Supervisor: Project Manager

Salary   : Salary benefits and facilities will be as per Demba Community DevelopmentCentre (DCDC) human resource management policies and agreement between Catholic Relief Services (CRS).

Job Summary:

The Project Engineer is responsible to work in close coordination with Program Manager, Excuetive Director, other themetic officers, program staffs, district level stakeholders and community level key persons. S/he will work in closely coordination with government and non government agencies at district and municipality level to implement CRS's Okhaldhunga Recovery and Resilience Project. S/he is responsible to provide high quality technical support to the program staffs working in the project in the process of planning, implementation, monitoring, evaluation, and advocacy. S/he will also be involved in generating evidences through relevant case/special studies to measure effectiveness of the program and needed advocacy at district and municipality level.

The Project Engineer will have a strong commitment to Shelter and CFW along with the ability to represent at various levels. S/he should be highly motivated, flexible, and capable of working both independently and as part of a team. The Project Engineer will primarily be responsible for coordinating and implementing the Okhaldhunga Recovery and Resilience Project- Restoration of  Shelterand CFW Services Project.

Major Responsibilities and Tasks: 

The Project Engineer will be responsible for overall management and providing technical guidance to the entire shelterand CFW related activities and will report to PM. S/he will ensure high technical and program qualities of the project such as working with the technical consultants in assessment, developing the training module and training the staffs, leading detail Implementation plan for the construction works, develop activity plan with the team, lead all technical assessments related to demo building construction, skilled and unskilled mason training and other constructions works. S/he will also be responsible to lead monthly and quarterly staff meetings, monitoring and timely submission of activity updates to PM for reporting. S/he is also responsible for the surveying, desining and construction of infrastructure projects in target villages.  S/he is also responsible for working with communities in the mobilization of laborers, explanation of the projects to assistant engineers and community leaders, and supporting in operation and maintenance training to water user groups.  S.he will spend approximately 50% of their time in the field.S/he will be responsible to implement and also assist/facilitate the following activities in close coordiantion with project releted staffs;

1. Program Development

  • Develop monthly implementation plan as per the project agreement. 
  • Develop monitoring and supervision plan for governmental officials in shelter/housing reconstructionrelated activities (technical and social) and other community mobilization activities. 
  • Regularly monitor the project burn rate and provide necessary guidence for further implementation.
  • Make regular contacts with community stakeholders and social mobilizers to understands the project implementation issues and to make necessary change in the project implementation strategy. 
  • Prepare proposal, planing and survey, design, estimate, drawing, layout and detail project implementation plan.

2. Monitoring and Reporting

  • S/he will supervise the work progress and should submit the monthly, half yearly, yearly and completion report to Program Manager.
  • Prepare and submit timely narrative reports on financial expanditure in line with office policies. 
  • Provide all the report after completion of each activity required by donar. 
  • Provide support to the monitoring and evaluation of the project activities using program quality assessment tools. 
  • Orient staff and other stakeholders about program operation strategy, mission strategy, project activities. 
  • Monitor/supervise shelter related activities implemented by consulting company to ensure quality of works and report to DCDC.
  • Success story should be prepared 

3. Coordination and Networking

  • Coordinate with government office to organize and conduct the different level orientation and tranining programs. 
  • Coordinate with district NRA, central NRA other orginazation regarding update in reconstruction policies and awareprogram staffs on new updates
  • Take lead in survey and design of constrcution works in coordiantion with CRS technical team and providetechnical support for the construction of private/public shelter.
  • Facilitate district level coordination, advocacy, lobbying and networking with different actors including government line agencies, and other related stakeholders on a regular basis. 
  • Liaison to government line agencies- District Building and Urban Development Office, DDRC, HRRP, District Public health office, Women and Children Office, District Water and Sanitation Office, District Development Committee, Village Development Committee, Health Facility Management Committee, Village Water, Sanitation and Hygiene Coordination Committee, Ward Citizen Forum, Village Reconstroction Committee (VRC) etc.
  • Play a coordinating role between locals and consulting company to excute shelter related activies such as building model houses and masoons trainings etc.
  • Share learning, success story with other stakeholder in differnet meeting organized by HRRP and POs.

