National Disaster Risk Reduction Centre (NDRC Nepal) works closely on disaster risk reduction (DRR), climate change adaptation (CCA), natural resource management, and contemporary socio-economic issues. The major modes of work of the NDRC are research, evaluation, project implementation, and knowledge management. It has altogether reached 69 out of 77 districts in Nepal through various different development initiatives in terms of both research works, consultancy services as well as project implementation. NDRC has a pool of experienced human resources with expertise in the fields of DRR, CCA, good governance, rights-based approach, and advocacy works with governments, bilateral, UN agencies, non-government, and civil society institutions. NDRC Nepal had worked in a number of countries in the South Asia region including Afghanistan, Bangladesh, Bhutan, India, Sri Lanka, and Thailand. It has well-established networks with government line agencies and strong partnerships with national and regional organizations and development agencies. NDRC deploys DRR information and systems to reduce local, national and regional risk across South Asia. Its portfolio focuses on DRM capacity building, improving DRM for cities and climate change, mainstreaming DRM into national and local development, improving DRM systems, and undertaking disaster risk assessments.

Position Description

National Disaster Risk Reduction Centre (NDRC Nepal)

Position Title: Finance/Admin Officer

Duty Station: Sangam Chowk, Baneshwor,Kathmandu, Nepal

Reports To: Finance Administration Coordinator/ Executive Director, NDRC Nepal

Position Summary:

The Finance/Admin Officer is responsible for overall financial management including financial practices, record and reporting, preparation of budget, financial forecasting, cash flow and coordination of audit activities as well as accounts payable and receivable. The F&A officer is also responsible for procurement, logistic and other administrative responsibilities, including contractual matters, and efficient office management in accordance with NDRC policies and procedures. Equally, F&A officer ensures adherence to local laws, NDRC policies and procedures, and donor requirements while performing his/her duties. 

Education Skills and Experience:

  • A minimum of one year relevant work experience in F&A management of NGO sector
  • A minimum of Bachelor’s Degree in business, finance, accounting or equivalent
  • Proficient in written and spoken English and Nepali Language.
  • Sound computer skills and knowledge of tally software and VAT is required.
  • Quick learner and effective team player.

Responsibilities:

Under the overall guidance and immediate supervision of Finance Administration Coordinator/Executive Director NDRC Nepal, the F&A Officer will be responsible for the following duties:

  • Reporting to donor agency by FAS (Fund Accountability Statement), Budget V/s Expenses, Monthly BRS (Bank Reconciliation Statement), transaction list, Trial Balance.
  • Review the budget, budget code, and allocated budget with the activities and expenditure.
  • Prepare work to be accomplished by gathering and shorting documents and related information.
  • Providing accounting information to management on significant variance.
  • Logistic management, maintain the inventory list, physical verification of inventory/fixed assets, accountability management, employee personal profile.
  • Ensure payroll of staff and other in time with local tax and labor law and day to day operations.
  • Assist Finance admin Coordinator/ Executive Director in providing and arranging for training and capacity building as appropriate and monitoring the compliance with better performance.
  • Administer financial system i.e, digital and hard copy records, ETDS.
  • Coordinate with external and internal auditor to provide the information requested, provide management responses in collaboration with Finance Admin Coordinator.
