Project Officer- DS II

Location (base): PIN Nepal, 70% in field (Assigned Earthquake affected district) and 30% in Kathmandu

People in Need (PIN) is a non-governmental, non-profit, international organization founded in the Czech Republic in 1992. PIN arrived in Nepal as part of a humanitarian response to the April 25, 2015 earthquake. Since its inception in Nepal, PIN has had a strong role advocating and addressing the needs of marginalized populations. This includes people who live in geographically remote areas of Nepal, people who are from historically marginalized ethnic groups, and those marginalized because of their age and/or gender identity (women and girls). More recently, PIN has also supported Nepal's post-earthquake reconstruction efforts ensuring that the most vulnerable people are not left behind. PIN is strongly committed for safeguarding of children and vulnerable adults, including people with disability, in line with its safeguarding framework and child protection policy.

Durable Solutions II is the consortium project lead by PIN with its partner Community Self – Reliance Centre (CSRC) designed to facilitate Nepal Reconstruction Authority (NRA) to implement the policy and guidelines developed for the earthquake affected populations of and landless populations of 31 districts of Nepal.

Scope of work

Under the direct supervision of the Project Manager, Project Officer will complete primarily field-based activities for People in Need (PIN)’s Durable Solution project. S/he will ensure effective and timely coordination with project team (including CSRC), local stakeholders, and partners for all aspects of the project and the successful completion of assigned responsibilities. S/he will report directly to PIN’s Project Manager based in Kathmandu.

Project Implementation

  • Assist Project Coordinator in the implementation of Durable Solutions, particularly orientation to households eligible for relocation, filing of land grant applications and other assistance required as part of the relocation process
  • Assist Deputy/Project/Program Manager to develop project strategies, activities and policies related to durable solutions of the displaced household.
  • Conduct, monitor and support protection program implementation of Durable Solutions in displacement sites in earthquake-affected areas in close coordination with CSRC.
  • Identify vulnerable individuals, communities and households, conduct protection assessments and data collection.
  • Mobilize or facilitate formation of safety committees in displacement sites.
  • Provide training to formed committees on protection and displacement topics.
  • Support the committee in developing SGBV referral mechanism, committees’ capacity building.
  • Support committee in adequately addressing and mitigating the risks.
  • Support in the implementation of DRR and other livelihood activities required by the project.
  • Support PIN staff and volunteers in any activities in the field.
  • Organize field visits to project districts and fields sites as per the requirement of the project.
  • Spend long periods (several weeks) in rural field sites, which may involve extensive walking.
  • Complete any other tasks as required for effective project implementation.

Coordination and Liaise

  • Assist Project Coordinator to Liaise with concerned government stakeholder and other existing partner in the assigned district and maintain healthier professional relationship.
  • Assist Project Coordinator with the review of government policies and guidelines for land acquisition as per instructions from Project/Program Managers.
  • Provide support to the Project Coordinator and Project/Program Managers to organize district level/national workshops/orientation/induction in relation to Durable Solutions.
  • Coordinate with CSRC, HRRP, NRA, Gaupalika and other concerned stakeholders and timely update of the situation.
  • Communicate regularly with Project Coordinator and Project/Program Managers.
  • Adhere to PIN Code of Conduct and key policies including Child Protection Policy and Safeguarding Policy

Documentation, Monitoring, Evaluation and Reporting

  • Coordinate with PIN’s MEAL team on any field surveys, assessments or evaluations pertaining to the program.
  • Assist the Project Coordinator with filing risk register reports as per instructions from the Project Manager
  • Participate in relocation-/displacement-related meetings and prepare meeting minutes to Project Coordinator and Deputy/Project Managers.
  • Monitor Her Safety Committees’ mechanisms functionality and availability to the site residents.
  • Monitor protection situation in projects sites, identify and immediately communicate needs and gaps in service provisions.
  • Monitor security projects implemented by the committees
  • Maintain ordered project’s documentation, lists, reports, log books, according to PIN’s and donor’s requirements and compliance.
  • Complete protection-related field reports and send them to Project Managers copying Project Coordinator
  • Ensure programs compliance with project proposal, donor requirements, and PIN’s internal policies and standards as per instructions from the Project Coordinator
  • Carry out routine monitoring and evaluation of the project to ensure quality.
  • Support Project/Program Manager in monitoring progress and evaluation of project activities including financial performances.

Data Collection and Information Management/Dissemination 

  • Collect required data from field (assigned from Information Management Unit of Durable Solutions) and update in Field sight mobile application by coordinating with Durable Solution’s Information Manager.
  • Maintain data and information confidentiality as set out in the Data Confidentiality & Data Sharing Agreement and the Consortium’s Data Integrity Policy.
  • Coordinate with the Information Manager for required updated data from central level and ensure that the shared data in field is updated and verified. 

Required skills, qualification, knowledge and experiences

·         Bachelors degree, or secondary education with at least 2 years of relevant work experience

·         Work experience in rural and remote areas

·         Work experience in SGBV prevention / response, child protection, or women empowerment

·         Work experience in displacement sites (IDP camps), land rights and advocacy

·         Outstanding communication skills

·         Empathy and stress resilience

·         Fluency in written and spoken English

·         Sound knowledge of MS Word, MS Excel, PowerPoint and other office tools

·         Experience with data collection preferred

·         Additional language proficiency (e.g. Tamang) preferred
