Gaunpalika Infrastructure Planning and Monitoring Engineers

GEOCE Consultants (P) Ltd is a multidisciplinary consulting company, specialized in various sectors and providing services since 1986. GEOCE is a consortium member of DFID funded UK Support for PostEarthquake Recovery in Nepal Project (PURNIMA) led by Mott McDonald, UK.

We are seeking qualified and experience and result orientated professionals for the position of Gaupalika Infrastructure Planning and Monitoring Engineer for long term roles on this post-earthquake reconstruction programme in four Districts (Gorkha, Dhading, Nuwakot, Rasuwa). The programme aim is long-term positive change in the lives of people in earthquake-affected regions of Nepal.

The implementation phase of the programme is due to commence in May 2018 for a 4.5 year duration and will work about 42 rural and urban municipalities worst affected by the earthquake. It comprises five Output Areas:

  1. Support and provide capacity building to Government at central, district and local level in detailed yearwise reconstruction planning.
  2. Direct physical reconstruction, including subcontracting and supervision of agreed priority earthquake reconstruction interventions, including reconstruction of water supply, foot trails, bridges, schools, public buildings, and potentially other areas.
  3. Analysis of, and interventions to address, constraints to the private sector, including supply of labour, materials and transport in the construction sector.
  4. Managing a Challenge Fund and other activities to leave no-one behind in the reconstruction effort and promote transformational change for women and girls.
  5. An evaluation and learning component.

Position: Infrastructure Planning and Monitoring Engineers

The role of the Infrastructure Planning and Monitoring Engineer is evolving as the changes resulting from decentralization take effect and will require a politically sensitive approach with a strong focus on social inclusion as well as sound technical skills. The responsibilities will include support for Gaunpalikas (rural municipalities) in planning, delivery and management of infrastructure, as well as for selection and implementation of infrastructure for direct implementation through Output Area 2. The engineers will be based in respective Gaunpalikas and will travel to other rural municipalities when required throughout the project area for ensuring effective knowledge sharing. They will work closely with the Purnima planning/governance advisors and the gaunpalika’s own staff and will report to Senior Infrastructure Engineer for technical matters whereas to District Coordinator for administrative matters.

Job description

Reporting to the Output Area 2 Lead, the Engineers will:

Supporting in planning and standardization

1. Support the Gaunpalika in planning, implementation and management of infrastructure sub-projects.

2. Facilitate in developing infrastructure related sectoral master plans, Detailed Project Report (DPR) preparation, feasibility studies in collaboration with relevant stakeholders

3. Support in developing various infrastructure related guidelines, manuals and procedures for endorsement from the GP executives.

Capacity building of GPs

4. Support Gaunpalika’ s elected officials and staff in infrastructure related issues, for setting criteria and selecting and prioritizing sub-projects based on the agreed criteria.

5. Identify and facilitate for various technical training to the Gaunpalika’s technical team to increase efficiency of the Gaunpalikas

6. Support Purnima programmes for improving data management and visualization, including GIS and palika websites

Supervision and Monitoring

7. Participate in field activities for selection, quality assurance, monitoring of activities in Output Area 2 in one or more municipalities.

8. Establish a system of regular monitoring of various infrastructure sub-projects whether funded by GP, Purnima or other partners including NRA and develop mechanism for feedback.

9. Participate in supervision of Purnima infrastructure

Coordination

10. Play proactive role for organizing regular meeting of stakeholders on progress update and planning of various development agencies in the GPs in coordination with GP officials and Planning advisors

Learning, documentation and reporting

11. Collaborate with Purnima palika-level advisors, and ensure effective knowledge-sharing and lessonlearning (between and within palikas)

12. Maintain up-to-date information of various infrastructural development in the Gaunpalika

13. Introduce innovative actions and capture real time learning from success and failures

14. Ensure the timely submission of financial and operational reports

15. Participate in program review meetings;

16. Perform other duties as required by the programme

Candidate Specification

  • At least Bachelor’s Degree in civil engineering;
  • At least 4 years' experience in rural infrastructure in Nepal, including survey, design, estimate, construction supervision, preparation of bill of quantities, tender documents, technical training, users committee formation and training to them;
  • Experience in implementation and management of small-scale rural infrastructure, preferably on a donor-funded projects (DFID experience an advantage);
  • Knowledge of GIS, Autocad and other standard engineering software an advantage;
  • Good experience working with minority or disadvantaged groups in the Hills, and a strong sensitivity to the challenges of social inclusion;
  • Demonstrated understanding of the challenges of post-earthquake reconstruction and recovery;
  • Strong communication, interpersonal and leadership skills, but also a team player with the willingness to learn and support the learning of others;
  • Proven ability to build and maintain effective working relationships with local Government;
  • Ability to work effectively in remote areas, and willing to travel extensively throughout the project area, including on foot as well as by jeep and motorbike;
  • Fluency in written and spoken Nepali and English is essential, and fluency in relevant local languages spoken in the project area would be a strong asset;
  • Preference will given to the candidates from the Purnima districts;
