Information Technology (IT) Specialist- Hardware

Background & Project Description

In September 2017, the U.S. Government’s Millennium Challenge Corporation (MCC) signed a $500 million compact agreement with the Government of Nepal. The Compact aims to increase the availability and reliability of electricity, maintain road quality, and facilitate power trade between Nepal and India—helping to spur investments, and accelerate economic growth. The compact agreement is valid for a period of five years, and is currently in implementation stage, prior to Entry-Into-Force (EIF) at which time the five-year time period begins. 

Pursuant to the aforementioned agreement, the entity charged with implementing the project has been established as the Millennium Challenge Account Nepal entity. This position will assume a critical role in the success of MCA-Nepal. 


Position Objective

The IT Specialist, under the supervision of the Manager, Administration and Human Resources, is responsible for the delivery and implementation of Information Technology (IT)-related services to include network management and data infrastructure oversight, ensuring that services rendered support the work of the MCA-Nepal.


Duties and Responsibilities

  • Oversee delivery of various IT services (e.g. infrastructure maintenance, database management, etc.) across the MCA-Nepal, ensuring that the quality of execution meets organization needs and established IT standards; 
  • Advise management on overall issues regarding day-to-day IT operations and provide inputs to improve delivery and efficiency of services rendered;  
  • Provide recommendations on hardware developments or upgrades for organization use in support of increased efficiency and productivity of wider program deliverables; 
  • Develop regular testing, update, and maintenance schedule for IT infrastructure to ensure continuity of functionality and capacity to service the needs of the MCA-Nepal; 
  • Assess existing procedures/protocols to incorporate improvements based on user feedback to facilitate seamless delivery of services.
  • Fulfill the following tasks (some of them being covered and added in the future IT Scope of Work):
    1. Provide new starters with IT equipment set up to their needs.
    2. Manage the networks across all sites.
    3. Manage network prioritization due to limited bandwidth
    4. Develop and put in place sound back-up systems.
    5. Establish and enforce various IT policies (setting up e-mails, use of internet, accounts delection, etc)
    6. Provide resolution to IT issues (repairs and maintenance)
    7. Maintain confidentiality, privacy and integrity of IT infrastructure through cybersecurity. 
    8. Support procurement in gaining new hardware and also provide maintenance and updates to ensure smooth running of IT systems.



Requirements (Education, Experience, Technical Competencies)

  • Bachelor’s Degree (Required) from a recognized institution in Computer Science, Computer Engineering, Electrical Engineering, Electronic & Communications Engineering, Mathematics, Computational Mathematics, and Business Information System or equivalent fields
  • Minimum three (3) years of experience (notwithstanding whether earned before, after or during pursuit of required academic qualification), managing IT infrastructure, systems and solutions in an environment with 10 or more staff. 
  • Significant prior experience in the provision of IT services including vendor relationship management.
