilizationconduct Capacity building training for CRC, mason/building groups..
  • Participate cluster level and staffs meeting.
  • Develop plan for social mobilization, risk reduction and vulnerability reduction in respected VDCs.
  • Visit the identified villages and clusters as per plan preparedfor field work, including supervision of and handholding support to community mobilisers; capacity building activities, planning of field work, assisment, survey, data collection and analysis of outputs and service delivery for their designed clusters.
  • SMO should also play a supportive and supervisory role in the planning of the day to day activities that are to be implemented by social animators and/or volunteers.
  • Troubleshooting and handholding  to implement field Level  acitivties 
  • Networking with other entities - police, other NGOs, community health workers, mothers andwomen’s groups, CRC etc.
  • Maintain regular contact with secondary stakeholders and ensure smooth working in the field.
  • Coordinate activities between and among social animatros/volunteers  in the different community.
  • Facilitate group/s orientations  and foster activitiesengaging all the women, men, boys and girls including members of vulnerable/marganilized communities 
  • Prepare and maintain periodic reports.
  • Conduct fortnightly /monthly review meetings with the social animators and ensure their involvement in development of plans and their implementation
  • Identify the training needs and other support required by social animators, Mobilize Social Animators, Volunteers.
  • S/he will support to conduct Focus Group Discussions (FGDs) with target groups and ensuring all the women, men, boys and girls including members of vulnerable/marganilized communities  are engaged.
  • S/he will diseminate the findings. 
  • S/he will ensure the distribution of IEC material related to shelter in community mobilization activities and awareness creation sessions.
  • Update the government offices about the Demba Community Development Centre, Okhadhunga/CRS plans and activities and seek their input to ensure accountability. 
  • Ensure the protection of vulnerable groups including children, vulnerable adults at riskthroughout project implementation
  • Support MEAL Officer to plan monitoring visits and Assist Social Animators to collect data on timely manner.
  • Collect/support to collectHuman Interest Stories (HIS). Prepare Case studies and assist DCDC for wider circulation, sharing
  • Liaison to government line agencies- Village Development Committee, Health Facility Management Committee, Village Water, Sanitation and Hygiene Coordination Committee, Ward Citizen Forum, Village Reconstroction Committee (CRC) etc.

Job competencies:

  • Experience in social mobilization field in governmental and non-governmental organizations
  • In depth knowledge of social mobilization sector and its working modality in the country both government and non-government sector.
  • Strong communication, documentation, and dissemination skills 
  • Excellent skills in operating computer.
  • Experience of using participatory approaches in projects to make sure effective and active participation of all community members including women and vulnerable/marginalized groups
  • Proven ability to work effectively with others and strong interpersonal skills
  • Fluent and able to communicate in Nepali and atleast one local language i.e. Sunuwar,Sherpa and Tamang
  • A strong commitment to Gender Equaltiy and Social Inclusion (GESI) and working with marginalized and vulnerable group of people.Technical skills and work experience in advocacy, lobbying and networking with social mobilization and other sectors.

Desirables: 

  • Experience on working with in the field of social mobilization priority given to working exceperience with EarthQuake Response project.
  • A strong commitment to social mobilization and Human Rights is essential along with ability to represent at various levels 
  • Highly motivated, flexible, capable of working both independently and as part of a team 

Working conditions: 

  • This position is based in assigned project Office of Demba Community Development Centre, Okhadhunga and frequent travel to the field project villages.

Required qualifications: 

  • Bachelor’s degree in relevant subject from a recognized university with at least 3 years’ experience in tracking change, Social mobilization.  
  • Willness to work in remote and marginalized mountain communities.
