Community Development and Environment Conservation Forum (CDECF) is one of the renowned and leading organizations of Sindhupalchowk district, which was established in 1998 A.D (2055 B.S.) and registered as non-profit making, non political and non-governmental organization in District Administration Office, with the main objective of wise utilization of local resources with enhanced capacity of local people which ensure the livelihood opportunities for poor, deprived and destitute community people of the society.

CDECF in partnership with Caritas Switzerland (CACH) has been implementing the project titled Rehabilitation of Earthquake Affected Schools in Sindhupalchok (REAS). For the effective implementation of Operation & Maintenance (O&M) related activities in schools and communities, CDECF has been looking for a competent candidate with the following responsibilities.

Job Description

Title:  Programme Officer: Operation & Maintenance (O&M)

Responsible to:  Project Coordinator 

Duty Station :  Project Site Office in Melamchi, Sindhupalchok

Contract Period          :  September, 2018- July, 2019.

Job purpose

The Programme Officer O&M supports the successful implementation of the O&M component in schools in close coordination and cooperation with the O&M focal person at CACH, Programme Coordinator at CDECF, Social Mobilisers and local government authorities of the project areas. The ultimate goal of the O&M component is to establish a functional O&M system in schools that includes the capacity building of the teachers, students, members of School Management Committees (SMCs) and the local government authorities. His/she is also responsible for developing and implementing O&M related activities at Municipalities / Palika’s level. 

In his/ her function, Programme Officer is responsible to deliver the quality results in a given time schedule, and budget. The position requires an intensive field visits to project areas either jointly or independently.  

Job duties and responsibilities

  • Responsible for O&M related activity planning, implementation, monitoring & reporting in coordination with DOC & technical team at CACH and PCs at CDECF, as per the approved project documents such as cooperation agreement, logical framework, work plan, budget etc. 
  • Proactively plan and carry out the regular field visits in project areas as per the work plan to ensure the effective implementation of the O&M related programme 
  • Participate and support in participatory O&M planning workshop, O&M technical training to the caretakers and formation of O&M and WASH committees in schools. 
  • Supervise and support the social mobilisers in field to carry out the monthly O&M monitoring with check list in handed over schools
  • Support the SMCs and schools to implement the O&M plan effectively and to establish a functional O&M system in schools
  • Contribute to ensure the cross-cutting issues like Community Engagement and Accountability (CEA), Gender Equity and Social Inclusion (GESI), good governance, anticorruption and conflict transformation in the progamme implementation
  • Orientation to the staff members and stakeholders about the programme and assist them for better results 
  • Support to develop the monitoring tools during the programme implementation period
  • Monitor programme progress and quality jointly with the CACH team, government line agencies and other stakeholder as per plan 
  • Ensure adherence/compliance to relevant guidelines, regulations, polices of the local and central government while planning and implementing the programme
  • Provide technical support to the local government in setting up a system to support O&M in schools (e.g. O&M fund & school monitoring)
  • Proactive planning and implementation of various activities to build the capacity of local government authorities
  • Perform other related duties as required 

Coordination and communication

  • Coordinate and support in capacity building of the head of municipalities, ward chairpersons and other responsible persons at municipality office
  • Coordinate and work closely with the Resource Persons (RPs)
  • Coordinate with the SMCs and head teachers to develop and implementation of the O&M related programme in schools
  • Coordinate with other LPNGOs of CACH such as Tuki Association Sunkoshi and MANK to develop and effective implementation of O&M related programme in schools and Palikas. 
  • Coordinate with other like-minded agencies and find out the opportunity to build network and alliance (GOs / NGOs/ CBOs) and best utilise it for the benefit of project and organization
  • Coordinate and work closely with the technical team at CACH to develop O&M plan, technical training etc. 

Reporting

  • Collect and compile the reports from field and reporting to PC at CEDCF and DOC at CACH monthly, bimonthly and as per need. 
  • Programme related other reporting as per need.

Requirements

 Academic Qualifications

  • Minimum Bachelor’s Degree in social sciences or management.  Master’s Degree in similar field would be added benefit

Experience

  • At least 5 years of experience in a similar position, preferably in schools and community development.  
  • Previous experience working with I/NGO or funding agency
  • Be familiar with the reporting requirement of funding agency.
  • Previous experience of working with government authorities is highly preferred. 

Soft Skills and Competences

  • Fluent in English & Nepali (written and spoken)
  • Good in Office Package (Word, Excel, PowerPoint, Internet and Email)
  • Able to prioritize tasks and commitment to organization’s objectives, values and policies
  • Strong communication skills with internal and external contacts
  • Ability to work well under pressure and in a diverse team.
  • A positive and strong problem-solving approach
  • Must have a valid driving license of motorbike 
  • Willing to travel in field frequently
