Regional Coordinators – for Province 2, 5 and Karnali

The DFID-funded Nepal Renewable Energy Programme (NREP) seeks to support the Government of Nepal, Ministry of Energy Water Resources and Irrigation, Alternative Energy Promotion Center (AEPC) to lead and manage a new National Renewable Energy Framework (NREF) for the renewable energy sector. It will directly deliver a series of programme activities in line with four objectives:

Build the capacity of Government of Nepal to lead and manage the NREF. The AEPC will be the main entry point but other relevant institutions may also be considered (such as AEPC provincial offices, the Ministry of Energy, Water Resources and Irrigation (MoEWRI), Ministry of Physical Infrastructure and Development (MoPID) at province level, Nepal Electricity Authority (NEA), etc.).  

Strengthen the capacity of the Central Renewable Energy Fund (CREF) to enable it to manage and spend climate finance funds. 

Directly deliver programme activities related to: (i) demand for renewable energy; (ii) supply of renewable energy technologies; and (iii) finance for renewable energy. 

Generate and share knowledge and research in relation to Nepal’s renewable energy sector. Develop networks of partners working in the sector and facilitate knowledge sharing and learning

Scope of Work

The RegionalCoordinator[RC] will coordinate and support all sub-national activities for the NREP working in partnership with local and provincial government, civil society and private sector partners in the assigned province in close coordination with AEPC or its provincial office. The RC will be NREP’s primary point of contact in the target province and will be responsible for building relationship with the provincial, district, and local authorities. S/he will be responsible for collecting data and information required by the programmer’s monitoring and evaluation team; and for proactively identifying emerging Renewable Energy opportunities in the geographic area of coverage. The RC will coordinate, monitor and oversee effective and quality implementation of activities by local government, CSO and private sector partners in accordance with the NREP TOR in close consultation with AEPC PIU. 

S/he will be responsible to;

  • Identify emerging RE-related issues and needs for consideration in periodic programme planning, implementation, monitoring and evaluation. 
  • Prepare pipeline of RE projects for investment
  • Provide technical support and engage in targeted advocacy with sub-national actors 
  • Prepare high-quality, accurate and detailed monthly and other reports in English, and contribute to quarterly reports and annual reports. 
  • Work closely with Deputy Team Leader- Governance and Capacity Building to conduct capacity assessments of local government, civil society and private sector partners.
  • Work with Deputy Team Leader – Markets and Finance to identify demands for RE projects
  • Support AEPC PIU team in terms of the capacity building and implementation of activities as per AEPC’s requirements. 
  • Work closely with AEPC PIU staffs- to support other AEPC’s activities at provincial level.
  • Build strong, collaborative working relationship with government, civil society and private sector partners at municipal and provincial level in the assigned area.
  • Actively contribute to gender mainstreaming and women’s economic empowerment throughout the programme.

Required Qualifications

Master’s Degree in Renewable Energy, Engineering, Management or any other relevant subjects with at least 3 years of experiences in promoting renewable energy technologies. 

This position will be based in the headquarters of Province 2, 5 &Karnali and require significant travel to remote places to be effective. It is anticipated that the successful candidate will be required to travel by motorcycle or public transport to the municipal/local level all over the province. Valid motorcycle license and willingness to self-drive and travel to remote places by motorcycle would be essential. It would be preferable if the candidate is a resident of the respective province. The actual start date will be communicated during the interview time.
