Organisational context (where the job is located in the Organization)

Following the earthquakes of 25th April and 12th May 2015, the Japanese Red Cross Society (JRCS), working under the legal framework of the International Federation of the Red Cross and Red Crescent Societies (IFRC), has been supporting the Nepal Red Cross Society (NRCS) in implementation of the Nepal Earthquake Recovery Programme (the Recovery Programme) as the integral part of ‘One Plan’, the Nepal  Earthquake Movement Recovery Plan formulated in June 2016.

The Recovery Programme, which the JRCS supports, is comprised of the seven projects, Shelter, Health, Livelihood, WASH, School-based Disaster Risk Reduction, Blood Service, and National Society Capacity Building. All the projects except the Blood Service have been operated in Sindhupalchok district (the district), one of the 14 most affected districts by the earthquake. The Programme started in November 2016 and various achievements have been identified until now.

Two years on since the One Plan started, the NRCS has developed the Transition Plan in collaboration with the IFRC and Partner National Societies (PNS), and continues to manage the remaining tasks and activities of the One Plan by transferring the knowledge, skills, experiences and new tools developed by recovery operation to the existing departments of NRCS.

This new post, the WASH/Livelihood Senior Project Officer is based in the JRCS Country Office to work with the NRCS headquarter (HQ) and also makes regular field visits to Sindhupalchok as required.

Job purpose

The WASH/Livelihood Senior Project Officer provides necessary supports to the NRCS in ensuring that the WASH and Livelihood projects under the Recovery Programme will be implemented effectively to support the community to recover from the earthquake devastation.

Job duties and responsibilities

The WASH/Livelihood Senior Project Officer will work closely with the NRCS WASH/Livelihood focal points at NRCS HQ and the district under a line manager’s supervision, and contribute to the overall achievement of the WASH/Livelihood Support Project objectives and the overall implementation in the target area managed by NRCS.

The Senior Project Officer must have sufficient field operation experiences and be able to provide practical and concrete advice and technical support to the NRCS in the fields of WASH and Livelihood.

The followings are the main duties and responsibilities.

WASH:

  • To support NRCS to provide technical and necessary support at the filed level to manage construction of the quality water supply scheme and school toilets.
  • To support NRCS to provide technical advice and necessary support to ensure community construct an individual toilet in line with the Shelter project timeline.
  • To support NRCS to make conduct effective sensitization or orientation sessions on hygiene and sanitation for community, local authorities and other stakeholders in a timely manner.
  • To support NRCS to make a timely procurement of the required materials and deliver them to the site.   
  • To support NRCS to conduct needs assessment and systemic surveys and design for additional water supply schemes if required
Livelihood
  • To support NRCS to provide technical and necessary support for the beneficiaries to improve their livelihood through cash grant programme.
  • To support NRCS to provide technical and necessary supports for local cooperatives to develop their management capacity for providing better service for community.
  • To support NRCS to make a timely procurement of the required materials and provide them for the vulnerable households.
  • To encourage the vulnerable households to earn a stable livelihood with technical support.
  • To support NRCS to provide technical and necessary supports at the filed level to manage construction of the quality irrigation channels.

Planning, Monitoring, Evaluation and Reporting:

  • To be responsible for concrete and feasible planning/budget allocation based on reliable data to ensure the activities is implemented in a limited slot as planned
  • To make regular joint monitoring with NRCS and provide technical advice to NRCS and community
  • to ensure that the WASH facilities function and are maintained properly after the construction is completed, and that the community continue to practice what they learnt at the sensitisation training for safe drinking water supply and better community/personal hygiene and sanitation.
  • to ensure that the Livelihood equipment/facilities function and are maintained properly after the construction/provision is completed, and that the community, who acquired knowledge/skills through training, practice it properly 
  • To provide technical support to NRCS to maintain the quality data collection and analysis to monitor WASH outputs
  • To be responsible for submitting monthly and quarterly progress report to a line manager

Others

  • To collaborate, coordinate and communicate with beneficiaries, community, local authorities, district authorities and other stakeholders to achieve the project objectives.
  • To be responsible for informing the Programme Advisor about the progress of the WASH/Livelihood project and consulting her/him immediately if there is a concern or urgent issue to handle.
  • To maintain regular communication with JRCS staff and reporting to a line manager
  • Not limited to the above mentioned points, s/he has to perform other responsibilities as assigned by a line manager.
