In support of providing high quality assessments to USAID/Nepal, CAMRIS seeks a GESI Expert/Field Team Leader Consultant for a Democracy, Human Rights, and Governance (DRG) assessment. This is a country level assessment that surfaces out DRG challenges and provides strategic recommendations to addressing these challenges to the new Country Development Cooperation Strategy (CDCS).

The DRG assessment 2019 will include four interlinked areas as follows;

  • Analysis of the country’s political and governance context, regime type, and potential future government direction in order to identify the key DRG problem(s) in the country. (step 1 DRG assessment).
  • Through a political economy analysis identify the role of key actors and the institutions in which they operate. Identifying the proponents and opponents of specific reforms, along with the resources they can mobilize, is necessary to craft an optimal DRG assistance strategy. (step 2 of the DRG assessment).
  • Introduce U.S. and USAID’s interests, assistance programs, resources, and comparative strengths and weaknesses. In this step, the team will consider U.S. foreign policy priorities and assistance frameworks, and broader development concerns; the existing USAID portfolio; other USAID and USG assistance programs; the host country development priorities; resource availability (staff and money); USAID’s comparative strengths and weaknesses; donor coordination; and practical constraints on the recipient side (step 3 of the DRG assessment).
  • Develop recommendations for an optimal strategy and programming options to address the major DRG challenges most effectively, including any gender inequalities that contribute to the challenges. The strategy should reiterate the primary problems for democracy, human rights and governance, and based on the positions of key actors and institutions, including donors, formulate one or more higher-level DRG objective(s). Next, the team will describe the development hypothesis which explains how the proposed interventions will effectively address the DRG problems identified.  The team also will identify priority DRG subsectors and suggest how the DRG objectives might be achieved by providing illustrative activities (step 4 of the DRG assessments). 

Key responsibilities:

  • Take direction from and fully support the DRG assessment team throughout the assignment
  • Provide GESI lens on issues related to Democracy, Human Rights, and Governance (DRG) in Nepal and give inputs accordingly during various stages of assessment.
  • Participate in a briefing about the work, including training on specific methods 
  • Assist the assessment team by providing sector expertise and technical guidance
  • Work closely with the assessment team in the process of drafting and finalizing the assessment design, work plan, data collection tools, assessment briefing(s), and the assessment report; 
  • Execute the assessment schedule and field work in coordination and consultation with the team 
  • Support the design and pilot testing of data collection tools in the field 
  • Coordinate closely with the Team Lead manage local Enumerators/Field Researchers and other team members.
  • Conduct field research to gather data through focus group discussions (FGDs) and key informant interviews (KIIs) with relevant stakeholders.
  • Support the assessment team in development and presentation of the preliminary findings, conclusions and recommendations to USAID/Nepal.
  • Contribute to draft and final assessment reports.
  • Ensure quality and timely delivery of all work products.
  • Conduct any other tasks as required during the fieldwork

Qualifications:

  • In depth knowledge of gender and social inclusion issues in relation to a Democracy, Human Rights, and Governance (DRG) in Nepal.
  • At least five years of experience in GESI mainstreaming to DRG programming 
  • Have worked at the similar roles and responsibilities before as GESI expert/Field Team Lead or both to the leading or participating in GESI analyses, assessments, or GESI project evaluations. 
  • A minimum of a master’s degree in either gender studies, sociology, rural development, anthropology, international development or related area with specialization in development issues facing women, and marginalized castes and ethnicities in Nepal.
  • Knowledgeable of the current laws and policies affecting women and other marginalized populations, and implications that the devolution of authorities and services to the local level may have on women and others.    
  • Excellent English language oral and written communication skills 
  • Previous experience working with USAID is preferred.  

This position is restricted to Nepali citizens only.
