Terre des hommes Foundation (Tdh) is a Child protection focused Swiss INGO that has been active in Nepal for 33 years. Tdh Nepal delegation is seeking a qualified and dynamic Nepali National for the following position: 

Monitoring and Evaluation Manager 

Work Station: Kathmandu with travel throughout Nepal as required 

General responsibilities (Overall purpose):

1. Responsible to proactively work within the framework established by the organisation, the Monitoring and Evaluation (M&E) Manager ensures the consistency and quality of the delegation’s M&E strategies and activities including situation analyses, participatory needs assessments, data collection, reporting – in the application of Tdh’s relevant guidelines and tools. 

2. The Manager ensures that the delegation’s teams are given appropriate and effective methodological support consistent with the approaches, methods and tools used within the delegation in the M&E field.  

Specific roles and responsibilities:

1.Strategic management 

  • Leads the development and implementation of the delegation’s strategic M&E orientations in coordination with the Head of programme, Line Manager, programmes coordinators and, other thematic reference persons
  • Establishes and implements appropriate and effective M&E systems that bring together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
  • Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. 

2.Management

  • Ensures the optimal allocation and proper management of the delegation’s M&E resources (including financial, logistical, technical and human resources). 
  • Ensures project and programme teams take part in monitoring projects and works towards optimal cooperation within the delegation in the M&E 

3.Technical contribution and support

  • Ensures monitoring directives, methodologies and tools are understood and implemented at Tdh
  • Helps develop and write sections related to M&E and assessments, such as needs assessments, data collection, log-frame, M&E indicators, beneficiaries and their selection, budgets and organisational measures for project proposals
  • Provides methodological support during the development of M&E systems and plans, and ensures a consistent approach is adopted across all projects and programmes
  • Ensures monitoring tools are relevant and operated correctly. Ensures the quality of data management tools and processes in terms of design, collection, storage, processing, analysis, presentation, and use
  • Provides advice and methodological support during the recruitment of experts for M&E projects (by drafting/providing support to draft Terms of Reference (ToR) and recruiting and supporting consultants).
  • Provides support to conduct Organizational Capacity Assessment (OCA) of partners
  • Support to meet the compliance by partner organization to organize needs assessments, other types of assessments, as well as Social Audit, Project Advisory Committee Meetings, etc.  

4.Manage and use of M&E data 

  • Manage M&E data of projects in which he/she is responsible and used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially with respect to institutional reporting. 
  • Ensures the M&E projects / Research projects under his/her responsibility are visible and the subject of communications. 

5.Learning/training

  • Supports the delegation team members in understanding M&E (incl. the tools used and related concepts) and ensuring the proper inclusion of M&E at all stages of project cycle and processes
  • Collects information from M&E projects, ensuring efficiency and creativity.
  • Lead to apply tools and processes described in Tdh Project Cycle Management handbook and Tdh Quality and Accountability (Q&A) guidelines  

Education / Qualifications

  • Minimum of Bachelor's degree in Social Science or Management or any related subjects, Master's degree is preferable  

Experience

  • Minimum of 5 years of proven experience in Monitoring and Evaluation of development projects, especially preparing M&E framework/plan, data management, implementing qualitative and quantitative tools, Theory of Change, and Project Cycle Management (PCM) tools  
  • Experience in project design, implementation, reporting and documentation 
  • Experience in collecting and analyzing data, both qualitative and quantitative
  • Experience of working with NGO partners for M&E system set up, training and coaching to programme and M&E staff 
  • Knowledge of and professional experience in the children’s rights field (especially protection and health) in the humanitarian aid/development context, will be an added value
  • Experience in qualitative and quantitative research/assessment will be an added value

Competencies required 

  • Strong expertise in PCM, detailed knowledge of development and project management concepts, processes and tools, Theory of Change, experience in leading participative processes; and reporting 
  • In-depth expertise in developing, planning and implementing systems, procedures, and tools in M&E and Information Management (IM) 
  • Knowledge of and experience with quantitative and qualitative methods and tools in the development sector. Expertise in collecting and analyzing data
  • Awareness and knowledge of ethical issues related to M&E: do no harm and sensitivity to gender and diversity
  • Manages time and priorities, meets deadlines 
  • Communicates in a clear, concise and responsible way including presentation, facilitation and coaching skills.  

Languages

  • Good command over English and Nepali (written and spoken) are required

IT Knowledge

  • Good computer literacy & skills, including online collaboration tools. 

Salary and benefits: As per Tdh’s salary scale; the salary and benefits are commensurate with academic qualification, experience and competency, plus provident fund, gratuity, health insurance package, children education and communication allowances.