4. Housing Reconstruction Training and Implementation

  • Finalize design of locally adapted earthquake resistant building prescribed by NRA for targeted settlements (ward level), in conjunction with CRS shelter technical support teams and consulting company.
  • Design water schemes for targeted settlements in consultation with CRS shelter technical support teams.
  • Develop community training plans for Shelter (i.e., mason and non-mason training, education through demonstration /buildings, training on retrofitting) in close coordination with NRA, CRS and consulting company.
  • Coordinate with local stakeholders, field staffs and consulting company to excute shelter related training programs.
  • Support team in finalizing the design of house for reconstruction of demo house and beneficaries selection
  • Support technically in retorfitting model house  
  • Take update on building codes and technical information and share with other program staffs.
  • Maintain updated curriculum database and training records.

5. Community Infrastructure Rehabilitation 

  • Supervise technical feasibility of community infrastructure rehabilitation schemes, including environmental impact and mitigation.
  • Oversee design aspects of infrastructure rehabilitation
  • Assist assistant engineers with reviews of community-provided bills of materials, specifications, quantities and costing and ensure quality of materials used.
  • Administering contracts with the communities and ensure timelyaccomplishment of tasks.
  • Monitor progress and quality ofworks from beginning to end - from the feasibility stage, to design through to construction and handover;
  • For Water Schemes: 
    • Assist V-WASH-CC for the identification of water rehabilitation schemes affected by earthquake.
    • Priortize water infrastructure rehabilitation schemesin coordination with V-WASH-CC, DWSSO and D-WASH-CC.
    • Orient/train and assist assistant engineers to finalize the rehabilitation design bill of quantities as per government set standards and procedures for the managerial viability of water supply operations, regulatory and water distribution arrangements.

6. Latrine/toilet construction:

  • Oversee the design process for the rehabilitation/upgrading of household latrine/toilets, to ensure that they are are environmentally and culturally appropriate for the targeted locations, and ensuring that water flow from the superstructure to the substructure is maintained and sustainable and that sub and superstructure are design with consideration of different social/physical, environmental, and technical sanitation details. 
  • Propose proper retrofitting and repair solutions for poor technical detail already implied and/or partially damaged latrines.

7. General Supervision

  • Supervise assistant engineers on a daily basis; S/he will be responsible for the efficient and effective completion of shelter, and infrastructure rehabilitation project activities in terms of technical outputs.
  • Determine staff workloads and develop work plans to ensure that staff are being utilized optimally.
  • Provide ongoing technical support and advice, mentoring and coaching to supervisees.
  • Monitor field activities, to ensure quality implementation of technical trainings and shelter/infrastructure rehabilitation projects
  • Participate in internal and external meetings to review the effectiveness of program implementation.
  • Prepare and manage Shelter/WASH and infrastructure rehabilitation budget, as needed

Required Qualification:

  • Minimum Bachelor’s degree or university degree in engineering and related decipline 
  • Minimum 2 years progressive experience in civil engineering and relevent field.

Required Compitencies: 

  • Expertise and skills to coordinate and liaison with the government.
  • Knowledge of Nepal building codes, government structures and their operational mechanics.
  • Knowledge of standard and prevailing civil engineering principles and practices.
  • Ability of efficient project management, preparing and evaluating contracts, preparing budget estimates, and negotiating prices with contractors.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to effectively delegate while maintaining forward motion on key deliverables
  • Strong mentoring, training and coaching to junior colleagues
  • Excellent in MS office suite especially in Word, Excel and MS project.
  • Proficient in AutoCAD with demonstrated ability to supervise detail drawings and their presentations and capable of reading drawings and schematics
  • Effective writing communication skills both in English and Nepali
  • Skill in making decisions regarding project priorities, costs, and alternatives.
  • Skill in performing research, analyzing findings, preparing and presenting analysis
  • Familier with NRA reconstruction plan, policy and procudure. 

Desirables: 

  • Fully familiarized and proper understanding of NRA programs and issues related to technical and other cross cutting.
  • Experience on working with I/ NGOs in the field of civil engineering. 
  • A strong commitment to technical and Human Rights along with ability to represent at various levels 
  • Highly motivated, flexible, capable of working both independently and as part of a team
  • Ability to speek and understand local laguage 
  • Willingness to travel remote areas.
  • Knowledge and understanding to incorporate gender and social enclusion in project planning, implementation, monitoring and evaluation.
